00:20According to PNP spokesperson Col. Gene Fajardo, although Espelido's declaration is saddening,

00:30Fajardo also clarified that an organized crime group was formed to commit crimes

00:35and is far from the reason why PNP was established.

00:39It is noteworthy that Espelido described PNP as an organized crime group

00:47that was implemented in the war on drugs of former President Rodrigo Duterte.
