The amendments to the Drug Dependants (Treatment and Rehabilitation) Act 1983 are expected to be tabled during the current Parliament meeting.

Home Minister Datuk Seri Saifuddin Nasution Ismail said the amendments have been approved by the Cabinet and cleared by the Attorney General.

00:04The Law and Order Act has been put to an end.
00:08First, it has been approved by the Prime Minister,
00:15for both the Constitution and the Law and Order Act.
00:19It has also been cleared by the State Prosecutor.
00:23It has also been registered to wait for the Parliamentary session.
00:31For that, the session that we held earlier in the day,
00:35involving the Parliament,
00:37the purpose is to detail each item in the articles
00:42that we request to be amended.
00:46There are 29 articles in all.
00:48As usual, in any law,
00:51that is intended to be amended,
00:54it will start from the definition,
00:57up to the substantive issues.
01:01The most obvious substantive issues,
01:05which is a major issue,
01:07are first, the case of drug trafficking,
01:10and also the case of misuse of materials.
01:13They are no longer seen as traffickers,
01:18but they are seen as patients.
01:20The second component is,
01:22we are no longer decriminalising these traffickers,
01:25because we see them as a group that we must bring closer
01:29with the treatment module programme.
01:32The third is,
01:34I mean the significant changes,
01:38is to put the role of the recovery officer,
01:43as an important role,
01:47as a profession,
01:49who has a legitimate authority
01:52in determining a case,
01:55when a drug trafficker,
01:57when there is an awareness to be fixed,
02:01his family gives support,
02:04with the presence of this movement,
02:06to ensure that when he goes to the AADK,
02:09he is willing,
02:11then the recovery officer himself
02:13can carry out the test,
02:15and then make a decision.
02:17Subsequently, he is sent to the recovery centre.
02:20Compared to the old system,
02:22when the case arrives at the AADK,
02:26the AADK is channelled to the recovery officer.
02:29So I think this is a major step,
02:32which means we can speed up,
02:35without compromising,
02:37in terms of testing and so on.
02:40So in the end, we hope,
02:43when this movement is passed
02:45and reported,
02:47it will be a game-changer
02:50for the first,
02:52to make it easier,
02:54and to attract more interest,
02:57from those who are involved,
03:00to appear willingly,
03:02to be given treatment and rehabilitation,
03:05without a lot of fuss,
03:07which is difficult for them.
03:09That is what we hope.
03:10The second,
03:11the impact is,
03:12that cases like this,
03:14misuse of materials,
03:15and drug addiction,
03:17which is not to the extreme,
03:20they will not end up in a report,
03:24brought to court,
03:26and then they will be imprisoned.
03:28So if we can reverse
03:30cases like this,
03:32then the imprisonment penalty
03:34can also be reduced,
