00:00:10 Investigations are continuing after the burnt body of a man was found in Faisabad on Monday.

00:00:16 It's believed to be the body of a missing man from the area.

00:00:20 This morning, I got a call that a body was found in Ramatalli Park and upon further checks

00:00:27 when we came up here, the body was identified as him via his shoes, which was a thimble

00:00:35 and a belt he had on because the rest of the body was burnt because there was a fire that

00:00:41 burned right around him.

00:00:45 Slain Police Officer P.C.

00:00:47 Dale Myers was laid to rest on Monday following a funeral service which was attended by hundreds

00:00:54 of relatives, friends and colleagues.

00:00:57 Dale was true to himself and I am sure we all agree.

00:01:06 His last second and his last breath, he went down with his choices to never give up.

00:01:12 We could agree, we could not agree, that's okay, it's not our life, it was his choices,

00:01:18 that is the way that he is, he was and it is what made him Dale.

00:01:26 He gave his last breath and his last effort being him, defending himself and defending

00:01:31 his lady.

00:01:34 And in the weather forecast, despite a few isolated mild to moderate showers, the weather

00:01:40 remains mostly hot, sunny and breezy.

00:01:43 Locally strong winds and potential street flooding can be expected in the event of a

00:01:49 heavy downpour.

00:13:52 And it deals with an interview being done with a resident of the area.

00:13:55 And they are saying that this issue has persisted for the past two years.

00:13:58 And in recent times, they have not had water, a pipeline supply for a month.

00:14:01 >> That's correct.

00:14:04 The area of Williamsville, Hartburg, and Bedelman, they have

00:14:07 continuously been providing water to the residents of the area.

00:14:10 And they have not had water for a month.

00:14:13 And in recent times, they have not had water for a month.

00:14:16 And in recent times, they have not had water for a month.

00:14:19 And in recent times, they have not had water for a month.

00:14:22 And in recent times, they have not had water for a month.

00:14:25 And in recent times, they have not had water for a month.

00:14:28 And in recent times, they have not had water for a month.

00:14:31 And in recent times, they have not had water for a month.

00:14:43 So, we are seeing a lot of issues.

00:14:46 The issue of the water scheduling.

00:14:49 The issue of truck-borne water.

00:14:52 The issue of the infrastructure within the constituency.

00:14:55 And those short-term issues can be addressed so that we don't see this

00:14:58 continued problem.

00:15:01 So, as I said earlier, we are not ignorant of the fact of the national

00:15:04 thirst for pipe-borne water in light of the drought.

00:15:07 If you are scheduling constituencies and communities,

00:15:10 there must be some sort of accountability and check and balance to ensure

00:15:13 that it is actually happening.

00:15:16 And time and time again, I'm the opposition shadow for public utilities.

00:15:19 And time and time again, I will raise within the confines of the

00:15:22 parliament, through questions and so on to the Honourable Minister of

00:15:25 Public Utilities, the issue of WASA's water scheduling.

00:15:28 So, WASA would usually put out a schedule for all communities that

00:15:31 don't receive 24/7 supply of water.

00:15:34 The issue remains whether or not they meet that water scheduling.

00:15:37 And in most instances, it does not occur.

00:15:40 So, when you ask the Honourable Minister, you ask the Public Utilities

00:15:43 Ministry about the WASA's water scheduling, you get the standard

00:15:46 answer, well, they are doing their job.

00:15:49 There's a schedule, you follow the schedule.

00:15:52 But the crux of the matter is that most of the times, WASA does not

00:15:55 follow the schedule.

00:15:58 And for many communities across South and Central and parts of East

00:16:01 Trinidad, as I speak with my colleagues all the time on this issue,

00:16:04 what happened in Williamsville, Ben Loman had a bargain of not having

00:16:07 water for over a month is not unique to that community.

00:16:10 And it really has to do with the issue of managing WASA in terms of

00:16:13 the water scheduling.

00:16:16 Because they do not keep the water schedule.

00:16:19 Now, also, many parts of these constituencies that I mentioned

00:16:22 before, is the issue of dilapidated water.

00:16:25 And the issue of dilapidated water is not unique to that community.

00:16:28 But the issue of dilapidated water in those constituencies that I

00:16:31 mentioned before, is the issue of dilapidated infrastructure.

00:16:34 And that is a main issue that affects this community that you saw

00:16:37 protested on Sunday morning.

00:16:40 The issue of dilapidated infrastructure has not been addressed in

00:16:43 the past couple of years.

00:16:46 And it continues to have a negative impact on WASA's supply of water

00:16:49 to these communities.

00:16:52 So, as I said, in the short term, these are three areas that WASA

00:16:55 can address to alleviate the challenges.

00:16:58 The water scheduling, bringing on board additional contractors

00:17:01 because WASA provides truck-borne water.

00:17:04 But what then happens when you have large swaths of communities

00:17:07 across the length and breadth of the country demanding

00:17:10 truck-borne water from WASA?

00:17:13 And WASA cannot meet the demand.

00:17:16 And therefore, we are asking as short-term measures that these

00:17:19 things be addressed so that we can bring about some measure

00:17:22 of relief to many communities, similarly to what occurred

00:17:25 in Ben Loma and Hart Bargain on Sunday.

00:17:28 >> Yeah.

00:17:31 In responding to the issue, WASA says that the Williamsville

00:17:34 area is supplied by the Navit water treatment plant, which was

00:17:37 currently being affected by the ongoing harsh dry season.

00:17:40 It also is reporting that it was currently installing

00:17:43 one kilometer of 12-inch diameter pipeline from

00:17:46 Williamsville to Hart Bargain.

00:17:49 And it was also providing a supply of truck-borne water

00:17:52 with a particular focus on those affected.

00:17:55 Let's speak a little bit about this 12-inch diameter pipeline.

00:17:58 Have you seen evidence of this?

00:18:01 Work is underway?

00:18:04 >> Yes, definitely.

00:18:07 Work is underway on this particular 12-inch diameter

00:18:10 pipeline.

00:18:13 And we are working with the city of Williamsville to provide

00:18:16 that support for this particular 12-inch diameter pipeline.

00:18:19 But the issue that remains on this particular water project

00:18:22 has to do with the connectivity within communities.

00:18:25 So while the main has been restored, what you see happening

00:18:28 is that in many parts of these communities in Williamsville,

00:18:31 Hart Bargain, Ben Loma, and adjacent areas, is that the

00:18:34 collapse of the infrastructure of WASA in terms of the

00:18:37 pipelines in these areas.

00:18:40 So there is a lot of work that is being done to restore

00:18:43 the infrastructure of WASA in terms of the pipelines in these

00:18:46 areas.

00:18:49 So they have addressed the issue of the main.

00:18:52 That work is ongoing on Williamsville Junction as we speak.

00:18:55 However, throughout the entire community, the booster station

00:18:58 remains down.

00:19:01 The infrastructure at the booster station is in a deplorable

00:19:04 and dilapidated condition.

00:19:07 The pipelines have been burst.

00:19:10 If you have the investment of the 12-inch diameter pipeline

00:19:13 that addresses the issue of the mains, then you have the

00:19:16 supporting infrastructure that has collapsed.

00:19:19 And therefore, this morning, I'm advocating for an overall

00:19:22 approach.

00:19:25 It can't be that WASA is being myopic and says, well, the main

00:19:28 challenge being this pipeline, we have replaced the pipeline.

00:19:31 What then happens is it does not trickle down to the residents

00:19:34 within the communities.

00:19:37 If the booster station is down, if the infrastructure that

00:19:40 supports the main has collapsed, and therefore it requires an

00:19:43 overall investment.

00:19:46 I'll give you an example.

00:19:49 We have Minister Le Hunt, Robert Le Hunt.

00:19:52 You will recall Minister Le Hunt was the Minister of Public

00:19:55 Utilities on and around 2018-2019.

00:19:58 I stood in the Parliament about this very same constituency and

00:20:01 community.

00:20:04 He said, well, what is the challenge?

00:20:07 What can be done?

00:20:10 What are you going to do to address the challenge?

00:20:13 The Minister said, well, MP, we are going to ensure that we

00:20:16 invest $22 million to overhaul the infrastructure that will

00:20:19 support these means but will also replace these means.

00:20:22 Years has passed.

00:20:25 Five to six years has passed since that announcement.

00:20:28 We are now seeing the main being replaced.

00:20:31 The infrastructure is not being addressed.

00:20:34 In local parliaments, we often say you are either pregnant or

00:20:37 you can't be half pregnant.

00:20:40 In this circumstance, they are half pregnant.

00:20:43 You are getting the main but not the supporting infrastructure.

00:20:46 It requires a total overhaul.

00:20:49 >> I think what we are trying to understand this morning, what is

00:20:52 the reason for the delay?

00:20:55 If you have raised these issues in the Parliament, I'm just

00:20:58 wondering, what is taking so long?

00:21:01 I suspect WASA knows what the problems are.

00:21:04 Is it a problem of funding?

00:21:07 What is it?

00:21:10 >> It can't be a problem of funding.

00:21:13 I saw one editorial in the newspaper a few days ago

00:21:16 indicating that WASA needs to have a comprehensive all-out

00:21:19 approach.

00:21:22 It can't be that you wait on the dry season to say, well, okay,

00:21:25 we are not getting the dams at a particular capacity we are

00:21:28 looking at.

00:21:31 The government achieved a $88 million loan in and around 2021

00:21:34 through the IDB.

00:21:37 The IDB, $88 million loan, was to invest in the infrastructure

00:21:40 in WASA.

00:21:43 The minister continues to parrot, we are looking at an

00:21:46 overhaul of WASA.

00:21:49 We are looking to make sweeping changes in terms of a

00:21:52 comprehensive process.

00:21:55 $88 million later, three years has passed since the government

00:21:58 has secured that loan.

00:22:01 Since the plan had been put forward, you had to have a

00:22:04 comprehensive plan to put forward before the international

00:22:07 development bank.

00:22:10 They were able to secure that loan in 2021.

00:22:13 Therefore, you ask whether it is a funding problem.

00:22:16 It is not a funding problem.

00:22:19 It is a loan from the international development bank.

00:22:22 What it requires is political will.

00:22:25 Political will to get the projects done.

00:22:28 Yes, it is a transformative process that needs to take place

00:22:31 within WASA, but it also needs leadership.

00:22:34 Leadership to change the system within the purview of WASA to

00:22:37 get these projects done.

00:22:40 I don't believe three years later, with $88 million in your

00:22:43 coffers, being able to articulate to the country that

00:22:46 what are the projects that need to be done.

00:22:49 I heard the minister said earlier this year that they are

00:22:52 looking at increasing the capacity of wells.

00:22:55 They are also looking at the issue of the increased capacity

00:22:58 of the salinated water.

00:23:01 They are speaking about well productions.

00:23:04 The minister also spoke about the issue of being able to have

00:23:07 retention, increasing capacity when there is flooding and

00:23:10 additional rainfall.

00:23:13 Those things are not new.

00:23:16 We have heard these things time and time again for the past

00:23:19 three years.

00:23:22 Therefore, you are asking what is the stumbling block.

00:23:25 The only stumbling block I can come up with is a lack of

00:23:28 political will to get it done.

00:23:31 Many of these communities that you are seeing being affected

00:23:34 for water are rural communities.

00:23:37 Therefore, you cannot continue to develop only part of the

00:23:40 community.

00:23:43 This is not only in the area of public utilities.

00:23:46 This is in the area of infrastructure as a whole.

00:23:49 This very myopic approach in terms of the leadership of where

00:23:52 this $88 million needs to be invested continues to be in my

00:23:55 respect, the stumbling block in terms of leadership to actually

00:23:58 get the job done in terms of political will.

00:24:01 >> Now, Wassa is head of operations south.

00:24:05 He said the issue stemmed from an increase in the population of

00:24:08 the community.

00:24:11 He said over the last few years, the community has increased and

00:24:14 there has been an increasing demand in the area.

00:24:17 The demand has outgrown the size of pipelines we have along the

00:24:20 Williamsville road.

00:24:23 He said an upgrade of the pipeline would be necessary to

00:24:26 get the job done.

00:24:29 >> I think that is a very good point.

00:24:32 >> He said the community has increased and there has been an

00:24:35 increase in the population of the community.

00:24:38 He said over the last few years, the community has increased and

00:24:41 there has been an increasing demand in the area.

00:24:44 The demand has outgrown the size of pipelines we have along the

00:24:47 Williamsville road.

00:24:50 He said an upgrade of the pipelines is underway.

00:24:53 >> Yes, we have been hearing that for the past five to six

00:24:56 years.

00:24:59 We have been hearing that for the past five to six years.

00:25:02 We can pick up last year's documents and repeat after the

00:25:05 minister or prompt the minister knowing what the minister is

00:25:08 going to see.

00:25:11 At the joint select committee of the parliament just this year,

00:25:14 Wassa admitted that we moved from 73% of pipeline water between

00:25:17 the period 2010 to 2015 under the partnership government.

00:25:20 73% of the country received pipeline water at a 24/7 supply.

00:25:23 Today, we are down at 16%.

00:25:26 Therefore, you ask yourself, how did Wassa move under the

00:25:29 partnership from 73% 24/7 supply to today being 16%?

00:25:32 It comes back to the point you just made in terms of what is the

00:25:35 response coming from Wassa.

00:25:38 They are now saying, well, the population is growing and there

00:25:41 needs to be additional infrastructure and so on.

00:25:44 We have been saying that for a number of years.

00:25:47 Therefore, where is the action?

00:25:50 I think frustration is what we are seeing.

00:25:53 As I continue to make the point, it is not only unique to the

00:25:57 bargain.

00:26:00 You are seeing this happening in many communities across the

00:26:03 country because there is a lack of resources and investment,

00:26:06 particularly in the public utility sector.

00:26:09 With a basic commodity like water that means so much to people

00:26:12 in terms of carrying about their day-to-day living, there is very

00:26:15 little infrastructure.

00:26:18 There is a promise of transformation, but there is no

00:26:21 promise for the past three to four years.

00:26:24 The money is sitting in the coffers of the government because

00:26:27 it cannot redirect the money anywhere else with respect to the

00:26:30 IDB loan.

00:26:33 Therefore, we are asking, what is the challenge?

00:26:36 It comes back to your main point, what is the stumbling block?

00:26:39 It is leadership.

00:26:42 You must have drivers in ministries, drivers in terms of

00:26:45 projects.

00:26:48 It is not just a matter of one point of time.

00:26:51 It requires some sort of micromanagement.

00:26:54 We all know there is a culture in the public service that if

00:26:57 something that could be done today is not done today, because

00:27:00 of the culture in the public service, it is put off for

00:27:03 tomorrow.

00:27:06 Tomorrow goes into a month, it goes into months, it goes into

00:27:09 years and it never gets done.

00:29:15 areas, and I can list them by name, there is an area in the

00:29:18 Williamsville community that is called Chotiwa.

00:29:21 Chotiwa is one of those communities that is not

00:29:24 being used for school.

00:29:27 There are a large number of persons living there, I would

00:29:30 say there are almost 1000 residents in that particular

00:29:33 area in Williamsville.

00:29:36 Their children have not been able to go to school because

00:29:39 there is no water for the past couple of months.

00:29:42 There has been a decline in commerce in those areas.

00:29:45 Parts of that area is also a commercial district in terms of

00:29:48 steel plants and so on being located there.

00:29:54 I have been speaking with the business owners within that

00:30:21 area, there are a lot of industrial companies that produce

00:30:30 things that is needed in terms of the production of the products

01:17:13 they are asking for alternative work arrangements to make them

01:17:19 company, an architect firm in Toronto experimenting with the

01:17:22 four-day workweek. Other countries have done it and

01:17:25 they have seen an improvement in productivity.

01:17:28 How will that work for us in Toronto and whether culturally

01:17:31 as a society, we discipline enough, whether or not it can

01:17:34 work here. There is so much we can do

01:17:37 when we dissect it and come up with strategies that can be

01:17:40 unique to the organization because not everything is

01:17:43 going to work. We have to be able to

01:17:46 understand what you are saying.
