This is the intro cutscene for Twisted Metal 2 from the PlayStation 1. This game was released in 1996, a year after Twisted Metal 1, by Singletrac and re-released as a PlayStation Greatest Hits by 989 Studios. I have the Singletrac version. It is a rated T for Teens game by the ESRB. English, espaniol, & Francais subs are available in the options at the top right of the video.
