00:00Assistance for Individuals and Families Affected by Typhoon Julián
00:04and our discussion with Disaster Response and Administrative Finance Services
00:10under Secretary Randy Escolango of the Department of Human Settlements and Urban Development, or DISUD.
00:18Usec Randy, good afternoon.
00:20Good afternoon, Sir Jonathan. Good afternoon, Ma'am Nina.
00:23And good afternoon to all of our listeners.
00:26In the recent typhoon Julián that hit the northern part of the country,
00:32what were the actions of DISUD to help our people who were affected by the typhoon,
00:37especially those whose homes were destroyed?
00:40Sir Jonathan, different government agencies have their own roles when it comes to disaster response.
00:49DISUD is the lead agency of the End Rim Sea Shelter Cluster.
00:55So, as the lead agency of the Shelter Cluster,
00:59we are responsible for helping those whose homes were destroyed,
01:04totally or partially damaged, when such calamities occur.
01:09So, you have a budget for that, you give them money.
01:15Yes.
01:16How much again?
01:18If it's totally damaged, we give 30,000 pesos.
01:22If it's partially damaged, we give 10,000 pesos to our people whose homes were destroyed.
01:29Okay.
01:30President Marcos visited Batanes several times, right?
01:34What were his orders for DISUD?
01:37We saw that the houses were demolished, especially those that were not made of stone.
01:43That's right.
01:44We went to Batanes with Secretary Acusar.
01:49We saw their condition.
01:51We had an aerial inspection with the OCD, DSWD, and media outlets.
01:58We saw their condition.
02:02In the briefing that our President conducted,
02:07we explained that DISUD has a program called
02:13Integrated Disaster Shelter Assistance Program
02:17where we can provide financial assistance so that they can recover
02:22and use it to build their homes.
02:25Okay.
02:26Yusec, I watched an interview with the governor of Batanes.
02:31He said that the problem in Batanes,
02:33because the houses in Batanes were made of stone, right?
02:35Yes.
02:36That's why they are strong because they are often hit by typhoons.
02:38But there is a law that prohibits...
02:40It's like that's their problem.
02:42Can you explain why the quality of the houses in Batanes declined?
02:47Yes, because as you mentioned before,
02:49the houses were made of stone.
02:51In Batanes, typhoons really enter and sometimes typhoons come out.
02:56Typhoons are regular in Batanes.
02:58But Batanes is resilient, according to the story of our governor there.
03:04But sometimes, because of this typhoon,
03:06their local government officials and our governor
03:12asked for help because their houses were destroyed.
03:16Because Batanes is a protected area,
03:20it is prohibited to dig,
03:24it is prohibited to use sand there.
03:27That's what they use to build their houses.
03:30So they can no longer sustain the construction of houses made of stone.
03:34That's why they approached President Marcos
03:38to give them a moratorium of the DNR
03:42to give them a chance to use their sand there
03:48to build their houses.
03:50That's why.
03:51Okay, so that's the consequence.
03:53It's a protected area.
03:54Okay, so their stones, their natural stones,
03:57they can no longer use them to build their houses.
04:00For example, if you are a tourist,
04:02you are not allowed to use stones there.
04:04The DNR is very strict.
04:06I think that's the law.
04:08That's what they are asking from the President.
04:10Just give them a moratorium or a certain period of time,
04:14they can build their houses,
04:16they can get stones, they can get sand,
04:18they can build their houses again
04:20that will be resilient to the upcoming typhoons and disasters.
04:25Is this the call of BATANES?
04:27Is it supported by your department?
04:29Yes, of course.
04:31Because the main concern is the construction of houses,
04:35we also want their houses to be strong and resilient.
04:41Okay, so sir,
04:43you mentioned earlier
04:45that we can get help
04:47from our program,
04:49Integrate the Disaster Shelter Assistance Program
04:51or IDSAP,
04:52for our countrymen affected by the typhoons.
04:54Now, the question we are usually asked
04:56here in PTV4 is
04:58how can we access this fund?
05:01And who will assess
05:03if this house is partially damaged
05:05and this one is totally damaged?
05:07That's right, sir Jonathan.
05:09If you are affected by calamity,
05:11either natural disaster
05:13like this typhoon, earthquake, or flood,
05:15or man-made disaster,
05:18including fires, explosions, or earthquakes,
05:23Do you also have help for that?
05:25Yes, it's man-made and naturally covered.
05:27Like I said,
05:2930,000 total and 10,000 partially.
05:31How can this be done?
05:33It's very easy.
05:35The head of household will go to
05:37their local government unit
05:39in their municipality or city hall.
05:41They will look for
05:43a local housing board
05:45or local housing unit
05:47or any equivalent office there.
05:49They will list it
05:52and there will be an eligibility form
05:54that they will fill up.
05:56They will just put their name,
05:58the members of their household,
06:00and their location.
06:02It's that simple.
06:04Once they pass it,
06:06the local government unit
06:08will pass three documents to us.
06:10First is the master list
06:12that includes our affected people.
06:14Number two is
06:16the disaster report.
06:18And number three is
06:20the scope eligibility.
06:22It determines if it's totally or partially damaged
06:24and where it's eligible.
06:26It's that simple.
06:28Once it's filled up
06:30in our regional office in Disud,
06:32it will be validated immediately.
06:34Our secretary, Randy,
06:36has given us an order
06:38to top up our Monkey Shelter Agency
06:40to validate, not just Disud.
06:42We will also include
06:44Pag-ibig, NHA, SHAPC, and NHFC
06:46to help with the validation.
06:48Once it's validated,
06:50it will be sent to our central office.
06:52We will fund it right away.
06:54It will only take one to two days.
06:56Once it's done,
06:58we will schedule a payout.
07:00Usec, the problem with this
07:02is the validation.
07:04There are reports from Batanes,
07:06for example,
07:08that there was a disaster like this.
07:10But the validation of the report...
07:12It's true that we have fellow citizens
07:14who will take advantage
07:16of this.
07:18What if they're just partially damaged
07:20and they say that it's totally damaged?
07:22Validation is important.
07:24Our Disud regional office
07:26is in Tuguegarao.
07:28It's not in Batanes.
07:30How will Batanes access the fund?
07:32Assuming, for example,
07:34that it's been validated,
07:36will it go to Tuguegarao?
07:38Yes.
07:40The Secretary's order is
07:42for us to have a proactive role.
07:45Even if it's a calamity,
07:47even if it's a typhoon...
07:49Karina?
07:51Karina.
07:53We are proactive.
07:55We go down to the local government.
07:57Local government,
07:59municipality, city hall.
08:01We have a program like this
08:03and you can avail it.
08:05These are the requirements.
08:07Now, as you mentioned,
08:09our regional office is far from Tuguegarao.
08:11We will go to them.
08:13We will validate
08:15and we will also provide
08:17in their area.
08:19Okay, so for the DSWD,
08:21you have payouts,
08:23you will go to the places
08:25and schedule the payouts
08:27for our countrymen
08:29who will receive shelter assistance.
08:31As you said earlier,
08:33even if it's validated,
08:35within two days,
08:37they will receive the assistance.
08:39If it's validated,
08:41within two days,
08:43we will be able to fund
08:45and schedule the payouts.
08:47It also depends on the local government
08:49when they want to schedule the payouts.
08:51But they are also fast.
08:53They want their countrymen to receive it right away.
08:55Like the recent fire
08:57here in Bacoor.
08:59Less than a month after the fire,
09:01we were able to provide
09:03around 500 people who were burned.
09:05Almost all of them were totally damaged.
09:07That's how fast it is.
09:10The local government is also fast.
09:12So it also depends on the LGU.
09:14They should also be fast.
09:16Yes, the local housing board
09:18of the LGU
09:20or the Housing and Urban Development Office
09:22of the LGU should also be fast
09:24for their countrymen, the DSWD.
09:26Yes, the DSWD is fast, sir.
09:28We are really fast
09:30because the Secretary doesn't want to slow down.
09:32That's why we are fast.
09:34Okay, you said you are fast.
09:36In terms of the implementation of INSAP
09:38here in the affected areas
09:40of Baguio and Northern Luzon,
09:42how is the status of the implementation
09:44of this program?
09:46As I said,
09:48we went there right away.
09:50When the fire broke out,
09:52before the President
09:54gave a briefing
09:56the other day,
09:58we were able to go there.
10:00We approached the mayors
10:02and the governor.
10:04Before we went there,
10:06we were already called.
10:08They already know the program.
10:10We are that fast.
10:12They will send us a master list
10:14and we will validate it right away.
10:16It's fast.
10:18What is your 4PH project
10:20for Batanes?
10:22How will it help our countrymen
10:24in the area?
10:26Let's go back to the 4PH program.
10:28That's right.
10:30Here in Batanes,
10:32we also have a 4PH program
10:35that will help
10:37our countrymen
10:39who are in need
10:41of a house.
10:43So,
10:45we have
10:47in
10:49Basco, Batanes
10:51the house
10:53that we will build.
10:55We have an MOU
10:57Memorandum of Understanding
10:59for July 2023.
11:01There are 7 buildings that will be built there.
11:03Each building
11:05has a capacity of
11:07162 units.
11:09It's not just
11:11a temporary help
11:13for the integrated financial
11:15assistance program.
11:17We will also help them permanently.
11:19That's the purpose of
11:21building a permanent house.
11:23Okay.
11:25This October is
11:27National Shelter Month.
11:29You must be very busy.
11:31What are the activities
11:33to celebrate this occasion?
11:35As you know,

11:39Series of
11:411995 was initiated
11:43by President Fidel Ramos.
11:45It is declared
