00:08has always been the priority of the Ministry of Housing and Local Government, KPKT.
00:13In line with the aspirations of Malaysia,
00:15to ensure the welfare of the people,
00:18with the principle of Leave No One Behind,
00:22KPKT is also responsible for balancing
00:24between the need to provide affordable housing
00:28by ensuring a smooth housing project management
00:31in order to avoid the projects being declared sick or out of stock.
00:36As of 30 September 2024,
00:39there were a total of 113 private housing projects
00:43out of stock, including 30,371 house units
00:48with 15,952 buyers.
00:52In this case, the Minister can take action.
00:57The following action is based on a special order
00:59under the 1966 Act of Housing Development, Control and Licensing,
01:05or Act 118,
01:07namely, Section 11, Section 1,
01:11where the Minister can take action
01:13as stated in Sections A to E,
01:17if the Housing Administration thinks that the development of licensed housing
01:22has failed to fulfill its obligations to the buyers
01:26or will depend on the control of its construction
01:30or run its business in a way that discourages buyers.
01:35Second, Section 11, Section 1, Section CA,
01:39where the Minister can confirm that a project is out of stock
01:44if a project is not prepared in or out of time
01:48under the PJB Purchasing Agreement
01:50and there is no serious activity
01:53at the construction site for six months in a row.
01:58And Section 12,
01:59where the Minister can give any guidance
02:03that is considered appropriate and appropriate
02:05in order to ensure the compliance of this agreement
02:07and any relevant guidance.
02:09For your information, Mr. President and distinguished guests,
02:12when a project has been declared out of stock,
02:16the PJB will take proactive action
02:20by blacklisting the developers
02:22and the executives of the companies involved in the project.
02:27Subsequently, the PJB will also be restricted
02:30from applying for new development licenses
02:33and the HDA housing development account will be frozen.
02:37In addition to the existing measures,
02:39the KPKT is ameliorating Section 118
02:43to strengthen better control and prevention measures
02:47as well as long-term measures
02:49to prevent private housing projects from becoming sick
02:52and eventually out of stock.
02:54In addition, Mr. Vice President,
02:55one of the moves that will be implemented
02:58is to strengthen the boundary of travel abroad
03:02for any developers and executives
03:05who have been blacklisted.
03:07And the information of the developers and the development
03:10involved as out of stock or problematic
03:14will also be displayed in the National Housing Data Bank system
03:18or TADUH
03:19as a reference to the relevant parties
03:23such as buyers and financing banks.
03:26So far, Mr. Vice President,
03:28as of 30 September 2024,
03:31a total of 14 private housing projects are out of stock
03:35involving 1,900 units of houses
03:38with a rough development value of RM574.79 million
03:44and have been repaired
03:45and implemented through monitoring private housing projects
03:50through sick and out of stock.
