A hot air balloon that was blown out to sea by unexpected weather conditions made a successful landing in the water in Melbourne's Port Phillip Bay on Thursday.

The pilot was steering the balloon and was preparing to touch down on a beach in South Melbourne, when a huge gust of wind blew the craft with 10 passengers on board out to sea.

[John Davidson, Hot Air Balloon Pilot]:
"You know, this is not something that we want to do. We would rather just put it down in a nice park or over before we get to the water so it's not an everyday occurrence, that's for sure."

The flight had taken off from Burnley and was supposed to land in Albert Park.

One of the passengers says she wasn't worried.

[Rebecca Kerr, Passenger]:
"We knew we could jump ship. We wanted to save our snaps from the holiday so we just didn't want to go swimming, that's all."

All the passengers were transferred into police boats and taken to land before the hot air balloon was towed ashore.
