What type of blogging system do you need? There are a few options depending on what you want to do and how you want to have to administer your system, and secure it. There are hosted systems that take care of the administration and backup for you, or you can do it yourself and have the plugin freedom that you desire. These are all Wordpress based, so they all pretty much look and act similar, with the exception being that raw Wordpress has more plugin options, but you must host that yourself and also secure it.
