01:11 The National Task Force for the West Philippine Sea said the two Chinese Coast Guard vessels
01:16 executed dangerous blocking maneuvers that led to the collisions.
01:22 There are no reports of injuries or significant damage to the vessels, but the incidents are
01:26 seen to further fuel tensions between the two nations.
01:30 Several lawmakers condemned China's latest harassment of Philippine vessels calling for
01:35 decisive action from the Marcos administration.
01:39 Let's go straight to the source of the story.

01:50 Good morning, Tinky, and to your viewers, thank you for inviting us.
01:55 There are two issues I wanted to discuss with you, Congresswoman.
01:58 Umpisahan ko na po yung nangyari noong Sunday.
02:01 So babalikan ko lang po yung story.
02:04 Dangerous maneuvers, yung atin pong nakita before, in the past, ilang beses na rin pong
02:08 sinabing nag-dangerous maneuvers ang China sa mga vessels ng Pilipinas.
02:14 Pero ngayon po, from dangerous maneuvers, napunta na po sa collision wherein binanggan
02:19 ang Chinese Coast Guard, ito pong civilian resupply mission on its way to Ayungen Shoal.
02:25 Hindi lang yon, sinagi din ng Chinese militia naman, yun pong BRP Cabra that was escorting
02:33 supposed to be this Philippine civilian vessel.
02:37 I'm sure, Congresswoman, we can assume that a diplomatic protest is forthcoming, but is
02:43 there anything else?
02:45 Is this enough?
02:46 What else should government do?
02:50 Yes Pinky, talagang dangerous na presyo na ang ginagawa ng China, Chinese Coast Guard
02:57 dun sa ating ship.
03:03 May dapat na gawin ang Pilipinas, di sapat yung diplomatic protest.
03:09 So sinasabi nga natin the Philippines should initiate a joint resolution with the other
03:19 countries with disputes with China in the West Philippine Sea.
03:24 Magano sila ng resolution to condemn and also to defend this.
03:31 Condemn itong sinasabi ng China about 9-9 dash line, so walang ganon sa arbitrary ruling
03:41 dun sa ruling ng PCA.
03:43 Kaya dapat talaga na maging aggressive na ang Philippines kasi tayo talaga yung Pilipinas
03:50 talaga yung agresibong pinapatungkulan itong mga activity ng Coast Guard dito sa West
04:00 Philippine Sea.
04:01 Yung sinasabi nyo pong joint resolution with other countries, how do you see this?
04:06 Ano kaya ang posibling laman ito?
04:10 Because meron naman po kanya-kanyang statements ang iba't-ibang mga bansa condemning what
04:18 happened last Sunday but when you talk about a joint resolution, how many countries are
04:24 you seeing supporting this and ano hua ang dapat na laman ito?
04:29 Yes, well I know meron mga iba't-ibang defense na ginagawa ng iba't-ibang country in the
04:39 ASEAN countries.
04:40 So yung magiging laman talaga nito yung talagang i-dispute itong claim ng China on 9-9.
04:51 Dapat magkaroon ng malayang pamamalakaya sa West Philippine Sea kasi lahat naman ito
04:57 dapat maging free yung iba't-ibang mga countries including Philippines.
05:05 Kaya talagang ang lalaman nito, so dispute talaga ito.
05:11 At panindigan yung permanent court on arbitration ruling na wala talaga itong 9-9.
05:19 At panindigan yung panalo natin sa ruling na ito.
05:25 I think with the recent activity, yung sa nangyari nung last time, there were supports
05:37 from the different countries including the European Union, Japan, Australia, US and other
05:44 countries.
05:45 So tingin natin magigain ito ng support.
05:48 Lalo na yung ibang countries na mayroong coastal areas na dapat na protection.
05:56 So maliban sa kanila, you're saying other ASEAN countries should be part of this joint
06:02 resolution because what we're seeing are different countries independently obviously condemning
06:06 it because they are representative of their respective countries.
06:10 Ang sinasabi nyo po ngayon magandang magsama-sama po lahat, ganun ho ba how I understand it
06:15 and issue a joint resolution?
06:17 Yes, tama pinky.
06:21 So yung mga ASEAN countries supportive naman sila sa atin dun sa claim natin sa West Philippine
06:28 Sea.
06:29 At ito, in China nagpakita na talaga ito ng very aggressive aggression against the Philippines.
06:40 So wala naman siguro country nakakampi sa China sa ganitong aggression o bullying na
06:45 ginagawa sa atin ng China.
06:47 Sabi nga po ng National Task Force on the West Philippine Sea, they condemn this in
06:53 the strongest degree, the dangerous illegal action of the Chinese Coast Guard and militia.
07:01 So certainly, sigurado naman po, certainly this is an act of aggression.
07:06 Maliban po dun, Congresswoman, what kind of options do you think the Philippines has to
07:13 be able to deal with this situation?
07:15 Meron ho ba kayong naisip na iba pang paraan?
07:21 Well aside from that, siyempre iakit natin yung joint resolution sa UN General Assembly.
07:28 Although magiging very strong ang China sa UNGA, but at least makakasama ito dun sa mga
07:38 kasama ng ating diplomatic protest.
07:42 And another one, Pinky, sa atin itong pag-asa island.
07:47 So sinasabi nga natin dapat maging aggressive ang Marcos Jr. to develop the island at maglagay
07:54 ng permanent patrols doon.
07:57 Katulad ang ginagawa ng China.
07:59 Tapatan natin itong ginagawang patrolling ng China dito sa pag-asa island, dito sa Ayuninshol
08:08 at talagang dapat magtayo ng permanent structure dito katulad ang ginagawa ng China.
08:15 But when we talk about, siguro kahit na po, hindi ho ba very recently the Speaker, Martin
08:22 Romualdez together with House leaders, they visited, I believe it was pag-asa also, hindi
08:27 ho ba, kamakailan at tinignan ninyong sitwasyon dyan.
08:31 In fact, ito pong confidential funds na inilipat mula sa limang ahensya at ilalagay po sa iba
08:39 pong ahensya tulad ng NICA, NSC, and important, yung pag-asa island, dito ho papasok yung
08:44 sinasabi nyong bantayan, i-modernize, at i-improve ito pong pag-asa because there is a portion
08:53 of the 1.23 billion confidential funds may go to pag-asa."
09:04 "Yes, tama ka Pinky, yun ang suggestion namin.
09:07 Kailangan talagang magtayo tayo ng permanent structure dito at may continuous 24/7 na papatrol.
09:14 Pero mali nga yung fondo.
09:17 So it should be capital outlay or maintenance, MOOE at personal services.
09:26 So dapat yung inilaan dito sa pag-asa island, hindi siya confidential fund kasi iba yung gamit
09:31 ng confidential fund.
09:32 So sinasabi natin ay concrete, concrete structure para makita naman ng China na we are seriously
09:40 defending our own territory.
09:43 So hindi lang yung ganitong, napakatagal na rin naman ito, nakalagay dyan yung ating
09:49 lumang ship tapos nagpaparot pa rito lang yung mga ship ng AFP or PCG for supply.
09:58 So we should show China na may kakayanan din tayo na maprotektahan talaga yung ating territoryo.
10:07 Not just nag-ano lang tayo, minsan na nag-reactive lang tayo.
10:13 We should be proactive dito sa pag-build at pag-monitor dito sa pag-asa island."

11:08 Tomorrow we are set to file a case of grade threat against former President Rodrigo Duterte.
11:17 So ipa-file namin nito, Pinky, sa Quezon City RTC tomorrow morning.
11:23 Kasama ko dito yung mga volunteer lawyers natin from NUPL, attorney Rico Domingo, attorney
11:34 Tony Lavinia and others po na talagang gumawa nitong complaints na ito at tumulong sa atin
11:41 para makapag-file yan, na-file yan bukas."
11:45 Why did you think about doing this?
11:48 What siguro pushed you to do this?
11:53 Or about to do this?
11:54 "Well, Pinky, this is a crime against a person.
11:59 So dapat matigil na itong mga ginagawang ni dating Presidente Duterte, yung mga pagbabanta
12:07 and even dahil inaamin niya na rin na pumapatay din siya.
12:11 Kasi yung aking ginagawa as congressman dun sa kongreso para lang i-defend or para lang
12:22 bukasisiin yung mga budget at para gampanan yung aking katungkulan bilang kongresista
12:27 at stake at hindi lang para sa akin to, para dun sa ating mga kasamang kongresista and also
12:33 the people.
12:34 Ito rin panahon na para ma-stop itong ginagawa ng mga Duterte, lalong lalo na si former Presidente
12:43 Rodrigo Duterte at inaamin naman niya na pumapatay siya.
12:46 So kailangan itong matigil dahil wala itong kuwang doon sa ating ganitong lipunan.
12:53 Kailangan protectahan, irrespect ang rights ng bawat individual.
12:59 At hindi pwedeng kung ikaw ay against na silasabi ng individual ay papatayin mo o pagtatangkaan
13:05 mo ng patayin.
13:06 So dapat matigil ito na ugali ni Duterte, ni Rodrigo Duterte.
13:12 Kaya ito ay para sa mga mamamayan na victima rin niya at para sa susunod pa na pagbabantaan
13:19 niya.
13:20 So hindi pa rin gawin ito sa sino mang tao."
13:23 "Nakausap ko si Majority Leader Dalipe and I asked him how serious this threat was to
13:30 him.
13:31 Ang sabi nga niya the House takes any threats to its members very seriously.
13:36 And I asked him that in the event that Congresswoman Castro files a complaint, tinanong ko siya
13:42 if the House will support it.
13:45 Basically, sinabi niya ay yes, I'm sure.
13:48 Kaya, kayaan ba kayong nakausap o planong kausapin ng mga House leaders regarding this
13:55 complaint that you are about to file, knowing especially ma'am that you got their support,
14:01 you got the support of House leaders when these statements were made against you?"
14:08 "Well, so far Pinky, ang nakakausap ko lang yung aming Minority Leader, si Rep. Libanan,
14:17 mayroon na ako ibang kinakausap ng mga leader ng majority na supportive naman.
14:24 So I hope na magtuloy-tuloy itong support na ito dahil hindi lang ito para sa akin, para
14:29 sa kanila rin at saka sa ating mamamayan na nakaranas ng ganito mga pagbabanta or injustice
14:36 sa Duterte administration."
14:39 "Sino pong House leaders yung inyong nakausap maliban kay Minority Leader?"
14:45 "Mga, may mga chairman ng Human Rights, chairman ng Committee on Appropriation, ayan, so yan
14:54 yung mga, siyempre inihingan ko ng mga advice at support.
14:59 So far, yung parang ano, at siyempre yung ilang mga member natin ng minority."
15:04 "I see.
15:05 Okay.
15:06 As a last question, Congresswoman, I know that there was a point when this made the headlines
15:13 that the House said that if you wanted additional security that this is something they can provide
15:18 for you.
15:19 Kailangan nyo kaya ito?
15:21 And is it time na madagdagan po if at all yung inyong security?"
15:26 "Well as of now naman, nag-aano naman kami na we just hope na yung aking safety ay okay
15:39 naman, yung protection.
15:40 I think hindi ko pa rin naman siya kailangan sa ngayon.
15:44 Ready naman ang House of Representatives to provide just in case na may mga nakikita kami
15:50 hindi maganda sa paligid.
15:51 So okay pa lang naman din ako."
15:52 "And very quick follow up, I hope you don't mind Congresswoman.
15:56 Sabi nyo po grave threat ang inyong planong i-file na reklamo.
16:01 This is based on what?
16:02 Ano po yung inyong mga gagamiting basihan dito?
16:05 Yun pong kanyang naging interview sa television?"
16:09 "Yes Pinky, basically yung kanyang interview, gagamitin na rin namin yung mga previous
16:18 na mga red tagging and vilification.
16:21 So marami yan na magagamit din natin."
