00:50 So first of all, sir,
00:52 you are the Usec for Project Development Management of the Department of Interior and Local Government or DILG.
01:01 So our first question is,
01:02 the ambition and importance of cleanliness in the new Philippines of DILG.
01:08 Before, when I was with Usec Marge, she was also talking about this Kalinisan Project.
01:14 What is this and when was this launched?
01:18 The Kalinisan Project is a new project or program of the Department of the Interior and Local Government
01:26 na nais ditong gampanin na ipagpatuloy or istrengthen ang mga nasimulan ng ating mga lokal na pamahalaan
01:35 sa pagpapaganda, paglilinis, at pagpapahalaga ng ating environmental rights or environmental management.
01:45 Isa itong mithiin ng ating Secretary Benjar Abalos, of course,
01:50 sinusuportahan ang aghikain ng ating mahal na Pangulo
01:56 that the government should protect, should provide and establish, if not,
02:02 to really solidify a platform wherein our environmental management should be preserved,
02:09 protected for a healthier and safer environment for our Filipinos.
02:15 So, dito naka-angkla ang ating Kalinisan Project wherein gusto lang nating iparamdam sa ating mga kababayan
02:24 ng lokal na pamahalaan ay may mandato sa pagpapaganda, paglalayong malinisan, magiging safe
02:34 and at the same time maginhawa at kaaya-ayang kapaligiran para sa lahat.
02:39 Yes, talaga naman, it starts sa local government or I should go as far as saying sa mga barangay
02:46 at sa sarili nyo pong mga backyard.
02:48 Totoo yan, kain niya. Yes, certainly niya.
02:50 Atta, kailyan, pwede rin.
02:52 Exactly.
02:53 So, alam mo, nakikita yan sa pag may dinadalaw po tayong mga LGO
02:58 or mga napapadaan tayo sa iba't ibang probinsya, makakita mo yung mga malilinis na probinsya
03:03 and from there you can judge anong ugali ng mga tao doon,
03:06 or siguro ng mga namumuno kasi kailangan may political will.
03:10 So, kumusta naman po ang reseption ng ating mga LGOs sa proyekto nito?
03:14 As I mentioned a while back, hindi naman natin indilingid sa ating nakikita na barangays,
03:22 municipalities, as well as our cities and provinces have started, maintained,
03:30 and sustained mga environmental projects. Clean-up drive sa ating mga coastal resource,
03:37 sa ating mga esteros, sa ating mga palengke.
03:40 Meron nga silang mga clean and green barangay pa rin hanggang ngayon.
03:44 At sa mga piyesta ng ating mga munisipyo, syudad at probinsya,
03:49 they still value itong mga patimpalak na pinakamalinis na barangay,
03:54 pinakamalinis na munisipalidad, pinakamalinis na river,
04:00 and meron rin tayong mga coastal clean-up drives.
04:03 So, anong ibig sabihin nito? The DILG, in support of PBBM's drive
04:09 to really establish na malinis, mas malinis, mas kaaya-aya,
04:14 at mas fresh na Pilipinas, bagong Pilipinas,
04:19 kinokonkretize at sinesolidify, in-strengthen lang ng pamunuan ng DILG,
04:24 katubang ang mga iba't-ibang ahensya, of course, the DNR, at the DOH as well,
04:30 na we need to level up itong mga initiatives at the barangay level,
04:36 hanggang sa munisipyo, hanggang sa probinsya,
04:39 to ensure that people are aware, to ensure that they are part of it,
04:45 to ensure that the fundamental function of the government is,
04:48 ah, kailangan iparating sa ating mga bagong henerasyon
04:53 na pinapahalagahan natin ang dignidad at integridad ng environment or kalikasan.
04:59 Ito pong mga pinapakita sa video, ang lilinis, at talaga namang,
05:03 walang ginawa kundi maglinis yung ating mga kababayan.
05:06 But it's more than yung aesthetics, no?

05:17 The public value of the Kalinisan Project is, ah,
05:22 to ensure that the public should be engaged.
05:25 The people should also have, should be in solidarity with the government.
05:30 They should be part of the government.
05:31 Hindi pwede si Secretary Benjar Abalos maglinis sa isang barangay, and that's it.
05:36 Yes.
05:36 He only shows or exemplifies leadership as well as our other local officials,
05:41 na, na, we are stakeholders, stewards of a cleaner and more beautiful environment.
05:48 So with you, the members of the household,
05:51 the sanggulyang kabataan, parents, students as well.
05:54 So, this is a beautiful bayanihan, ah, typification.
06:00 And it is one character that history had enshrined,
06:05 that the Philippines is a beautiful place for bayanihan.
06:09 And we can go further by making more bayanihan in the Kalinisan Project, Nina.
06:15 Ayan, Sir, sa ilang adminisasyong nagdaan na is po ng ating mga kababayan,
06:19 syempre yung pangmataggalang resulta po sa mga clean, clean-up drive na mga munisipalidad.
06:25 Kabilang din po ba sa programang ito yung mga long-term solutions natin,
06:29 at maari po ba kayo magbigay ng mga halimbawa?
06:33 Nina, ah, last week we have the Waste and, ah, Waste Management Summit.
06:39 The Water and Waste Management Summit with DNR is, ah,
06:44 one example of a program that values, no, our natural resource, the water,
06:51 our rivers, our other sources of water.
06:55 And, ah, in the seal of good local governance,
06:59 environmental management, protection, and preservation, ah,
07:03 for seven-year run ng SGLG ay isa sa mga, ah,
07:09 pinaka-matanda, pinaka-una, pinaka-original na performance indicator ng seal of good local governance
07:16 for the performance audit ng ating mga LGUs all over the country.
07:21 In other words, kahit papaano, ah,
07:25 hindi nag-remiss ang DILG na ilagay sa consciousness ng bawat liderato,
07:30 they may come in or they may go, not environmental protection and management,
07:35 one of which is sanitation water and, ah,
07:38 other projects that would really lead to good results for, ah,
07:43 protecting and giving dignity and integrity to environment is the SGLG.
07:48 And ito nga, binababa din natin ito sa ating mga barangays wherein we have the
07:53 Barangay Seal of Good Local Governance wherein environmental component is also part of it.
07:59 Under RA 9003, alam naman natin sa bawat barangay,
08:03 sa bawat munisipyo, siyudad at province, we value solid waste management.
08:08 Maraming investments ang ating lokal na pamahalaan in terms of material recovery facility,
08:15 as well as septage waste management, as well as collection of garbage,
08:20 the value proposition of composting, as well as, ah,
08:28 materials recovery for livelihood,
08:30 ang dami ng mga derivatives na ginagawa ng ating mga lokal na pamahalaan sa basura,
08:37 as well as, ah, making investments, putting investments sa ating mga waste water management.
08:44 So, ah, hindi man, hindi pa, hindi pa man perfecto,
08:50 pero nakikita natin ng ating mga lokal na pamahalaan ay nag-build up ng kakayahan
08:56 and investment sa larangang ito because they know for a fact that they owe it to the future generation,
09:03 as well as the present generation, much more to the past generation,
09:06 that the Philippines is a better place if we are safer,
09:12 if we are healthier and we have cleaner air, water, and land.
09:16 Yes. Speaking of what you just mentioned, yung solid waste management at yung mga basura,
09:22 kasi isa po yan sa mga malalaking problema, lalo na sa mga urban or mga syudad, katulad ng Metro Manila, no?
09:29 Maari niyo po bang ibahagi sa amin yung ilang mga guidelines sa mga programa ninyo?
09:33 At saka sa lukuyan, ano po yung mga challenges na hinaharapo ninyo para ipatupad ang mga programang ito?
09:40 Maganda po pakinggan, maganda po yung mga naririnig natin mga investments,
09:44 pero pag nandyan po yung mga baka, lalo na sa mga, sa Metro Manila, for example,
09:49 makikita mo na parang nandyan pa rin po yung mga kalit at basura ng ating mga kababayan.
09:55 Ang katotohanan ninya ay we recognize and we acknowledge that every local government unit
10:03 has its own nuances, has its own dynamic landscape for local governance.
10:11 That's why, no other than Secretary Benjar Abelos, will always elicit a strong leadership,
10:18 a strong leadership of local government units to put primacy to environmental management and protection.
10:25 So, as I mentioned a while back, what really, kung ano yung parang nag-cocommunalize
10:35 or nag-seset ng criteria for commonality among our local government units
10:40 in terms of setting the guidelines is of course the seal of good local governance.
10:44 In relation to compliance of our local government units relative to solid waste management or RA 9003,
10:53 both solid and liquid waste management.
10:56 We have also established in our memorandum circular the Kalinisan project,
11:02 particularly the indicators therein for assessment, quarterly assessment,
11:07 that would involve of course Kalinisan, that's the cleanliness, greening, greening the barangay,
11:15 as well as innovations and practices that have been sustained,
11:19 particularly the materials recovery facility, paano nila ginamit ito, and community engagement.
11:28 Yes.
11:28 The involvement of various sectors in the society and tingnan natin kung paano nila mas lalong pagulungin
11:37 ang function ng barangay, ng munisipyo, syudad, at probinsya nila.
11:42 In other projects or programs relative to environmental protection,
11:48 we are in coordination of course with DNR.
11:51 As I mentioned a while back, the leadership of Secretary Benhar would always be respectful
11:56 sa mga prime mandate ng DNR in relation to environmental protection.
12:01 But we always prepare our local government units to be ready, to be resilient,
12:08 to be responsive and receptive on compliance to special laws,
12:14 particularly on environmental regulations.
12:16 And for the participation of our fellow countrymen,
12:20 of course not all of them, we will also rely on our leaders.
12:27 Pwede niyo po bang ibahagi sa amin ng ilan sa mga basic na paraan
12:31 ng usaping solid waste management sa kanya-kanya nating tahanan, mula po sa inyo dyan sa DILG?
12:37 Sa DILG, we always respect the principles of the four R's,
12:46 the recycling process, the reclassification, the reuse of materials,
12:56 because napakahalagaan ito at lagi nating kinakapacitate ang ating mga lokal na pamahalaan
13:04 para mas dalo nilang mapagtagumpayan ang success nitong RA 9003.
13:10 We, alam mo ninya kamakailan lamang, it was brought to our attention,
13:17 plights of our communities in relation to collection of garbage, the disposal of such.
13:26 And also itong usapin na pangongolek na niyang fees.
13:31 Again, sa ating mga kababayan, ang ating lokal na pamahalaan ay may karampatang kapangyarihan
13:38 para magbigay ng solusyon.
13:42 This may be a hard project or a legislative action para maprotektahan ang kapakanan ng bawat isa.
13:50 And kung may mga fees or charges man na i-impose,
13:55 this has something to do because may mga investment sila sa ating mga solid waste projects.
14:00 So isa nga dyan yung landfill natin na napaka expensive.
14:05 Isang usapin, napakalagang usapin with DNR ng kakayahan ng ating mga lokal na pamahalaan
14:11 ay being tested on the compliance of every municipality or city to really have established a sanitary landfill.
14:19 And may mga pag-uusap naman na that we can do clustering, that the provincial government can be of help or aid
14:29 to our 4th to 6th class municipalities in particular or our municipalities in general
14:34 na walang kakaya mag-establish ng sanitary landfill.
14:37 And napaka-progressive naman ng usapin ito.
14:42 So in relation to our household, please, kailangan natin ng suporta ninyo.
14:47 Kailangan natin isa puso at isa diwa din ang mga polisiyan ng gobyerno dahil the government can only do so much ninyo.
14:58 The government can only do so much and the government is inspired to really work,
15:03 to really function the way it must be kung may suporta, may pagkakaisa,
15:10 at may bayanihan kasama ang ating mga mamayang Pilipino ninyo.
15:14 Okay, sir, yung simple lang paghihiwalay sa nabubulok at hindi nagbubulok, diba?
15:19 Misan ginagawa rin naman po namin yan sa mga household namin,
15:23 kaso pagdating nung nangungulik, tayo hinahalo-halo naman niya?
15:27 Wow. So ito ay usapin kakayahan, no?
15:30 The competency ng ating mga local functionaries sa mga namamahala sa ating solid waste disposal and management.
15:39 Itong sinabi niya is a classic plight din ng ating mga, you're representing the voices of the households.
15:47 So sa ating mga lokal na pamahalaan na nakikinig,
15:51 so sa tingin ko this is a progressive, constructive recommendation
15:57 na kailangan natin magiging maseryoso sa classification, reclassification, segregation.
16:03 It might sound simple but it goes a long way po eh
16:06 kasi kung talagang nakikita rin natin na stricto rin sila, no?
16:10 At talaga nga, they make sure na oh ito talaga yung rules, kailangan nyo pong sundin
16:15 para mahikayat na rin yung buong komunidad na sabi niya magkaisa para po sa kalinisan project.
16:20 Based on my experience ninya sa Barangay Kamuling, hindi nila kinukuha ang basurahan namin kung pag hindi...
16:27 Nakaseparate properly.
16:28 Oy maganda yan. O congrats sa Barangay Kamuling.
16:30 May mga lokal na pamahalaan din na sobrang ang enforcement is really strict.
16:34 They really mean business in terms of segregation and we salute them.
16:38 Alright. So sana maraming gumaya po ah nasa ganyan.
16:41 Stricto pero para sa ikabubuti ng lahat.
