Speaking in Tongues - do all speak in tongues?

I start by talking about what I believe to be an iimportant qualification for anyone who wants to teach on the gifts and ministries - they should have EXPERIENCE of what they are talking about. I then look at the other ministries mentioned in this passage. Not all have any given ministry, including the ministry of giving messages in tongues.
