00:28 Meantime, Philippine civil society organizations in Dubai for COP28 say the decision text on
00:34 the transition away from fossil fuels falls short of what the world needs amid the growing
00:39 threat of climate change.
00:41 Jerry Arantes, Executive Director of the Center for Energy, Ecology and Development, says
00:46 the text "fails to acknowledge necessary timelines and leaves room for dangerous distractions."
