00:00 As part of Canada's defence engagement in the Indo-Pacific region, Canadian warship HMCS Ottawa
00:06 is making goodwill visits to partner countries including the Philippines. From Japan, the
00:11 guided missile frigate passed through the Taiwan Strait before arriving in Subic Bay on Thursday.
00:16 Our transit through the Taiwan Strait is a signal from Canada that we believe first in a free and
00:21 open Indo-Pacific and that we believe and stand to a rules-based international order. So that's
00:27 why we did that transit as we maneuver through this ocean and these seas. This is a physical
00:33 manifestation of what we believe in. The ship did not face major challenges or encounter while on
00:38 its way to the Philippines. Canadian Ambassador to the Philippines David Hartman says the visit
00:43 symbolizes the importance Canada is giving to what is happening in the region. The envoy also
00:49 reiterated Canada's stand against any form of harassment in the West Philippine Sea.
00:54 Canada has been patently unequivocal in our condemnation of some of that activity that has
00:59 taken place in the West Philippine Sea. The arbitrary decision of UNGPOS is absolutely
01:06 binding and final. Around 250 personnel are on board HMSC Ottawa. The ship has a cyclone
01:12 helicopter and is equipped with anti-submarine and anti-surface warfare system. But apart from
01:18 increasing military presence, Canada also offers a new technology that will boost the country's
01:23 capabilities in the West Philippine Sea. This is a dark vessel detection satellite technology.
01:29 It is a space-based platform that provides situational awareness in virtual real time
01:34 to officials of who is in your territorial waters. So it's a very significant, very advanced
01:40 technology. It's multi-layered, multi-faceted. Through this, authorities can detect foreign
01:44 vessels entering Philippine territory even if they turn off their transponders. This technology
01:50 sharing initiative is in its final stages. Canada also hopes to conclude a defense cooperation
01:55 agreement with the Philippines which could pave the way for more military exercises,
02:00 including possible joint patrols. The warship Ottawa is the first of the three Canadian vessels
02:05 set to visit the Philippines this September. The message is clear. Both the Philippines and Canada
02:10 are forging stronger defense cooperation and reaffirm the commitment of ensuring peace and
02:15 stability in the region. Tres Anudalo, CNN Philippines, Subic Bay, Zambales.
