Social scientist, educationist and litterateur Dr. Mizanur Rahman Shelley was born in 1943. He hails from the district of Munshiganj / Bikrampur, Bangladesh. His father eminent educationist late principal B. M. Rahman was the founder of Bikrampur K. B. Degree College, Icchapur, Munshigonj. His mother was late Mrs. Rezia Rahman.
After completing a brilliant career as a student, Dr. Shelley taught political science at the University of Dhaka from 1964 to 1967. At this time he was also part-time editor of the English monthly Concept and Bengali Bi-monthly Mausum. In 1967 he joined govt. service as a member of the erstwhile elite corp, Civil Service of Pakistan (CSP) and served in several high field and staff positions. He obtained Ph.D. in International Politics from the University of London (U.K.), (1972-75). From 1976 to 1980 he served as Director (Head of the Directorate) of the Directorate of Social Welfare of the Government of Bangladesh. After voluntarily resigning from govt. service in 1980, he has been working as socio-economic consultant, analyst, advisor, writer and journalist. During 1982-86 he was the Advisory Editor of the popular Bengali Weekly Swochitra Swadesh and in 1989 was Chairman of the daily Bangladesh Times Trust. Later, he served as a Technocrat (non-partisan) member of the Cabinet of Ministers (1990), Government of Bangladesh. He was Minister for Information and later for Irrigation, Flood Control and Water Resources Development. Dr. Shelley has been working as a well known international and national consultant in the fields of socio-economic development, information and public policy, training, education, institutions and public administration, for nearly three decades.
Dr. Shelley has been working as the founder Chairman of the independent Centre for Development Research, Bangladesh (CDRB) and editor of socio-economic quarterly ASIAN AFFAIRS from 1982. He has also worked as Overseas Director of American Institute of Bangladesh Studies (AIBS) from 1989-2006. He is a Senior Fellow and member of the Research Advisory Committee of Bangladesh Institute of International and Strategic Studies (BIISS) from 2004 and part time Senior Advisor, Japan International Cooperation Agency (JICA) Bangladesh from 1992-2007. In 2012 he was conferred the honourary fellowship of Bangla Academy. He is Chairman of the Advisory Committee of "DCCI Review", the monthly journal of Dhaka Chamber of Commerce and Industry (DCCI). He is also a founder member of the DCCI Foundation since its inception in 2009.
He is also the Chairman of the Board of Directors of the Academic Press and Publishers Library (APPL) since 1997 and worked as the Chairman of the Board of Directors of Premier Leasing & Finance Limited (PLFL), a non-banking financial institution) since its inception in 2002 up to 2011. He is continuing as a Director of the company. He has also been serving as a Chief Adviser of the private sector City University, Dhaka from 2002.
