00:04 State governments across the nation have removed the names of 5.18 crore workers who were registered
00:10 under the Mahatma Gandhi National Ruler Employment Guarantee Scheme during the financial year
00:15 2022-23.
00:17 This alarming figure represents a staggering 247% increase in deletions compared to the
00:23 previous financial year.
00:25 The data was provided by Union Ruler Development Minister Giriraj Singh in a written response
00:30 presented in the Lok Sabha on Tuesday, July 25.
00:33 The minister attributed various reasons for these deletions including fake and duplicate
00:38 job cards, workers no longer willing to work, families permanently shifted from the Gram
00:43 Panchayat and cases of deceased workers.
00:47 The Manrega is designed to guarantee 100 days of employment to ruler households across the
00:51 country, offering special notified minimum wages for the labour involved.
00:56 This work primarily comprises physical labour and includes activities such as construction,
01:00 afforestation and land levelling.
01:02 Responding to the queries from Congress MPs V.K.
01:05 Shrikandan and Gaurav Gogoi who sought clarification on the veracity and reason behind the deletion
01:11 over a crore names from the Manrega system, Giriraj Singh clarified that system error
01:16 was not a designated reason for these deletions.
01:19 However, according to a report by The Hindu, one of the reasons behind the deletion is
01:23 the state government's inability to reconcile differences in the details of registered workers
01:28 between their Manrega job cards and Aadhar cards.
01:31 The Union government mandated earlier that payment for the Manrega must be routed through
01:35 Aadhar, India's biometric identification system leading to the requirement for labour to link
01:41 these two cards.
01:43 Despite multiple deadline extensions from the Aadhar-based payment system since January,
01:47 state governments have been racing against the timeline and resorting to removing workers
01:52 with discrepancy between the two databases.
01:55 When questioned about holding low-level official accounts for error in the Manregas, Singh
02:00 pointed out that it is the responsibility of state governments to implement the scheme
02:05 effectively.
02:06 The financial year 2022-23 witnessed the cancellation of job cards issued to 5,18,91,168 Manrega
02:15 beneficiaries, a sharp increase from the 1,49,51,247 job cards cancelled in the previous
02:23 year.
02:24 State and Union territories such as Andhra Pradesh, West Bengal, Telangana and Puducherry
02:29 reported the highest number of cancellations during 2002-03.
02:33 During the last financial year, West Bengal removed the names of 83.36 lakh workers from
02:39 the Manrega scheme, marking the highest number of deletions among all the states during that
02:44 period.
02:45 According to The Wire, one reason for the high number of deletions in West Bengal could
02:49 be that the state has not received funds from the Union government for the scheme since
02:54 December 2021, following allegations of corruption and malfeasance on behalf of the state government.
03:01 Consequently, the state government faced challenges in inadequately compensating its Manrega workers,
03:07 affecting the program's role as a safety net for migrant workers, particularly during the
03:12 COVID-19 lockdown.
03:13 West Bengal, governed by the All India Trinamool Congress Party, is in opposition to the BJP.
03:19 As of July 21, the Union government owes the state a total of Rs 2,765.55 crores in Mangera
03:27 wage payments.
03:28 For instance, Karnataka cancelled job cards issued to 250,665 Mangera beneficiaries in
03:35 2021-22, but the number increased to 8,07,397 in 2002-03.
03:43 Similarly, West Bengal reported an increase of over 5,199%, with 83,36,115 job cards being
03:54 cancelled, compared to 1,57,309 cancellations in the previous year.
03:59 Andhra Pradesh witnessed a rise of 1,147%, with 78,05,569 job cards cancelled in 2022-23,
04:10 compared to 6,25,514 in 2021-22.
04:15 Telangana experienced an increase of 2,727%, with 17,32,936 job cards deleted in 2022-23,
04:26 whereas 61,278 cards were removed in 2021-22.
04:31 Gujarat saw a surge of over 200%, with 4,30,404 job cards deleted in 2022-23, compared to
04:40 1,43,202 in the previous year.
