The Verchovna Rada of Ukraine supported a bill “About the alterations of some laws of Ukraine as for the improvement of the governmental regulation of the building sector” at the second reading. Lawyers believe it to be a progressive one and say it improves the depositor protection and the schemes of investment attraction. The document makes it clearer – comparing to the previous one – which demands the financial organization is to meet in order to become a steward and to be granted the authority to raise funds for the construction projects. For example, a steward must have proper licenses, authorized capital not less than one million euro, etc. Besides, the bill bans advertizing a project until the developer obtains a number of permits: a land use permit, construction works permit, etc. Lawyers believe: the bill, which has already been enrolled, has every prospect of being approved.
