00:51 of a 12 day long state of emergency by President Emmanuel Macron. The move
00:56 hands authorities powers to enforce travel bans, house arrests and carry out
01:00 raids without usual judicial oversight. 200 people have been detained by police
01:05 in the four days of unrest while the government called for five pro
01:09 independence extremists to be placed under house arrest. TikTok has been
01:13 banned on the island. French authorities claim it helps rioters organize and
01:18 amplifies the violence. The crisis was triggered by a constitutional reform
01:23 pushed by Paris that would allow French residents who have lived in New
01:26 Caledonia for 10 years to cast ballots in provincial elections. A change
01:31 critics say would dilute the vote of indigenous Canucks. The electoral reform
