After a number of attempts at creating ocean waves in Blender 2.63.7 I decided to explore some of the other features without any guidance. This is what happened.

I used a stars option in the world settings, zeroed the camera then pointed it up.
The animated stars are particle emissions from within a dynamic brush plane.
