House panel recommends OVP budget cut from P2 billion to P733 million

00:00Yesterday, the Committee on Appropriations decided to recommend a reduced budget for

00:08the Office of the Vice President, and the reduction shall be split by the DSWD-AICS

00:15program and the DOH-MAEFIP program.

00:20So ipapaliwanag ko lang po na ang decision na ito ay isang committee decision, ang Committee

00:27on Appropriations has 139 members, and with respect to the budget cut of the OVP, ito

00:36po ay naging unanimous decision among the members.

00:40At lininawin ko rin po na hindi pa ito final approval ng Congress, ito po ay recommendation

00:48pa lang po ng Committee on Appropriations for the plenary.

00:52At kagabi naman po ay nag-second reading na rin po ang approved committee report na

01:01kung saan nakapaloob ang recommendation ng reduced budget for the OVP.

01:08So which means nakakalendar na po ang General Appropriations Bill as amended for plenary

01:16debates beginning September 16.

01:20And hopefully po, kung masusunod po namin ang schedule, hopefully, sana po wala masyadong

01:28mangyaring, masyadong eventful, ay matatapos po namin maaprubahan on third reading ang

01:35General Appropriations Bill by September 25.

01:40So yun po.

01:41At lininawin ko rin po na meron pang another round of amendments, at ito po will be sa

01:49plenary na po, doon na nga po on the week of September 16 to September 25.

01:58So ang nangyari po is while the Office of the Vice President, the DBM, proposed or recommended

02:08a budget of 2.037 billion for the OVP, kami naman po, ang Committee on Appropriations

02:16yesterday recommended, to be exact, P733,198 million pesos, which means meron cut of P1.293159

02:36billion pesos, at ang reduction na yan ay ililipat po sa dalawang ahensya, and as I

02:47had mentioned earlier, for two programs, the DSWDAX program, which is the Assistance for

02:56Individuals in Crisis Situations, and the DOH MAEFIP, or the Medical Assistance for

03:03Indigent and Financially Incapacitated Patients.

03:06In other words, dalawang very important social protection programs ng ating gobyerno.

03:14So ang specific items po na pinanggalingan nitong total cut of P1.293 billion pesos ay

03:28as follows, financial assistance, professional services, utility expenses, supplies and materials,

03:42as well as lease expenses.

03:46And ang dahilan po kung bakit ang items na ito ang naapektuhan, lahat po ay nanggaling

03:55po sa lahat po nang narinig po natin doon po sa dalawang hearings na naganap in the

04:02last weeks.

04:05So mamaya po kung meron kayong katanungan on the details, I can provide those to you.

04:11So siguro just one last note before I take in questions.

04:27So again, we have one more round of amendments, dilinawin ko, hindi pa ito final approval

04:34ng Congress.

04:35Meron pa tayong plenary debates.

04:38And pagkatapos po mapadala ang House version of GAB to the Senate, magkakaroon siyempre

04:47ng Senate deliberations.

04:49After ma-approve ang Senate version, meron pang bicameral meeting.

04:54After that, magkakaroon pa po ng ratification, meaning babalik pa po yan to both Congress

05:01and the Senate.

05:02And then after that, magkakaroon pa po ng President's approval, because as you know,

05:07the President can veto.

05:09And ang veto po is pwede po on a line-item basis.

05:14In other words po, ganun po kahaba ang proseso ng ating budget approval, budget process.

05:20At malinaw po na napakarami pong tao na involved dito po sa pag-aprubah ng budget.

05:29Hindi lang po dalawang tao.

05:30And of course, after the budget is approved, alam naman po natin, ang budget execution

05:37is solely by the Executive.
