The Harbin government decided that large dogs in the city would need to be relocated away from Harbin, either with friends or family or new owners. Some owners even lost their dogs to the meat trade. Hand In Hand With Asia's Animal Activists instigated a petition asking the government to cancel the height restrictions and to allow the owners to live with their pets until their pets lives came naturally to an end. The Harbin government eventually cancelled the regulations and said that would allow the dogs to live their natural lives provided that the owners afterwards had only small dogs. The height ban would have prevented Labradors, Border Collies, Chow Chow etc from staying with their owners.
This video shows a protest that happened within China, in Harbin. People demonstrated against the height regulations, asking the government to be lenient.
