Are Russian spies’ heroes or failures?

The largest spy swap since the Cold War appears to be in motion between the United States and Russia. A Russian arms control analyst convicted of spying for Washington has reportedly been moved from a Moscow prison to Austria. Here in the US the suspects accused of acting as undercover agents have pled guilty to conspiring against the US and they reportedly will return to Russia this evening.
