00:00 The Philippines is one of the developing countries.
00:04 One of our main enemies is poverty.
00:09 That's why under the leadership of the National Anti-Poverty Commission or NAPC,
00:13 they are implementing different programs and initiatives to fight poverty.
00:21 According to the Philippine Statistics Authority,
00:25 poverty incidence in the country is at 18.1%.
00:30 That means that almost 20 million Filipinos are not earning enough to meet their needs.
00:38 This low number is one of the actions of government agencies,
00:43 including the National Anti-Poverty Commission or NAPC.
00:47 The directive that the President gave us during our executive meeting at NAPC,
00:53 he said that the areas will be targeted.
00:56 By areas, I mean one sector or area where poverty is really high.
01:05 And I will see how this can be targeted.
01:08 Among the most vulnerable sectors are farmers.
01:12 The main problem of farmers at the moment is that they are losing and they are not producing enough.
01:19 At the moment, our government has a program here at NAPC
01:24 that makes farmers, a concrete program for farmers to submit to our government.
01:31 To be more inclusive in addressing the real problem of the poor,
01:35 NAPC is also encouraging the vulnerable sectors to plan for action on their problems.
01:43 We are talking to the residents and the poor communities
01:49 to know their situation and to address their needs.
01:54 The issue in housing is also the issue that the administration is trying to address
01:59 under the National Housing for Filipinos Housing or 4PH program.
02:04 The problem of the poor is the continuous demolition,
02:11 the eviction of houses of the poor.
02:14 Even though they say that the demolition and eviction has something to do with the flood,
02:19 we don't have a problem with that.
02:21 We are ready to help to make our country flood.
02:25 Particularly, the construction of good facilities for the government,
02:30 the expansion of the roads.
02:31 There is no obstacle there.
02:32 The moral of the solution is not an obstacle.
02:34 However, it should be put in order.
02:36 The relocation should be right.
02:39 It means that the relocation should have a complete service for the community,
02:45 for example, water, electricity, and roads.
02:48 When it comes to the former labor sector, they are looking for a sufficient increase in wages.
02:53 We are pushing for the 150 pesos across the board,
02:57 the legislated wage increase.
02:59 We think that this is not enough,
03:02 but this is the solution to have a new increase in wages nationwide.
03:08 They are also supporting the regularization of the labor force.
03:12 It is clear that the security of tenure is the real problem.
03:16 For example, in the government, there are JOs and contract of service.
03:20 In the private sector, instead of regular employment, they are creating contractual.
03:25 The Marcos Administration hopes that the poverty incidence of the country will be reduced to 9% by 2028.
