00:00Like the rest of the state's public hospitals, the Royal relies on locum doctors and nurses
00:08to keep functioning.
00:10Now the true cost of that has been revealed.
00:13We can now see that the government has completely blown the budget in employing multitudes of
00:18outsourced staff.
00:20Right to information documents obtained by Labor reveal the health department spent more
00:25than $180 million on locums last financial year.
00:30But what we're seeing is an unsustainable rise in the cost of employing locums both
00:36in the junior medical workforce, what we would call the mid-level medical workforce, which
00:40is your registrar level, and also your specialist.
00:43The cost of locum doctors more than doubled in the past three years, growing from $42
00:49million in 2020-21 to $105 million last financial year.
00:55While the money spent on locum nurses increased five-fold, jumping from just over $14.5 million
01:04to almost $77 million.
01:06It means the total cost of locums in Tasmania has more than tripled in just three years.
01:13We need those workers there.
01:14They are employed because we need them there, but we need them in permanent positions.
01:19Health unions say it's a consequence of not prioritising recruitment and retention.
01:25Clearly that call was not being heeded and now we're seeing vacancies that require filling
01:30to ensure staff and patient safety and unfortunately agency at this point is the only option.
01:36It's hard because the other states are facing a similar reliance on locums too.
01:41So knowing that, how do we pitch ourselves to be the preferred employer?
01:46The nurses union says there are now hiring incentives in place and a greater focus on
01:51recruiting permanent staff.
01:53All of that combined is going to take some time till we can actually fill those vacant
01:58positions with permanent staff and reduce our agency use.
02:02The government says almost a thousand health workers have been recruited in recent months.
