00:25Safe, inclusive, and a more inclusive approach to the effects of the pandemic.
00:31That was the call of President Ferdinand R. Marcos, Jr.
00:35along with the formal opening of the 2024 Asia-Pacific Ministerial Conference on Disaster Risk Reduction or APMCDRR.
00:43In his response, the Executive Board of the Philippines gave the need for the readiness of countries in Asia-Pacific
00:51to face a climate-resilient situation.
00:53It also gave the need for the readiness of countries in Asia-Pacific
00:56to ensure that disaster risks can be reduced in the face of climate change.
01:20Asia-Pacific is not only prepared to overcome the trials of tomorrow.
01:24We are also ready to lead in disaster risk reduction and climate action.
01:30The President also emphasized that it is time to double the efforts of countries to implement the Sendai Framework,
01:37an international document for risk reduction with the goal of strengthening resilience of countries
01:43while also assessing the importance of the unity of the countries of the region to address the effects of climate change.
01:51It also remains crucial to align our goals under this framework with the 2030 Sustainable Development Goals,
01:58the United Nations Framework Convention on Climate Change, and the Paris Agreement.
02:04We must harmonize our approaches and pursue meaningful actions under these mandates
02:10to secure a sustainable and climate-resilient future.
02:14It should also not neglect to pay attention to the strengthening of investments in climate financing.
02:20That is why the Philippines welcomes the hosting of the Loss and Damage Fund Board
02:25to have a voice in the countries affected by climate change.
02:30We must significantly increase our investments and develop financing mechanisms in disaster risk reduction.
02:39Sustained and predictable data and financing would help address disaster risk better.
02:47This entails ensuring that developing countries, particularly the least developed countries,
02:53landlocked countries, and small island developing states are provided greater access to these resources
02:59to advance their policies and build disaster resilience.
03:04This is the first time that the Philippines has won the APCMDRR.
03:09It will last until Friday,
03:11when more than 3,000 high-level delegates, including ministers and policy makers, will attend.
