01:03As we chart our course to a more inclusive and resilient Asia-Pacific,
01:08let us draw inspiration from the stories of resilience that are embedded in our region.
01:13This conference presents us with a grand opportunity to send a powerful message to the world.
01:21The Asia-Pacific is not only prepared to overcome the trials of tomorrow,
01:26we are also ready to lead in disaster risk reduction and climate action.
01:32The President also emphasized that it is time to double the efforts of the countries
01:36to implement the Sendai Framework, an international document for risk reduction
01:41that aims to strengthen the resilience of the countries,
01:45while also emphasizing the importance of the unity of the countries of the region
01:49to address the effects of climate change.
01:53It also remains crucial to align our goals under this framework
01:56with the 2030 Sustainable Development Goals,
02:00the United Nations Framework Convention on Climate Change, and the Paris Agreement.
02:06We must harmonize our approaches and pursue meaningful actions under these mandates
02:12to secure a sustainable and climate-resilient future.
02:16The President should also not neglect the importance of strengthening investments in climate financing.
02:22That is why the Philippines welcomes the hosting of the Loss and Damage Fund Board
02:27to have a voice in the countries affected by climate change.
02:32We must significantly increase our investments and develop financing mechanisms
02:38in disaster risk reduction.
02:41Sustained and predictable data and financing would help address disaster risk better.
02:49This entails ensuring that developing countries, particularly the least developed countries,
02:55landlocked countries, and small island developing states are provided greater access
03:00to these resources to advance their policies and build disaster resilience.
03:05This is the first time that the Philippines has hosted the APCMDRR.
03:11It will last until Friday,
03:13where more than 3,000 high-level delegates, including ministers and policy makers, will attend.
