Dynamic hotplug CPU on Leon3

This demonstration shows the Scaleo chip contribution for the SCALOPES European R&D project, which I implemented during my internship. This demonstrate the use of the "resource manager" which dynamically adjusts the number of running CPUs to allow better power savings. The hotplug CPU for sparc has also been implemented during the internship (on a Linux 2.6.21 from gaisler), taking advantage of a custom IP developped by Scaleo chip.

The goal of the demo is to run a browser on our emulation platform (prototyping with 4 Leon3 CPUs) and observe that the power consumption is at its minimum while we read the web page, on the opposite, the resource manager starts back CPUs when we refresh the page to serve the different threads.
