00:00 [Sounds of a woman being pushed by an old man]
00:08 In this viral video, you can see two women
00:11 while a man is pushing a woman's mouth.
00:15 The old man has no resistance while the women are forcing him to eat.
00:21 But the two are not content.
00:23 They even poured water on the old woman.
00:28 What's the story behind this video?
00:31 How many senior citizens have experienced violence?
00:35 The most shocking thing is that they often hold their children's hands
00:44 and their own homes.
00:46 How can they protect themselves from such violence?
00:56 In this cellphone video, you can see the two women calling an old man.
01:01 When the old woman approached,
01:06 she suddenly squeezed some pieces of bread into his mouth.
01:10 The old woman has no resistance when the two women are pushing his hair.
01:15 A few moments later, they suddenly poured water on the old man.
01:21 The two women just stopped hurting the young man
01:26 when he tried to hold them.
01:27 According to the reporter's notebook,
01:29 we learned that there are other videos of the two women
01:33 where they hurt the old woman.
01:36 And the abuse...
01:38 It's a prank for the content of their social media page.
01:44 According to an expert,
01:46 the old man clearly abused the young man.
01:49 [shouting]
01:52 [horn honking]
01:54 It's scripted.
02:00 So, to catch people's attention,
02:04 you'll be offended.
02:05 "Why is he like this? What is he doing to an elderly?"
02:09 Right?
02:10 We have norms that should be respected.
02:15 But now, they're not using it anymore.
02:18 They're using it for their own profit.
02:21 That's the problem.
02:22 "Just eat, you idiot!"
02:24 They should be censored.
02:25 There should be guidelines.
02:27 We should know our morals,
02:30 we should know our culture.
02:32 It shouldn't degrade a person,
02:35 a race, a color, and others.
02:38 There should be respect.
02:40 We tried to get the women to make a statement in the video
02:44 and their barangay,
02:45 but they haven't answered yet.
02:48 According to the latest data of the Philippine Statistics Authority,
02:53 8.5% of the population of the Philippines are senior citizens.
02:58 That's equivalent to 9.22 million Filipinos,
03:01 aged 6 and above.
03:03 Because of that number,
03:04 and because they are the ones who are constantly facing challenges,
03:07 senior citizens are considered as marginalized or minor sector of the society.
03:14 It's good that we don't have to see them anymore.
03:17 They're not being treated anymore.
03:20 In Marilao, Bulacan,
03:22 a crying, old woman was found sitting in her wheelchair.
03:27 Her face was almost black from the bruises she suffered.
03:32 The 76-year-old grandmother, Nita,
03:35 is a stroke patient and she can't walk.
03:38 She also has a hard time speaking.
03:40 The elderly woman was beaten by her neighbors.
03:45 Mom, where did you get hit?
03:48 Who did this to you?
03:52 My neighbors.
03:54 According to her stepmother, Sheila,
03:58 it all started when her husband and two of their neighbors got into a fight last New Year.
04:04 At that time, there were a lot of people and it was noisy.
04:07 That's why those two kids, our neighbors, ran away.
04:12 They said that my husband used dirty fingers.
04:15 We didn't see that.
04:17 Two men entered her house and her husband was beaten here.
04:23 Nita's grandmother was helpless.
04:27 They trespassed into my husband's house.
04:30 They beat him.
04:32 We waited for 15 to 30 minutes and we saw that his mom's breast was swollen.
04:40 It was hard for her to move after she had a stroke in 2019.
04:45 But the elderly woman's feelings became even heavier
04:48 because of the beating she suffered.
04:51 Before, when she was sitting, we used to watch TV.
04:54 Now, she always lies down because her head hurts.
05:00 But now, she's always quiet because she can see the truth.
05:06 Sheila complained to the barangay about what happened.
05:10 But no one could give them an answer on who could have approached her first.
05:15 When we asked the four senior citizens where we could complain,
05:20 no one answered us.
05:21 They said they didn't know where.
05:23 When we called the barangay's headquarter,
05:26 they said that the hearing would be postponed for their local community.
05:30 They were only able to face three charges in the local community.
05:34 After this, they were sentenced to three charges in the local community.
05:42 We need to finish this in 45 days.
05:47 If they are not successful in getting the hearing,
05:56 we will force them to issue a Certificate of File Action to our barangay
06:03 so that they can file their complaint for a higher hearing.
06:09 Now, the family needs help to get the elderly woman's treatment.
06:14 They need to point the blame to her.
06:19 The program for the elderly woman also provided a little help.
06:23 The experience of Nita's grandmother's family is not far from the experience of Alberto Cadelena, 71 years old.
06:33 Grandpa Alberto's story.
06:36 His niece told his wife that it hurt him when they lost money in parking.
06:43 I was parking and he came.
06:46 He was about to go out and he took the payment.
06:49 I told him that's not right.
06:50 We are doing wrong.
06:52 He told me that I'm old.
06:55 He suddenly hit me and I turned my back.
06:58 I thought that he hit me.
06:59 Now, I'm about to fall.
07:02 He ran away.
07:03 I thought that he was going to blackout.
07:06 Until now, Grandpa Alberto's righteousness is still strong.
07:11 He didn't need to get a bruise.
07:14 He also said that he was able to see the incident from the start.
07:18 I was afraid that he would hit me.
07:21 I didn't have a gelatine.
07:23 I was able to see.
07:25 I saw a bubble and it was a blood.
07:31 When I was sleeping, I saw a light.
07:37 I couldn't work.
07:38 It was a big problem.
07:41 I couldn't eat.
07:42 My wife and children couldn't eat.
07:45 I couldn't hope because they have their own lives.
07:48 I'm alone.
07:49 This is my father's medical legal.
07:52 These are the medicines that I bought for my father.
07:56 These are his medicines.
07:58 To be honest, I bought them from the market.
08:01 This is not the first time that his nephew hurt him.
08:05 That's why in January, he didn't report the violence in the barangay.
08:11 He will pay me.
08:13 If he doesn't pay me, we will talk to the barangay and I will continue with it.
08:16 But what Rebecca was hurt by was that the barangay didn't immediately take action on the complaint of her father.
08:22 When my father blathered to them,
08:24 as they are barangay, they should have sued.
08:28 He is a senior citizen.
08:30 It's a pity for the senior citizens who come if they don't sue.
08:34 When the reporter's notebook interviewed the captain of their barangay,
08:38 they said that they don't care about any complaints that senior citizens bring to their head.
08:44 Okay, of course, the normal procedure is that they blather to our brigade.
08:49 Well, they agreed that our senior citizen is worth P3,000 and he will be paid P500 a week.
08:57 They also help each other to find the person who is hiding the suspect.
09:02 If they violated their agreement, they can file a legal action.
09:07 They can complain to the fiscal, any legal case that they can file against him.
09:16 Because he violated the agreement in the barangay.
09:20 They also monitored Grandpa Alberto so that the incident won't happen again.
09:25 In 2022, the House Bill 5116 or Senior Citizens Protection Act was passed in Congress.
09:33 It aims to make crime, abuse and abandonment of senior citizens.
09:38 The problem is, until now, it is still in force.
09:42 This is a big thing for there to be enough protection that can be given to those who experienced abuse.
09:49 The problem is, there is no concrete law that will be applicable to those who are victims of abuse.
09:56 It is also necessary to add the attention that the government gives to senior citizens,
10:02 especially those who are in the poorest sector of the Philippines.
10:07 There is a lack of knowledge on how to complain, where to complain.
10:13 It is important that this law will be applied even if there is fear of those who are abusing the seniors.
10:19 Filipinos are known as brave among the seniors.
10:26 But in the cases where there is no respect and abuse reaches the extreme,
10:33 it is important that they be protected by a law that will protect their rights.
10:39 I am Mackie Pulido, and this is the Reporter's Notebook.
