A summit of nuclear armed states summit in Seoul aimed at keeping the world's safe from a nuclear attack by terrorists has been overshadowed by a planned rocket launch in North Korea. The US President vowed to push for more nuclear weapons cuts with Russia, and urged China to the do same.
