01:18 All right. Mayor, can you just give us an update on the investigation or at least what you know regarding the death of Francis J. Gumikib?
01:28 Una, Pinky, before anything, pinaparating muna namin ang pakikramay sa pamilya ni Francis.
01:46 Sa pangyayaring ito, of course, understandable that they want justice.
01:55 But sinisiguro naman natin na justice will be served.
02:00 Pero sa ngayon, this early, we're on our second day pa lang since nalaman namin ito.
02:06 Yes, it happened two weeks ago, but it was never reported to the PNP nor the barangay.
02:13 It was only reported to the school officials and 10 days or so ang lumipas bago umabot sa kaalaman ng principal at ng division superintendent namin sa Antipolo City.
02:30 Kaya we're only on our second day of investigating what really happened.
02:36 But regardless of the outcome of the investigation, one thing is for sure, may lapses na nangyari sa skwelahan.
02:46 Sigurado may masasampahan ng kaso.
02:49 At the very least, ang child abuse may nangyari, ano man ng gravity ng pagtapik o paranampal sa bata, hindi pa rin pwede ang ganoong actuations ng teachers natin.
03:14 So even if this is a separate isolated case, karamihan ng teachers natin sinisiguro na talaga nagsisilbi sila bilang pangalawang magulang ng ating mag-aaral.
03:25 But yeah, nangyari ng nangyari.

04:17 One update sir, ang gusto po ng nanay ay ipa-autopsy si Francis para malaman ang cause of death.
04:26 So there was a report yesterday that I hope you can help me clarify this, that the mom had to look for a place para ma-autopsy po yung kanyang anak because nangangailangan sila I believe ng financial assistance.
04:42 What kind of help if at all is your office offering the mom to shoulder any of the costs?
04:52 "Sinisiguro namin sa mga magulang ni Francis na wala silang gagasusin para sa anumang bagay. Yung pag-autopsy, ang kapulisan po natin ang kumimbinsi sa magulang.
05:07 Nung una hesitan pa sila of course I totally understand. But fortunately na kumbinsi ng ating kapulisan ang mga magulang ni Francis na kailangan ipa-autopsy para malaman ang tunay dahilan kung bakit namatay si Francis.
05:22 At yung pag-ating sa autopsy, sa karami ito gagawin. So wala rin sa sagutin ng pamilya sa gastusin. Sa hospital wala rin kailangan itindihin ng mga magulang.
05:39 At namin, masiguro magawa ang kailangan gawin at mahanap ang totoong dahilan. Kasi sa ilang araw na lumipas, 10 or so days, madaming pwede...
06:02 Again baka masamain ng ilang viewers natin na wala kami kinakampihan dito but we're trying to be as objective as we can. We are being objective. Sa almost 2 weeks na nakalipas."
06:27 "Mayor, June and I were talking before we went on air. Let's just look at the timeline. More or less, more or less po, pwedeng a day or two kasi medyo iba yung dates namin ni Mayor. This is what happened.
06:42 September 21, nagsumbong itong si Francis sa kanyang nanay na allegedly yung kanyang Filipino teacher ay sinampal siya. The day after, September 22, yung kanyang nanay, si nanay Elena, pumunta daw sa skwelahan at nagsumbong.
07:03 At ang humarap lang sa kanya yung advisor. Nakapasok pa daw itong si Francis for about 3 days and then sometime around September 26, he was brought to the hospital after complaining of headaches, sakit ng tenga, para daw may mga langgam na dumadaan sa kanyang right side at nakomatose po siya.
07:23 6 days in the hospital, then Francis died. Here's the thing sir. You already made it clear. You guys were not informed of this. Ano po? According to the Antipolo Police, meron daw silang 2 witnesses who said na hinawakan daw itong si Francis sa damit nung teacher sa buhok tapos sinampal.
07:42 However according to the Antipolo Police also, according to them the teacher denies this at saying tinapik lang siya. Kaya po dun lumalabas yung sinabing yung sinampal ba o tinapik. But nonetheless you're saying mali yan to begin with. Because you're not supposed to harm a learner. Any teacher is not supposed to harm a learner, di ho ba?"
08:07 "Tama Pinky. Yun ang version ng teacher. As of last night, na-convince na rin natin yung nakakita ng pangyayari, mga kaklase po niya, mga bata, mga minors. Kaya natagalan po tayo. Of course minors ang mga nakawitness.
08:28 Kaya kinailangan po ng ating kapulisan na humingi ng permiso sa mga magulang at samahan ng kanila mga anak para ma-question in the presence of their parents at malaman sa mga bata kung ano ang kanilang nakita.
08:45 At yun nga ang sabi ng mga tatlong-dalawang kaklase ni Francis na ang nangyari ay mayroon silang test, ongoing test. May mga maingay silang kaklase. Di umano si Francis ay sumilip sa labas at hinanap si teacher para isumbong na yung kanyang mga kaklase, yung tatlong kaklase niya or so ay maingay at mayroon silang test.

11:07 So ang sabi ng mga bata, yung kamay ng teacher ay nahawakan ang pisngi ng bata ni Francis hanggang tainga. Kung gaano kalakas, hindi nila ma-determine."
11:29 Q: So what is the position of the teacher? "Of course this is the responsibility and jurisdiction of the DepEd. The latest from what I heard is that she is on indefinite leave. Can you share any more information?
11:48 Did you talk to her? Was your office able to speak to the teacher? Idagdag ko na rin, nakausap niyo na rin ba yung magulang ni Francis?"
12:13 "Yes. DepEd, PNP, and LGU only found out Monday night. Today is Wednesday. Wala pang 48 hours ang nakalipas since we found out. According to our division superintendent, Dr. Flandes, the teacher is on indefinite leave...
12:39 ... and as of today, bababa ang kalabarson DepEd dahil sila ang disciplining committee. Pag may mga ganitong pangyayari sa skwalahan, may protocol po ang DepEd. Nationwide po ito.
12:54 "So what happened is, after we have, pag nangyayari ang katulad nito, ang pananampali, the school had 48 hours to come up with its intake sheet and incident report para ma-submit sa regional office, in this case kalabarson DepEd and division office of Antipolo.
13:23 Ang mag-i-investiga not DepEd-Antipolo para maalis ang familiarity ato walang bahid ng pagiging bias. Ang mag-i-investiga ang regional office ng DepEd. So today bababa ang regional office para investigahan.
13:39 But yes, ang teacher involved sa insidente ay on leave. Pero again, pinky, ano man na maging outcome ng insidente, one thing is very obvious and glaring.
13:53 Kung 2 weeks na ang nakalipas at nalaman lang lahat dito noong lunes, siguro 12th day, yan lampas-lampas na yan sa 48 hours given to the school based on DepEd protocol. So definitely may lapses dito."
14:13 "Actually I wanted to end the conversation there. You mentioned any incident na gusto isumbong. Basically the protocol is that school has 48 hours to submit a report, tinatawan nyo pong index report or data report sa division tapos regional office?"
14:40 "Both."
14:41 "Both. Okay. And that was not done. That's why you were saying from the beginning of this interview sir that definitely may lapses dahil dun pa lang nakita na may mali."
14:54 "Just on a last note, maybe just an advice to the public, to the students and even to the parents. On any incident that may occur, on possible harassment, physical abuse, anything of that sort sir, ano bang dapat gawin?"
15:19 "Sa ano setting? Skwelahan, bahay, private office, wala tayong karapatan na manakit ng bata. And under no circumstance is that acceptable in any society.
15:45 "Pangalawa, kapag may mga ganitong unfortunate incidents, kami nakikiusap sa lahat na may involvement na kung maaari parating agad sa mga kinuukulan. In this case, kaya napabilis ang pagpaparating dahil nangyari yung hindi ka naisnais which is namatay si Francis Monday morning.
16:10 "Kaya kumabot sa kaalaman ng lahat ng kinuukulan Monday night. So kung hindi pa namatay yung bata, hindi naaabot sa amin. We don't have to wait for that. Sana kahit sa tingin natin no harm done, pero hindi natin alam kung emotionally ay..."
16:27 "Kaya sana sa mga ganitong pangyari, you have your barangay VAUC, PNP VAUC, DepEd officials, LGU para i-report ito para maiwasan natin na maulit ang mga ganitong pangyari."
