00:04KPDN is always committed to address the issue of subsidised diesel fuel supply
00:11in line with the government's focus to strengthen the form of subsidised fuel supply
00:16that is often emphasized by the Honourable Prime Minister,
00:20including in the latest 2025 Sponsorship Speech.
00:24For this reason, KPDN has set subsidisation as one of the focus agendas for 2024,
00:34and at the level of KPDN, the main strategy implemented includes three aspects.
00:40The first is subsidisation, the second is risk management, and the third is mass participation.
00:46In terms of subsidisation, the main source of power for KPDN
00:51in terms of power to address the issue of subsidised fuel supply
00:56is under the AQB 1961 Supply Control Act and the Subsidiary Law,
01:03as well as the 2001 Act on the Prevention of Corruption,
01:06Prevention of Violence and the Results of Illegal Activities.
01:12The movement of power is implemented through OPS TIRIS,
01:15which started in March 2023,
01:19and based on the statistics of TIRIS 3.0,
01:23from January to October 19, 2024,
01:26KPDN has carried out 30,634 inspections
01:30and produced 1,561 cases involving diesel smuggling.
01:37The overall statistics covering the number of cases involving other power agencies
01:41recorded the amount of subsidised diesel smuggling
01:45was 13.8 million litres, which is estimated to be worth more than RM31 million.
01:53In addition, as of January to October 2024,
01:56KPDN has opened six investigations under the Act on the Prevention of Corruption,
02:03Prevention of Violence and the Results of Illegal Activities.
02:07In addition, KPDN also cooperates with other power agencies
02:13such as PDRM, JKDM, APMM, JPJ, through OPS TIRIS.
02:20At the same time, it touched on the control in the border area,
02:24the actual power field involves JIM, JKDM,
02:29the Malaysian Quarantine and Inspection Service,
02:33MAKIS and JPJ, as well as the Ministry of Health.
02:36However, starting on January 20, 2024,
02:39KPDN has placed the power agencies in an 8-door management.
02:45In addition, KPDN also implemented the cancellation and suspension
02:49of scheduled control items involving the sale of diesel
02:53at the level of smugglers and smugglers.

03:24the University of Malaysia Sabah,
03:26the main cause of the continuation of the activities of smuggling
03:29at the border of Lubang Antu and Badau, Indonesia,
03:31is the lack of awareness of the community
03:34regarding the implementation of laws and the effects of
03:37the socio-economic activity of smuggling subsidized goods, including diesel.
03:41So my question is,
03:43will the Ministry hold a campaign of awareness
03:47with the power agencies,
03:50as stated by the Minister just now,
03:53to long-term homes or villages around the borders of Malaysia and Indonesia
03:59to educate the residents,
04:01while at the same time creating a form of community monitoring
04:05to prevent the spread of smuggling at the border?
04:12Honorable Minister,
04:13I am actually very grateful
04:17and very concerned
04:19when this issue of smuggling comes from one of our representatives
04:24and it is in line with our pressure.
04:27Just recently, the Prime Minister,
04:31in the 19th of October,
04:35has launched a movement called Kita Gempur,
04:39which is a movement to eradicate manipulation and smuggling.
04:44Its purpose is to build a mass movement
04:48to jointly engage in the implementation of smuggling,
04:53controlled and subsidized goods
04:56and also manipulation in business activities.
04:59And at the same time,
05:01a draft of the Sabah-Sarawak-Labuan Price Stability Power Agreement
05:05was approved by the Cabinet two weeks ago
05:09with the approval of the KPDN
05:11so that the respected TPM2
05:13can manage a coordination meeting
05:16involving all power agencies
05:20so that we can strengthen the power
05:23especially in the Sabah-Sarawak border areas.
05:26And in terms of the involvement of the advocacy in the long-term homes,
05:30I am very concerned
05:32and I will make it clear
05:34that the agreement will be discussed by the respected TPM
05:39because, Honorable Minister,
05:41in order for us to deal with the smuggling aspect,
05:44this is not just a government agency,
05:47but we need cooperation from other stakeholders,
05:51from the industry,
05:52we have a good management system
05:54and of course,
05:56through the participation of the public
05:59through their complaints and awareness.

06:18is there a ministry to suggest
06:21using a smart monitoring system
06:25by implementing artificial intelligence

06:30or the use of drones
06:32that monitor the border areas
06:34to limit the activity of smuggling diesel
06:38with subsidies?
06:39If not,
06:41what are the more effective steps
06:43in dealing with the problems
06:46that the country is facing today?

06:55Actually, from the aspects that I mentioned,
06:58one of our strategies is
07:00to increase the scope of enforcement.
07:03And one of the approaches that we implement
07:06is that we are making an effort
07:08to implement digital enforcement,
07:10which is based on digital.
07:14And as I mentioned earlier,
07:16when it comes to border control,
07:18the actual power in this border area
07:22is placed on other agencies
07:24such as JKDM, JPJ,
07:28Makis, and so on,
07:30the Immigration Department, and so on.
07:32And it will come under the umbrella of the MCBA.
07:37However, at the same time,
07:38the KPDN will help together
07:42because it involves goods and controls
07:45that originate from within the country
07:47and are enclosed at the border gate.
07:50So we will carry out this effort.
