Russian President Vladimir Putin has declared victory in the besieged city of Mariupol in south-eastern Ukraine and ordered his forces to blockade rather than attack the last pocket of Ukrainian resistance. Around two-thousand people are inside a massive steel plant with underground tunnels half of them are civilians.
