00:00From the four clusters of discussion, for each cluster there is a priority.
00:09So in terms of social safety clusters, the drug was raised.
00:12And that is one of the many inputs given by the participants in the trial
00:18which led to the resolution being raised as one of the sure.
00:24The effects are various.
00:26First, when we look at the crime rate,
00:31whether it is a crime of violence, a crime of property,
00:34according to the police report,
00:36the majority of the perpetrators, most of them started with drug problems.
00:42Most of them.
00:43Then it ended with armed robbery.
00:45It ended with murder.
00:47It ended with a crime of property.
00:53So it is very closely related.
00:56So the participants of the trial assumed that if we can mitigate it in the initial stage,
01:01then the effects of other crimes can be raised.
01:05As an example.
01:06So why is it still a concern after more than 40 years?
01:11I said earlier.
01:13So in today's trial, we give the freedom to the participants
01:19who represent each sector and each segment to freely give their views.
01:24So that is one of the results given by Maklum Balang.
01:3168% of the prisoners are related to drug crimes.
01:37Either under a criminal record or under a different record.
01:43So the number of prisoners, the number of AADKs that we treat and recover,
01:51either in the post-pen institution or in the community.
01:55In the post-pen, we have about 10,000.
01:57But what we treat and recover through the community, we have another 70,000.
02:03So every year we record a budget of Rp135,000
02:08through the four sources of data that I mentioned earlier.
02:11The drug part, the drug part, the post-pen, the drug recovery center,
02:16the Ministry of Health and the AADK.
02:21So it gives us on average about Rp135,000 a year.
02:25And we must manage all of that.
02:28So it can lead to problems in society.
02:31It can lead to criminal trends.
02:33It can lead to the arrest of prisoners.
02:36So the effects are complex.
02:38So I am patient with this safety issue under the title of the social safety cluster.
02:44Participants believe that it is still a safety issue that should be given special attention by the government.
