It's Only a Test...of the Emergency Broadcast System

We've all seen the emergency broadcast system run by FEMA and the FCC, usually on late night TV. Stations are required to test monthly, but for the first time the entire system was checked at once. Patrick Jones appreciates the system for what it could do in an emergency but wonders what could go wrong if it fell into the wrong hands? What would happen if Justin Bieber, Kim Kardashian or even Herman Cain could use it?
