It’s being called a "Godzilla" of extreme weather—a potentially record-breaking Super El Niño threatening severe drought, heat waves, and water shortages well into 2027.
Preparing for this crisis requires more than short-term fixes, according to prominent Filipino environmental scientist Dr. Rodel D. Lasco. A pioneer in climate change research, he stresses the urgent need to pair nature-based solutions with individual responsibility in our daily consumption.
Beyond his scientific work, Dr. Lasco is also a church pastor with a master’s degree in theology. From this rare intersection of faith and science, he joins Howie Severino to discuss how the principles of order in both disciplines help him find harmony in his lifelong commitment to environmental stewardship.

00:03Good morning, Podmates! I'm Howie Severino.
00:07Godzilla is the world in the Super El Niño.
00:11Drought, water rationing, and agricultural crop losses are together in the scenarios.
00:16To talk about this Super El Niño, we are privileged to have with us today
00:20the eminent and pioneering environmental scientist, Dr. Rodel Lasco,
00:25the Executive Director of the Oscar M. Lopez Center,
00:28which is researching and advocating nature-based climate change solutions.
00:33He is also a Professor of Environmental Science at UP Los Banos.
00:38Magandang araw sa inyo, Dr. Lasco.
00:40Magandang araw, Howie. Nice to be here with you.
00:44Thank you for making the time to join us.
00:46So, we all know that Pag-Asa has warned of a very strong El Niño,
00:51lasting well into next year, 2027,
00:54threatening all kinds of dire scenarios, severe dry spells, water deficits.
01:02From your point of view, you've had this long experience researching
01:07and advocating natural resource management and resilience.
01:13So, how do you think it's possible for us to have a severe prolonged dry spell
01:25on this kind of magnitude?
01:29Well, alam mo, Howie, ako, I look at this as parang half full, half empty, ano?
01:35Kasi, alam mo naman, yung ngayon, compared to say in the 1980s, 1990s,
01:42medyo mas aware na, I think, ano, mga kababayan natin,
01:45including the policymakers, even media, grabe ngayon, ano, yung saturation
01:49when it comes to El Niño.
01:53So, yunong positive, ano?
01:54Also, early warning, the science is a lot better.
01:58Pag-Asa has been issuing mga advisories.
02:02And as a middle income, well, so-called country,
02:06supposedly, mas may resources tayo, ano, di ba?
02:10Pero, on the flip side,
02:12we are also in the middle of an economic, you might say, ano, pinch, ano?
02:18Dahil nga sa langis, yung presyo ng langis, and inflation.
02:24So, medyo, kumbaga, yung leeway natin for flexibility,
02:29medyo gipit, ano, ng konti.
02:31So, I would say, better than before,
02:34pero, ano pa rin, meron pa rin mga, definitely,
02:38mga risk tayong kinakaharap pagdating nito.
02:42At ngayon na nga, andito na, ano, yung El Niño.
02:45Okay.
02:47Doc, it's hard to imagine.
02:49It's hard for a lot of people to imagine a dry spell.
02:52And then, even now, at least dito sa lugar namin, sa Cavite,
02:56and then when I go to Batangas, ay umuulan pa rin, ano?
02:59So, ang hirap ma-imagine.
03:04So, what can we expect?
03:07Is this really going to push through,
03:09despite the fact na mukhang may delay itong pagsapit ng dry spell
03:15na matagal ng winawarning ng mga eksperto?
03:20Ito nga, ang medyo nakakalito sa mga kababayan natin,
03:24how we, ano, itong flipping,
03:26kasi we expect anytime mag-flip, ano,
03:30from, ito nga, puro baha,
03:32medyo lumakas, ano, at panayang ulan,
03:36pero ngayon, kumaka, it's knocking at our doors, no, malapit na, no?
03:40And, in fact, this El Niño will peak later this year,
03:45mga ba, na, December hanggang February next year,
03:48eh, talagang patuyo na tayo ng patuyo.
03:50So, ito yung isang, ano, ano, isang kailangang paghandaan.
03:54Huwag tayong kumaga, huwag tayong malilang,
03:56ano, na parang, oh, ulan naman ang ulan.
03:59Kasi nga, based on the latest science,
04:02napakagrabe nung El Niño na to.
04:04So far, the worst, no, in terms of mga measurements,
04:08nung intensity.
04:09And so, it's right around the corner,
04:14huwag tayong, kumbaga, kampante,
04:16and talagang baka bubulaga, bigla, no,
04:19biglang talagang magtagtuyot na.
04:22Okay, we all heard the President,
04:25President Marcos, suggesting to everyone,
04:29na bumili na ng mga balde, no,
04:32para magkakulet ng rainwater.
04:34And part of that public service,
04:36those public service messages will be,
04:38collect, bumili na kayo ng balde
04:40para pag umulan,
04:42makolekta na ninyo lahat.
04:43Tuturuan namin kayo,
04:45we'll give you how to feel
04:47yung gamot para maging malinis.
04:49Ang dami nag-react doon sa sinabi ni
04:51Pangulong Marcos,
04:53na bumili na ng mga balde,
04:55mga household, no.
04:56Pero kayo, anong naging reaction ninyo doon?
04:58Was there some common sense there?
05:00Or do you think he deserved all of the taunting
05:04and bashing that he got
05:06for suggesting something so seemingly simple?
05:12Well,
05:14pag malalas natin how we,
05:16merong a few years ago,
05:18parang ganito rin nangyari,
05:20if you look at the headlines and news,
05:22parang riots,
05:23Manila,
05:23dahil walang tubig,
05:25and then soon after,
05:27or the reverse,
05:28naunayat tayong bagyo,
05:29sunod-sunod flooding,
05:31within weeks or months,
05:33biglang yung headline news talaga
05:35is riots because of lack of water.
05:37So I can understand
05:38where it's coming from.
05:39Gusto niya, of course,
05:41siguro masindaki yung mga kababayan natin
05:43na malalay ito.
05:44It's not something to take lightly.
05:47And so,
05:49in a way, practical,
05:50but I think the message behind it
05:53is talagang maghanda tayo sa tagtuyot
05:56and let's learn to be conserving
05:57whatever water resources we have.
06:00Huwag nating sayangin.
06:01I think that should be the underlying message
06:04na kailangan natin makuha dun sa sinabi niyang
06:06ng Pangulo.
06:08Okay.
06:09Ang publiko kasi,
06:10mas sanay maghanda para sa bagyo.
06:13Diba?
06:13Kaya may alert system tayo
06:15and all of that.
06:16And then, you know,
06:17we call off classes
06:20depending on the typhoon signal.
06:24Pero ano yung dapat preparations
06:27para sa isang prolonged drought?
06:30Hindi naman ito mga one or two days
06:33lang na pangyayari.
06:36Well,
06:37Howie,
06:37of course,
06:38ang preparation should be much ahead,
06:40no?
06:40Much,
06:41much earlier.
06:42And you might say na
06:43pwede nating maisip na
06:45hindi naman pwedeng
06:46biglaan ito,
06:48no?
06:48Like,
06:48talking about water resources,
06:51may mga groundwater tayo,
06:52may mga surface water,
06:54may mga dumps tayo,
06:56may mga maintenance lahat yan,
06:58hindi naman talaga
06:59kaya makuha overnight ito.
07:01So, for one,
07:02lalo din yung mga policymakers natin,
07:04we should think long term.
07:06Kasi nga,
07:07recurrent ito.
07:08Hindi naman
07:09ang ilang mangyayaring
07:10LN nyo.
07:11We know it happens
07:12every,
07:13kaya nga,
07:13inter-annual variability,
07:15ang tawag dito,
07:16ano,
07:16ng mga scientist,
07:17mga around five years or so,
07:20dumarating yan.
07:21So,
07:21hindi na dapat tayo
07:22talagang palagi nagugulat.
07:24So,
07:24I think preparation should start
07:27long term.
07:28Of course,
07:29this is a challenge.
07:30Yung mga politicians natin,
07:32ang time frame nila,
07:33alam mo naman yan,
07:33three years,
07:34six years,
07:35maikli,
07:36no?
07:36So,
07:37pero yun ang foundation.
07:38Without that foundation,
07:39parang band-aid ang mangyayari,
07:41no?
07:41Palagi tayong magba-band-aid.
07:43Ito na nga,
07:44yung malapit na,
07:46and then,
07:46kailangan mag-magawin tayo.
07:49So,
07:49meron din namang pwede magawa.
07:51Pag talagang andyan na,
07:53malapit na,
07:53make sense,
07:54ano,
07:55yung rainwater harvesting,
07:56pinopromote yan,
07:57kahit sa mga rural areas,
07:58and then,
07:59just the simple water conservation.
08:02Di natin napapansin.
08:04May san,
08:04nakabukas yung gripo,
08:07habang nagtutututpress tayo,
08:08di ba?
08:08Yung mga ganong kasiple.
08:10Pero if you multiply that,
08:11millions of households,
08:13talagang matindi effect.
08:15So,
08:15what I'm saying is,
08:16merong mga systemic,
08:17long-term,
08:18strategic,
08:19meron din namang more,
08:21ngayon na,
08:21tactical,
08:22ano,
08:23na parang,
08:24pwede natin gawin.
08:25So,
08:25kailangan magkasama yun.
08:26Otherwise,
08:27puro band-aid tayo,
08:29howie,
08:29ano?
08:30Kailangan magtulungan yun,
08:32yung long-term,
08:32tsaka yung
08:33day-to-day
08:34conservation.
08:44Okay,
08:45Super El Nino,
08:46break that mold.
08:48How is this going to be different?
08:51Oh,
08:52guys,
08:52siguro,
08:52alam ng mga nakikinig sa atin,
08:54ano?
08:54Grabe yung,
08:55ano,
08:55media coverage,
08:56kasi nga,
08:57based on yung panukat,
08:59yung metric na ginagamit
09:01ng mga scientists,
09:02this is a record-breaking,
09:03ano?
09:04So,
09:04for example,
09:05maalala natin,
09:06Howie,
09:06yung 97,
09:0798,
09:08naalala mo pa yun?
09:091997,
09:1098,
09:11ano?
09:11Isa yun sa mga nag-ula tayo,
09:12di ba?
09:13And,
09:13parang yun ang record,
09:15setter eh,
09:16mga 10 billion in damages,
09:18700,000 hectares of agricultural land,
09:21mga farms na apektohan nun,
09:24inestimate mga 10 billion
09:26ang damages nun.
09:27At,
09:29yung pera natin ngayon,
09:30yung 10 billion nun,
09:31quickly lang,
09:32kinuinta ko,
09:32back of the envelope,
09:34mga 30 billion na ngayon,
09:35pesos,
09:36ang damage ngayon,
09:40kung sa pera ngayon.
09:41Yung 2015,
09:422016,
09:43di ba?
09:43Malakas din yan,
09:44mga 10 years ago,
09:45no?
09:45A million naman hectares,
09:47one half million hectares
09:49ang naapekto ka niyan,
09:50mga 15 to 16 billion
09:52in total damages.
09:53So,
09:54yung ngayon,
09:55mas matindi.
09:56So,
09:57I guess it will depend a lot
09:58on how prepared we are.
10:00Kasi nga,
10:00alam na naman natin,
10:01may experience tayo before,
10:03pero nakakagulat,
10:05sabi ng DA,
10:05di ba?
10:06Nabasa na siguro
10:06ng iba sa atin.
10:08Recently lang,
10:09more than 200,000 farmers
10:11na ang affected.
10:12And yung damage ngayon pa lang,
10:146 billion na.
10:15Wala pa yung drought talaga,
10:17no?
10:176 billion na.
10:19To almost one third
10:20na
10:21noong
10:222015,
10:232016,
10:24no?
10:24And so,
10:26ayan,
10:27kaya nakakabahala,
10:28no?
10:28Kasi,
10:29if this is the strongest
10:30El Nino ever,
10:31tapos,
10:32eh,
10:32hindi tayo handa,
10:33eh,
10:34yun,
10:34double whamian.
10:35Kaya,
10:36talagang napakahalagan
10:37yung paghahanda
10:39dito sa El Nino na to,
10:40Howie.
10:41Okay.
10:42Kaya nga tinatawag na Godzilla
10:44itong El Nino na to,
10:46no?
10:47And sabi niyo nga,
10:48it's record-breaking.
10:49In other words,
10:50this is going to be
10:51the worst
10:52or the longest
10:53or the driest
10:54El Nino
10:56we've ever experienced
10:58since
10:59these kinds of events
11:01have been recorded,
11:02no?
11:02So,
11:03itong suggestion
11:04na kailangan mag-conserve
11:05ng tubig,
11:06I think we can all
11:06relate to this
11:08at the household level.
11:10Pero itong,
11:12and I guess
11:12that's a way
11:13for everyone
11:13to be involved,
11:14you know,
11:15in preparing,
11:16Pero,
11:18itong sinasabi yung
11:19effects sa farmland,
11:21sa agricultural production,
11:23no?
11:23Parang,
11:24how do you prepare
11:26for that?
11:27What can be done
11:28for the farmers
11:29para maiwasan
11:30yung worst effects nito?
11:33Napakahirap talaga.
11:35Kawi,
11:35no?
11:36Kung di tayo
11:36handa.
11:38For one thing,
11:39it may be a question
11:40sa mga magsasakan natin,
11:42kung talagang ganun katuyo,
11:44magtatanim pa ba ako?
11:45No?
11:45Kasi,
11:46kung alam mo naman na
11:47talagang wala kang
11:48irrigation,
11:48na limbawa,
11:49di mo kayang
11:50sustain,
11:50baka yung iba,
11:51hindi na tumuloy,
11:52yung iba naman,
11:54they can shift
11:55to yung mga
11:56more drought-tolerant
11:58varieties
11:59or even crops,
12:00no?
12:00Pwede nilang gawin yan.
12:02For example,
12:03yung mga rice breeders
12:04natin,
12:05they're breeding
12:06more
12:07drought-tolerant,
12:08yung mga nakaka-survive,
12:10kahit na,
12:10actually,
12:11kahit baha,
12:11may binibreed din sila,
12:13ganun din sa
12:14tagtuyot.
12:14So, maybe yung DA natin,
12:16yung Department of Agriculture
12:17can help farmers
12:18look at these options.
12:20Ano ba talagang gagawin nila?
12:21Mag-shift sila
12:23o ng ibang variety
12:24or even total
12:26another crop
12:27altogether
12:28o kaya naman,
12:29in worse scenarios,
12:30baka kailangan munang
12:31itigil nila yung farming,
12:33no?
12:33So,
12:34yung food supply,
12:35syempre,
12:36yung food security,
12:37kakabit niya,
12:37no?
12:37Pag konti yung production,
12:40konti yung supply,
12:41yung presyo,
12:41pwedeng mumahal,
12:42tapos,
12:43of course,
12:43yung availability.
12:45And again,
12:46dito kailangan talaga
12:47ang tulong ng ating
12:48pamahalaan,
12:49no?
12:49Para makapaghanda,
12:51maka-avoid yung hoarding,
12:52for example,
12:52baka may mag-hoard,
12:53take advantage of
12:55yung price fluctuation.
12:57So,
12:58eto yung mga paghahanda
12:59na sana,
13:00I hope,
13:00ginagawa na
13:01ng ating pamahalaan
13:02ngayon,
13:03palang,
13:04awi.
13:05Okay,
13:06yan ang posibleng effects
13:07sa farmland,
13:08which are mostly
13:09in the lowlands,
13:10they're usually flat,
13:11paano naman yung
13:12sa uplands,
13:13ano yung pwedeng
13:13maging impact nito
13:14sa mga kagubatan,
13:17upland ecosystems,
13:18watershed areas?
13:20Will they be
13:21more susceptible
13:22to wildfires,
13:24for example?
13:25And,
13:26ano yung posibleng
13:28epekto sa gubat?
13:29Do they need
13:31as much water
13:32as farmland?
13:35Well,
13:36in general,
13:36pag mas mainit,
13:37meron ding stress
13:39sa mga puno natin.
13:40And,
13:41of course,
13:41we have heard
13:42ngayon pa lang,
13:42yung wildfires
13:43sa Indonesia,
13:44I'm sure,
13:44narinig natin yan.
13:45Yung haze
13:47affected.
13:48El Nino related
13:48ba yung mga yun,
13:49yung wildfires?
13:50Pusible,
13:51kasi alam mo
13:52hawi,
13:52yung mga
13:53nagsusunog doon,
13:54yung kasi
13:55cheapest way
13:55to clear a land,
13:57pinakamura yun.
13:58And,
13:59since El Nino
14:00mainit,
14:00mainit ang panahon,
14:01kung baga,
14:03ano sila,
14:03ang ganda
14:04sa tingin
14:05ng mga nagsusunog,
14:06ang ganda
14:07ng panahon,
14:08perfect sa pagsusunog.
14:10So,
14:10kaya pwede talagang
14:11correlated ito.
14:12At,
14:13yun na nga.
14:15Pero sa atin,
14:16sa Pilipinas,
14:17sabihin natin,
14:19fortunately or
14:19blessedly,
14:20hindi naman ganun
14:21kasi katuyo tayo
14:22pa rin.
14:23And so,
14:25hindi kasi laki
14:25yung mga forest fire
14:27sa ating bansa.
14:28Pero pwede,
14:29definitely.
14:30May mga,
14:30yung mga
14:31cogunal areas,
14:33kasi ang ating
14:33forest land,
14:34ang upland natin,
14:35as you know,
14:36hindi naman puro
14:37forest na.
14:38Marami dyan.
14:39In fact,
14:39more than half,
14:40one-third lang
14:41ang forest talaga.
14:42Nang 15 million hectares
14:44natin,
14:44mga around 6-7
14:45lang ang forest.
14:46So,
14:47ang karamihan,
14:48almost 9-10 million hectares
14:49e degraded land.
14:51Usually,
14:52mga damo yan
14:53o kaya farmland,
14:54ito yung mas nakakatakot
14:55kasi madali itong masunog.
14:57And so,
14:58kailangan maging maingat talaga.
15:00Tama yung sabi mo.
15:01Ayano yung solution
15:02natin naman dito?
15:04Well,
15:04again,
15:04yung forest management
15:05and rehabilitation,
15:08hindi ito overnight.
15:09Again,
15:10dalawang,
15:10medyo dalawa na namang
15:12track ito,
15:12on the long term,
15:13kailangan,
15:14we have to be
15:14conserving our forest,
15:16we have to be
15:16rehabilitating
15:17yung degraded lands.
15:18Otherwise,
15:19palagi silang
15:20in danger of being,
15:21you know,
15:21burned.
15:22But of course,
15:23on the short,
15:24in the short run,
15:26ngayon,
15:27pwede naman
15:28magtulong-tulong
15:28yung parang
15:29kumbaga sa
15:30bantay kalikasan,
15:31may mga local
15:32communities,
15:33indigenous peoples,
15:34NGOs,
15:35magtulungan
15:36together with the,
15:37ano,
15:38the local governments
15:39para magkaroon
15:40ng mga parang
15:40fire brigade
15:41or even
15:42fire lines,
15:44mag-construct
15:44ng mga fire lines
15:45kung tingin nila
15:46malaki yung danger.
15:47Even mga private
15:48companies,
15:49huwag natin kalimutan,
15:50andyan yung mga
15:51private companies,
15:52now,
15:53yung mga hydropower
15:54companies,
15:54for example,
15:55taking care of
15:56vast amount,
15:58malaking bahagi
15:59ng ating
16:00mga upland area.
16:01So,
16:02dapat lahat sila
16:02magtulungan
16:03para hindi
16:05mangyari,
16:05ano,
16:05itong mga,
16:06lalo na nga yung
16:07sunog
16:08sa kabundukan
16:11natin.
16:13Na-adjust na ba
16:14yung prediction
16:17dito sa
16:18onset ng
16:19El Niño?
16:21Dahil nung una,
16:22sinasabi ng
16:23iba,
16:24narinig natin
16:25na October pa lang,
16:26mag-uumpisa na,
16:27and it is already
16:29mid-October,
16:31at may mga
16:33lugar na
16:33umuulan-ulan pa.
16:36So,
16:37does that mean
16:39medyo
16:39na-delay
16:40yung onset,
16:41or this is
16:42what's really
16:42expected,
16:43meron talagang,
16:45meron pa rin
16:46na ulan
16:47kahit
16:47nag-umpisa na
16:48ang El Niño?
16:49It seems to be
16:50contradictory,
16:51di ba?
16:51Pag sinabing
16:52El Niño,
16:53talagang walang ulan.
16:54Oo nga,
16:55hawi.
16:55Well,
16:55yun nga,
16:56misconception yun,
16:57ano?
16:57Hindi naman kung
16:57El Niño,
16:58totally wala.
16:59In fact,
17:00meron nga yung
17:00mga
17:00pabigla-bigla,
17:01yung mga
17:02thunderstorms,
17:03na parang
17:04nagli-lead nga
17:05into flash flooding,
17:06yung bigla
17:06ang pagbaha.
17:07So,
17:08ayun,
17:08huwag nating asahan
17:09na parang ito
17:10ay parang
17:12homogenous
17:13o tuloy-tuloy,
17:14walang ulan.
17:15Meron talagang
17:15mga packets,
17:16kasi siyempre,
17:17pag mainit,
17:18sobrang init,
17:19yung rain clouds,
17:21yung rain clouds,
17:21nagpo-form yan,
17:22and may mga
17:23area malapit
17:24sa bundok,
17:24may mga type
17:25of rainfall
17:25na dahil
17:27merong bundok,
17:28nagko-condense
17:30yung ulap
17:31and then
17:31nagiging ulan.
17:32So,
17:33yung topographical,
17:35ano natin,
17:36tsaka of course,
17:37yung circulation
17:37of hangin,
17:39yung ikot
17:39ng hangin,
17:40hindi ibig sabihin
17:41puro tuyo,
17:42merong mga
17:43pabigla-bigla.
17:44Pero again,
17:45in general,
17:45yun ang mahalaga,
17:46in general,
17:47talagang lower
17:48ang rainfall
17:49kasi tagtuyo talaga.
17:51So,
17:51yun yung magiging
17:53aasahan natin
17:54dito,
17:55Howie.
17:56So,
17:57Doc,
17:57sa lahat ng
17:58vulnerabilities
17:59ng Pilipinas,
18:01and we know
18:01there's a whole range
18:02of them,
18:03ano yung pinaka
18:06maapektuhan
18:06o pinaka
18:07ma-aggravate
18:08nitong El Niño?
18:12Itong El Niño
18:13kasi talagang
18:14grabe,
18:14yung epekto
18:14na ito,
18:15Howie,
18:15if we look at
18:17even globally,
18:18hindi lang naman
18:19Pilipinas
18:19ang affected dito,
18:21and again,
18:22the big picture,
18:22sabi ng isang
18:24yung estimate
18:25ng,
18:26in fact,
18:26nasa news ito,
18:27ng Alliance,
18:29yung isang malaking
18:29German insurance
18:31giant,
18:32kung nabasa mo yun,
18:33sabi nila,
18:33yung effect
18:34nitong El Niño
18:34na ito
18:34could be
18:35almost half a billion
18:36pesos,
18:37and it will cut
18:39mga about
18:40half of a percent
18:41stage
18:41sa GDP natin,
18:43imagine,
18:44one half of a percent,
18:45yung isang
18:46event lang na ito,
18:47and so,
18:48overall,
18:49talaga mag-suffer
18:49yung economy natin,
18:51now,
18:51sinong maapektuhan?
18:52Of course,
18:53the poorest of the poor,
18:54the most vulnerable
18:55sectors,
18:56yung mga magsasaka,
18:58kasama dyan,
18:59dahil ngayon sa drought,
18:59alam naman natin,
19:01tapos,
19:01in fact,
19:02ito nakaraan,
19:02yung mga pagbaha,
19:04apektado na sila,
19:05ito talagang,
19:06again,
19:06double whammy na naman ito,
19:07affected na sila
19:08ng flooding,
19:09pag-flip
19:09ng drought,
19:10lalo silang apektado,
19:11tapos nyan,
19:13sa flooding naman,
19:14wala nang pinipili,
19:14even urban areas,
19:16yung nangyari sa atin,
19:17di ba,
19:17grabe yung pagbaha,
19:19sa NLEX,
19:19grabe yung mga na-trap,
19:21alam naman natin
19:22nangyari dyan,
19:23so,
19:24tapos,
19:24yung economy nga natin,
19:25struggling na tayo,
19:26ngayon,
19:27with high oil prices,
19:29and all of the others,
19:30inflation,
19:30ganun,
19:31so,
19:32matindi talaga,
19:33tapos,
19:33pag nag-water shortage na,
19:35pwede maapektuhan,
19:35even hydropower,
19:37even yung mga brownouts,
19:38or blackouts,
19:39pwedeng kahit na yung mga nasa urban areas,
19:42maapektuhan din,
19:43and of course,
19:44yung efekto na to will,
19:46ano,
19:47will,
19:47kumbaga,
19:48wala nang ma-immune dito,
19:50dahil apektado yung buong economy natin,
19:53lahat na tayo,
19:54maapektuhan nito,
19:56so,
19:56kaya yun,
19:57talagang,
19:58kailang paghandaan talaga natin,
20:00and we really have to,
20:01battle down,
20:03and work together,
20:04as a country,
20:05na magtulungan tayo,
20:07para,
20:07ma-temper,
20:09o,
20:09hindi masyadong,
20:10maging grabe,
20:12yung inaasahang,
20:13epekto nitong El Nino na to,
20:15Howie.
20:16Oo,
20:16nabanggit niya yung brownout,
20:18connected pala yan,
20:19doon sa level of water,
20:20sa,
20:20sa mga dams,
20:22so,
20:22pag kumonte na yung ulan,
20:24at humaba itong,
20:25sinasabing dry spell,
20:27ay bababa yung level sa mga dam,
20:29at,
20:30yun din ang nagpa-power,
20:31ng ating,
20:32energy system,
20:33so,
20:34yun nga,
20:34baka lalong dumami,
20:37at humaba yung ating mga brownout,
20:39bukod pa doon sa sinasabing,
20:41magkakaroon ng water rationing,
20:44so,
20:44that's another way that,
20:46ordinary,
20:47households are going to be impacted,
20:49by this whole,
20:50by this crisis,
20:52no?
20:54So,
20:55you've been studying,
20:57climate change,
20:59for,
20:59for decades,
21:00you're one of the pioneers,
21:02in,
21:02in studying this,
21:03and helping develop a global,
21:05a global response,
21:07global,
21:09global,
21:10global solutions to this,
21:13malinaw ba yung connection,
21:14nitong El Niño,
21:16at saka,
21:17climate change?
21:19So,
21:19ngayon,
21:20if we go by strict,
21:21yung strict,
21:23standards of science,
21:25hindi pa,
21:26ganong kalinaw,
21:27in the sense na,
21:28hindi pa,
21:29kung baga sa siyensya,
21:31alam mo naman yan,
21:31may mga,
21:33statistically,
21:34dapat talaga,
21:35significant,
21:36and valid,
21:36and so on,
21:37so,
21:38medyo,
21:39open pa rin,
21:40yung link nila,
21:41pero,
21:42ang malinaw,
21:42pag may El Niño,
21:44tapos may climate change,
21:45so,
21:45global warming,
21:46pag pinagsama mo yan,
21:48di ba,
21:48talagang,
21:49lalong titindi yung epekto,
21:50for example,
21:51alam mo naman natin,
21:53na,
21:53ito kasing circulation ng,
21:55ng tubig,
21:56at saka,
21:56yung,
21:57yung baling weather natin,
21:58affected ito nung,
21:59global circulation,
22:01ano,
22:01ito nga ang El Niño,
22:02di ba,
22:03ito yung,
22:03effect,
22:04na,
22:05from,
22:05the east,
22:06sa central and south americana,
22:08tapos tayo nasa west,
22:09yung ikot na yun,
22:10malaking effect,
22:11eh,
22:12pag,
22:13pag,
22:14may global warming,
22:15mainit din yung dagat,
22:16so,
22:16pag mainit yung dagat,
22:18kung baga sa,
22:19power,
22:19parang pinapower nga eh,
22:21yung circulation na yan,
22:22so,
22:22mas matindi rin,
22:23yung mga bagyo,
22:24et cetera,
22:26so,
22:26may mga scientist talaga,
22:27na convinced,
22:28na nakikita na natin eh,
22:29na,
22:30talagang,
22:31nakaka-apekto na nga,
22:32yung pag-init ng mundo,
22:34lalo na yung mga karagatan,
22:35eh,
22:36kung baga,
22:36napupwersa,
22:37lalong lumalakas,
22:38no,
22:39itong El Niño,
22:40so,
22:40sa century na to,
22:42in our century,
22:43magiging more intense,
22:45and baka more frequent,
22:46yung El Niño,
22:48at,
22:48parang ito,
22:49yung nakikita natin ngayon,
22:51ano,
22:51so,
22:52even though,
22:52medyo open pa yung science question na yan,
22:54baling debatable pa,
22:56pero,
22:57sa karanasan natin,
22:58talagang parang,
22:59ano eh,
22:59ramdam na natin,
23:00di ba,
23:01na palakas ng palakas,
23:02at palala,
23:03ng palala eh,
23:04yung ating mga extreme,
23:06weather events na tinatawag,
23:08kasama na nga itong El Niño.
23:10Okay,
23:11if you had the ear of national policy makers,
23:15and even local executives,
23:17no,
23:18or sakaling nakikinig sila ngayon,
23:20sa atin,
23:21no,
23:22what would be the top two or three urgent mitigation steps
23:27you think they must pursue immediately
23:31to safeguard both our water supply and food security
23:35over the next several months into 2027?
23:40Mukhang sa ngayon,
23:41dahil moving na tayo sa dry phase
23:44o yung drought phase ng El Niño,
23:46I would prioritize yung mga water facilities natin,
23:50ano,
23:50habang kung may oras pa,
23:52meron pang resources,
23:54ito doon na natin,
23:55ano,
23:55yung to check,
23:56to maintain,
23:57yung mga storage facilities,
23:59yung rain,
23:59water harvesting,
24:01kung meron pang opportunity noon na harvest,
24:04sana,
24:04i-check nila,
24:05walang leakage,
24:06yung mga irrigation system natin,
24:08kung may mga kailangan i-repair,
24:10i-repair na natin ito,
24:11and of course,
24:13yung media,
24:14napakahalaga dito,
24:15when it comes to household level,
24:16yung promoting water use nga,
24:18ipinigusapan natin kanina,
24:19na talagang kailangan magtipid talaga tayo,
24:22kasi fix yung laman ng ating mga dumps,
24:25at ginagamit yan,
24:26di lang naman sa power,
24:27sa irrigation,
24:28tsaka domestic din,
24:29in some cases,
24:30so,
24:31pwede mag-agawan,
24:32yung mga competing,
24:34pwede maging competing,
24:35yung mga demands na yan,
24:36so,
24:37kung mas magiging efficient tayo,
24:39in the use of water,
24:40eh,
24:41mas hindi rin,
24:42hopefully,
24:43mauubusan,
24:43ano,
24:44tayo,
24:45and,
24:45makakabit niya,
24:46yung food consumption,
24:47kasi,
24:48the more we demand food,
24:49or the more we consume food,
24:51the more na magpo-produce,
24:52the more nagagamit ng water,
24:54eh,
24:55and,
24:55so,
24:55makakabit ito,
24:56ano,
24:57kaya,
24:57yung simple,
24:58ano lang,
24:59yung,
24:59you know,
24:59being mindful of our,
25:02tawag natin,
25:02footprint,
25:03diba,
25:03yung ating consumption,
25:06yung ating waste na na po-produce,
25:08so,
25:08at the household level,
25:10napakahalaga,
25:11ito,
25:11I think,
25:12how we,
25:12na marating natin yung household level,
25:15so,
25:15dalawang track pa rin,
25:16ano,
25:16one is yung more macro,
25:17at saka more structural government led,
25:21at saka yung household,
25:23then,
25:24eh,
25:24makumbinsi ang ating mga kababayan,
25:26na mag tumulong,
25:27ano,
25:28at,
25:29sumama,
25:30magsama-sama,
25:31para i-address itong challenge na ito,
25:33na ating kinakaharap,
25:35Howie.
25:36So,
25:37so,
25:38bilang leader nga,
25:39isang leader nitong,
25:41itong Oscar M. Lopez Center,
25:43na nag-advocate ng nature-based solutions,
25:48no,
25:48what's the best case scenario?
25:50Ano ba yun,
25:50what does effective ecosystem restoration look like,
25:54so that we can better survive and,
25:58you know,
25:59withstand the worst effects of El Niño and global warming,
26:04how can we better integrate local communities,
26:08indigenous peoples,
26:09who have managed these lands,
26:13lands for generations,
26:14into modern climate strategies?
26:19Maganda yung nabanggit mo,
26:20Howie,
26:20yung sa nature-based solutions,
26:22yung kagaya nga ng forest,
26:24mangroves,
26:25kasi,
26:25ang solution,
26:26di lang naman pwede,
26:27hindi naman palaging infrastructure,
26:29no?
26:30Of course,
26:30alam natin yung flood control,
26:32a scandal,
26:33kagagaling lang natin doon,
26:36okay,
26:36di naman na magkaroon ng ganong mga hard structure,
26:39pero kasi,
26:39we're blessed by nature,
26:41ang dami na nating sa kalikasan,
26:44may forest tayo,
26:45may mangroves tayo,
26:46kaya ngayon,
26:47hindi lang sa Pilipinas,
26:48sa buong mundo,
26:49pinagtutuunan itong nature-based,
26:51atin munang samantalahin,
26:53yung ating mga nasa kalikasan,
26:56yung gubat natin,
26:57for example,
26:58na makakatulong sa atin,
26:59even DNR,
27:00ayaw ko nabalita mo yan,
27:01di ba?
27:02Sa noong June,
27:03this June lang,
27:04nag-issue na ng admin order,
27:07na parang ito na yung kanilang basic approach,
27:10even our own DNR.
27:11So,
27:12paano ito gagawin natin?
27:13I think,
27:14ang maganda dito,
27:15well,
27:15for one thing,
27:16kaya nature-based solutions tayo,
27:18maraming co-benefits,
27:20hindi lang yung isa,
27:21ang beneficyo natin,
27:22at mas mura,
27:23usually,
27:24so,
27:25ang dami co-benefits,
27:26for example,
27:26if you have forest,
27:27you address climate change,
27:29kasi may carbon,
27:30tinatawag carbon sequestration,
27:32nag-absorb ng carbon from the atmosphere,
27:35so,
27:35nababawasan yung greenhouse gases,
27:37pero buko doon,
27:39it helps protect the watershed,
27:41helps to keep the water supply stable throughout the year,
27:45tapos may mga livelihood benefits,
27:47lalo sa mga indigenous peoples natin,
27:49na alam mo naman,
27:50doon na sila nakatira,
27:51doon sila lumakay,
27:52pinanganap,
27:53at yung life nila revolves around,
27:56hindi lang yung material,
27:58alam naman natin,
27:58yung socio-cultural,
28:00meron niyang affinity,
28:01yung place-based nila,
28:04kung baga,
28:04yung ugat nila,
28:05andun talaga,
28:06hindi lang sa livelihood,
28:08o sa material,
28:09even yung cultural nila,
28:11identity,
28:12naka-ugat doon,
28:13so,
28:14mahalagang pagsamahin natin,
28:15yung local knowledge,
28:17yung indigenous knowledge,
28:18at saka yung siyensya,
28:20yung alam ng siyensya,
28:21at,
28:22for example,
28:23yung climate change nga,
28:24yung pinag-uusapan natin,
28:25eh di ba,
28:26scientist na nakadeskubre niyan,
28:28dahil kailangan mo yung high-tech,
28:30ano-ano eh,
28:30para ma-messure mo yung mga greenhouse gases,
28:32and so on,
28:33pero yung solution,
28:34local,
28:35nasa local yan,
28:36hindi pwedeng,
28:37masyadong,
28:38nasa ivory tower tayo,
28:41o masyadong global,
28:42wala namang ginagawa on the ground,
28:44eh para may mangyari on the ground,
28:46we need itong ating mga local communities,
28:48including our indigenous peoples,
28:50na magtulungan tayo,
28:52ano,
28:52para nga maisulong itong nature-based,
28:54huwag natin pabayaan,
28:55yung kalikasan,
28:56na napakadami,
28:58tayong,
28:58kasi ka,
28:59being a tropical country,
29:00humid,
29:00tropical country,
29:02we're so blessed by biodiversity,
29:04very high biodiversity,
29:05tropical forest,
29:06coral reefs,
29:08and so on,
29:08so,
29:08napakaganda,
29:10ang bansa natin,
29:10kung tutuusin na,
29:11as you know,
29:13alam din ang mga tagapakinig natin,
29:15hawi.
29:16So,
29:17where can people go
29:18to see these
29:21local solutions,
29:22no?
29:22Kasi nga,
29:23pag pinag-uusapan itong global warming,
29:26itong super El Nino,
29:28you know,
29:28climate change,
29:29I mean,
29:29the crisis seems so overwhelming
29:32that,
29:33you know,
29:33if you're an ordinary person,
29:35ang hirap iprocess,
29:37and people actually go through,
29:38like,
29:39a climate anxiety,
29:40or sinasabing,
29:41eco-grief,
29:42no?
29:43Na parang,
29:44hopeless na,
29:45kasi nga,
29:46you're just one person,
29:47and this is like a planetary,
29:49crisis,
29:50where,
29:50where even the Philippines,
29:52is a,
29:52is a relatively small player,
29:54compared to,
29:55you know,
29:55the superpower economies,
29:57that are really,
29:58you know,
29:59have the greatest contribution,
30:00to this crisis,
30:01no?
30:02How do you,
30:03process the grief?
30:05Yeah,
30:06of course,
30:07lalo sa mga kabataan natin ngayon,
30:08yung eco-grief nga,
30:10o climate anxiety,
30:11as you know,
30:11Howie,
30:12di ba?
30:12Talagang,
30:13yung mga Gen Z natin,
30:14Gen M,
30:15medyo,
30:16worried sila,
30:17ano ba mag-angyari sa ating future,
30:19kung ganito na nangyayari sa planeta natin.
30:21Well,
30:22I've been working for,
30:23more than 45 years na,
30:25no?
30:25Sa mga issues na ito,
30:26four and a half decades na,
30:27Howie,
30:28and nakita ko naman,
30:30yung,
30:30sabihin natin,
30:31ARC,
30:32ng,
30:33inaway,
30:33kakaristaya na rin,
30:34halos half a century na akong nagwo-work.
30:36So,
30:36noong 1990s,
30:37for example,
30:38halos walang nakikilig sa climate change,
30:40alam mo naman nga,
30:41sa media siguro,
30:42halos walang mga napi-feature,
30:44paisa-isa lang,
30:45and pag nagme-meeting kami,
30:47noong mga tungkol sa climate change,
30:48kami-kami palagi,
30:49same faces,
30:51pero nakita ko,
30:52ano,
30:52nung,
30:53lalo na nung after 2007,
30:55noong na-award na nga ng Nobel Peace Prize,
30:58yung IPCC,
31:00together with Vice President Al Gore,
31:02talagang medyo nagbago,
31:04ano,
31:04and ngayon,
31:05I hope to...
31:06Yeah,
31:06but I hasten to add that you were part of the IPCC as well,
31:10right?
31:10You helped,
31:11you were part of the drafting of that,
31:14so congratulations to you as well,
31:17Dr. Rodel Lasco.
31:18Thank you,
31:18thank you,
31:19Harvey,
31:19for mentioning it,
31:20pero yun nga,
31:21nakita ko kasi na,
31:22simula nun,
31:24for example,
31:24tayo,
31:24meron ng Climate Change Commission,
31:262009 yan,
31:27just two years after that 2007,
31:30ano,
31:30award.
31:31Tapos,
31:32meron tayong mga private sector initiative,
31:35dati yung mga corporations natin,
31:37halos,
31:38they practically don't care or speak about climate change.
31:42Ngayon,
31:43almost all the big conglomerates and companies sa Philippines
31:46are also speaking the language
31:48na ng Climate Change.
31:50And,
31:51especially,
31:51what gives me hope is the youth,
31:53yung kabataan natin,
31:55grabe yung kanilang awareness,
31:56how we,
31:57ano,
31:57at again,
31:58I'm sure,
31:58alam mo yan,
31:58nakita mo yung mga kabataan,
32:00aware na aware sila eh.
32:02Unlike noon,
32:03na Climate Change,
32:04what?
32:04Parang totally clueless.
32:07E ngayon,
32:07nagugulat ako,
32:08kahit anong forum,
32:09kahit anong attendant ko na mga,
32:12you know,
32:13mga meetings,
32:15ang lalim ng mga kaalaman nila,
32:17tsaka yung mga tanong nila.
32:19And,
32:19that gives me hope,
32:20no?
32:20And,
32:21and finally,
32:21yung ginawa ng buong mundo ng pandemic,
32:24of course,
32:24meron mga imperfections,
32:26maraming may hindi tayo nag-agree sa ibang ginawa,
32:28pero overall,
32:29nakita doon na the global community can unite
32:32kung meron talagang common,
32:34kumbaga,
32:34issue na kailangang i-address.
32:37E sa Climate Change,
32:38wala pa yung ganung ano eh,
32:39parang convergence,
32:42medyo nag-aaway pa eh,
32:43hindi lang medyo,
32:44talaga-aaway pa eh,
32:45yung iba't-ibang mga parties sa,
32:47diba,
32:47sa UN Framework,
32:48Convention on Climate Change,
32:50may ano pa eh,
32:51magulo,
32:51may away pa.
32:52Pero sa local level,
32:53sa atin,
32:54national,
32:55I'm hopeful,
32:56dahil nga dito sa mga initiatives na to,
32:58ito natin pwede makita.
33:00Actually,
33:00yung mga LGUs natin,
33:01some of them,
33:02if not many of them,
33:03or most of them,
33:04may talagang aware na aware na rin ngayon,
33:06kumpara dati.
33:07We have like Albai,
33:09na parang zero casualty,
33:10at least yun ang ano nila,
33:11diba,
33:11goal and dream nila,
33:12at I think,
33:14na-atay naman nila,
33:15perhaps not all the time,
33:17pero,
33:18Sorry,
33:18zero casualties from what?
33:21Mga typhoons ito naman.
33:23From typhoon,
33:24okay.
33:24Pumag iyon,
33:25so,
33:25madali silang mag,
33:26diba,
33:27nililikas nila kung kailangan,
33:29and so on.
33:30So,
33:31example lang yun,
33:31iluilo,
33:32diba,
33:32nakakita natin,
33:33yung after nung baha,
33:35merong infra,
33:36pero hinaluan nila ng nature-based,
33:38diba,
33:38yung kanilang,
33:39I think,
33:39yung prominent,
33:40diba,
33:41mangroves,
33:41nihalo nila,
33:42magkasama,
33:42so,
33:44yun,
33:44ang ganda nung ganon,
33:45pinaghalo,
33:45both hard structure,
33:48and nature-based,
33:49tapos,
33:49naging parang ecotourism,
33:51ano pa,
33:51or at least tourism,
33:52you know,
33:53a place to relax,
33:54and to unwind,
33:55may mga restaurant,
33:56and so on,
33:57and,
33:57Siargao,
33:58another,
34:00well,
34:00di pa ako nakarating si Siargao,
34:01to be clear,
34:03I've been to Siargao,
34:05and I've seen the mangroves there,
34:06ang lawak,
34:074,000 yun,
34:09di ba?
34:09Yeah,
34:10I think the largest sila in the Philippines,
34:12that's true,
34:12and somehow,
34:13napoprotektahan naman,
34:14nila,
34:15again,
34:15as far as I've read,
34:16so,
34:17I think parami naman tayong experiences sa local level,
34:20na may mga progressive ano tayo eh,
34:22mga chief executive,
34:23local chief executives na responsive,
34:27no,
34:27sa mga pangailangan ng kanilang constituency,
34:31how we,
34:31so yun,
34:32yun na nagbibigay sa akin ng,
34:34sort of cautious optimism,
34:38na meron naman,
34:39nag-a-advance naman,
34:41medyo mabaga lang talaga,
34:42pag minsan,
34:43sa kainip.
34:44Okay,
34:44para sa mga nakikinig sa atin,
34:46halimbawa,
34:46nasa gitna sila ng traffic,
34:48or they're in the middle of a workout in a gym,
34:51or tumatakbo sila na naka,
34:52naka earpods or headphone,
34:54ano,
34:55ano,
34:55anong masasuggest nyo na isang tangible,
34:59high impact shift in their lifestyle or behavior,
35:04that,
35:05that actually moves the needle,
35:08na maaring,
35:09not just to make them feel good,
35:10but actually help in,
35:12in solving this huge crisis.
35:17Well,
35:18I think,
35:19medyo nasabi ko na rin kanina,
35:21howe yung aking,
35:22ano,
35:22basic appeal sa ating mga kababayan,
35:25na yung,
35:25palagi ko na mabinabanggit ito,
35:27ito,
35:27yung maimbitahan din ako magsalita,
35:29yung wise use of resources lang,
35:31at the household,
35:32family,
35:32individual level,
35:33kasi lahat talaga konektado,
35:35sana yun yung makita ng mga kababayan natin,
35:37yung systems perspective,
35:39like yung water,
35:40saan ba nanggaling yan,
35:41groundwater,
35:42usually pinapump yan,
35:43dinidiseminate,
35:44kuryente ang ginagamit,
35:45kuryente,
35:46fossil fuel,
35:47fossil fuel,
35:48greenhouse gas emission,
35:49global warming,
35:51tapos ngayon nga,
35:51ito,
35:52meron tayong El Niño,
35:53kaya kailangan talaga mag-conserve tayo,
35:56ang wise use of our cars,
35:59aircon,
35:59yung mga kumukonsumo ng energy,
36:02fossil fuel din yan,
36:03of course,
36:04same story,
36:05greenhouse gas emissions,
36:07yung papel,
36:08pag tayo eh,
36:09hindi na kukonserve,
36:10at basta natin sinasayang yung papel,
36:12di ba galing puno yan,
36:13yung usapan natin sa nature-based,
36:16so mas maraming puno tayong puputulin,
36:18pagkain,
36:19kung wasteful tayo,
36:20again,
36:21fertilizer,
36:22fertilizer emits nitrous oxide,
36:25global warming din yun,
36:26food production needs water,
36:28lalo na yung rice,
36:30kung mapagsayang tayo ng rice,
36:32eh di,
36:32grabe,
36:32flooded yun,
36:34ang dami natin na kukonsume,
36:36and of course,
36:37waste,
36:37pag wala,
36:38sana,
36:39pwede mag-compost,
36:40pero kung di man,
36:40mag-reduce,
36:41re-use tayo,
36:42and recycle,
36:44kasi yung waste,
36:45pagpupunta sa landfill,
36:46methane emission naman,
36:47another powerful greenhouse gas,
36:49so yung gano'ng systems perspective
36:52na maging part of our lifestyle,
36:54na nagkukonserve tayo,
36:55o nagiging wise tayo,
36:57sa paggamit ng mga resources,
36:59that would be my main,
37:00one single sana message,
37:02na makuha ng ating mga tagapakilig.
37:05Okay,
37:07you've written about the potential of artificial intelligence,
37:12in accelerating climate action.
37:16Alala namin yung sinulat nyo ng 2024,
37:19two years ago,
37:20about how it can help improve predicting the effects of global warming,
37:29and then helping scientists analyze data,
37:34and also helping governments develop solutions.
37:38Now,
37:38this is back in 2024.
37:39It's now 2026.
37:41Yung article nyo nung 2024 was quite optimistic,
37:46about the potential benefits of artificial intelligence.
37:52Are you still optimistic,
37:54and have you seen any actual benefits from using AI
37:57in addressing this crisis,
38:00the global warming crisis?
38:04Just like any human,
38:06developed technology,
38:09parang no free lunch,
38:10palaging double-edged,
38:12palaging mayroong positive,
38:13palaging may negative yan,
38:15at ganoon din ang AI.
38:16So,
38:16hindi naman nakakataka na talagang pwede siyang ma-abuse,
38:20gaya nga nitong,
38:21well,
38:21nabalitaan natin,
38:23yung even AI itself,
38:24parang hacking into another website,
38:27and yung mga agents.
38:29all that.
38:30Diba?
38:30Parang meron siyang uncontrolled,
38:32well,
38:33of course,
38:34paglating naman sa field natin,
38:35sa science,
38:36sa climate change,
38:37I mean,
38:37and disaster risk management,
38:40malaki,
38:41I think,
38:41ang matutulong yan.
38:42For example,
38:43yung mga climate models kasi,
38:47napaka-intensive sa computing power.
38:50Kaya yung mga mayayamang bansa lang,
38:51ang talagang nakaka-develop nito,
38:53mga climate models,
38:54kasi global yan,
38:56and you need supercomputers.
38:57So,
38:58with AI,
38:59baka naman makahanap tayo ng paraan,
39:01para tayo,
39:02yung bansang kagaya natin,
39:03ay makagamit din,
39:04o mga models,
39:05na angkop sa atin.
39:07At it can be,
39:08kasi,
39:09bibilis,
39:10bibilis yung,
39:11ano,
39:11kung AI ang gagamitin natin.
39:13Pwede ba itong magamit?
39:14Meron na mga concrete example na,
39:16na-develop yung mga scientists,
39:18for example,
39:19yung isang group of scientists,
39:20sa ibang bansa ito,
39:21hindi pa sa atin,
39:22after a disaster,
39:24ginamit nila yung remote sensing,
39:25satellite,
39:26with AI,
39:27para quickly ma-identify,
39:29sino yung mga bahay
39:30na mas grabe ang damage?
39:32For example,
39:33after an earthquake,
39:34sino yung matihing din yung damage?
39:35Sino yung dapat i-prioritize?
39:37So,
39:38siguro yung gano'ng technology,
39:39pwede rin gamitin,
39:40after a typhoon.
39:41Kasi satellite naman yan,
39:42kagad makukuna ng picture,
39:44and through AI,
39:45wala man natin,
39:46ah,
39:46dito tayo,
39:47ito yung tulungan natin,
39:48itong barangay na to,
39:49itong community na to.
39:50And even,
39:51secondly,
39:51another example,
39:52may AI na powered model
39:55na na-develop,
39:56na yung forecast
39:57ng flooding at heat wave,
39:59mas, ano,
40:00mas timely,
40:01tsaka mas accurate,
40:02even yung,
40:03ano ba,
40:03yung baha coming from a river.
40:05So,
40:05well,
40:05so far kasi sa ibang bansa,
40:07ito palang na-develop,
40:09e sana yung mga scientists natin,
40:11gamitin na rin,
40:12ano,
40:12I'm sure ginagawa na ngayon yan,
40:14I've seen some efforts
40:15na may mga scientists na tayo
40:17na gumagamit na niyan,
40:18Howie.
40:19So, sana yun,
40:20matake advantage natin yung,
40:21yung power niya,
40:23for good,
40:23and not for,
40:24well,
40:24not for evil.
40:27Yeah,
40:28you know,
40:29when we were,
40:30refreshing ourselves
40:31on your background
40:32and your long resume,
40:34you know,
40:34what actually struck
40:36some of us was,
40:37you're both a,
40:39you know,
40:39respected scientist,
40:41and at the same time,
40:42a pastor,
40:43you're also a religious leader
40:45and you're even a board member
40:47for Christians in conservation
40:49and this is environmental conservation.
40:52That's interesting kasi,
40:53of course,
40:53we've known that,
40:54you know,
40:55there is this kind of natural tension
40:57between faith and science,
41:00di ba?
41:01Yeah.
41:01Because there's so much in faith
41:02that cannot be explained by science.
41:04At the same time,
41:06you know,
41:06there are a lot of scientists
41:07who feel that
41:09maybe,
41:10you know,
41:11we don't need
41:12so much faith anymore
41:13because we've,
41:14humans have answered
41:15a lot of questions already.
41:17However,
41:18you know,
41:19there's still many questions
41:20that have not been answered,
41:21but how do you,
41:22how do you bridge the gap
41:23between
41:25hard scientific
41:27data
41:27and then
41:28itong spiritual
41:29and moral
41:31frameworks,
41:32no,
41:32when talking to communities
41:34about
41:35creation care,
41:37care for the planet,
41:38you know,
41:38care for Mother Earth,
41:39you know?
41:40Well,
41:41actually,
41:41yung science,
41:43kung titignan natin
41:44yung scientific revolution,
41:47how we,
41:47alam naman natin
41:48nangyari yan,
41:49around the 17th century,
41:51yung tinatawag
41:52na scientific revolution,
41:54and ang nagsimulan nito
41:55actually
41:56were basically men,
41:58mainly men
41:58and later women
42:00of faith.
42:01Alas,
42:02nasa kumagayong cradle
42:03of the scientific revolution
42:04nangyari,
42:06like John Newton
42:07was a very devout Christian,
42:08of course,
42:09we have Copernicus,
42:10Galileo,
42:11of both sides,
42:12Roman Catholic,
42:13Protestant,
42:13pareho yan,
42:14ano?
42:14And most Nobel winners,
42:17for example,
42:17I think mga 60%
42:19or more,
42:19are actually three,
42:21yes,
42:21they believe in some
42:22God,
42:23and so,
42:24hindi ito contra,
42:26and for me naman,
42:27napaka perfect eh,
42:28kasi napunta ako
42:30sa environmental conservation,
42:32kahit nung pang high school ako,
42:33wala pa akong interest
42:34sa religion on now eh,
42:36talaga mahilig na ako
42:37sa ecology,
42:38ang paborito kong subject,
42:39high school pa lang ako.
42:40When I became a Christian,
42:41na-realize ko
42:42that there is a deeper,
42:44and I realize
42:44bakit yung mga scientists
42:45were men of faith as well,
42:47kasi science
42:48is based on order.
42:50There is a presumption
42:51o sabihin natin
42:52mga presupposition,
42:53and one presupposition
42:54of science
42:55is order.
42:56Otherwise,
42:57how can you predict things?
42:58Di ba?
42:58Ang science eh,
42:59repeated experimentation
43:01leading to a prediction.
43:02You can't do that
43:03kung wala kang presumption
43:05ng order.
43:06Pagdating naman
43:07sa environmental conservation,
43:08I think very powerful
43:10yung ano eh,
43:11sa,
43:11hindi lang sa atin,
43:12yung climate change
43:13as a whole,
43:14globally,
43:15they're recognizing
43:16na yung faith-based communities
43:19will do,
43:20have done a lot
43:21and will do a lot
43:22to help us
43:23navigate itong ating
43:26problema nga,
43:27sa climate change.
43:28And,
43:28you know,
43:30as a Christian,
43:31I believe that
43:32God created all things.
43:34So,
43:34andun yung order,
43:35and we are stewards
43:37of this creation.
43:39So,
43:39yun naman ang narrative,
43:40yun naman ang narrative
43:41ng Christianity,
43:42the Christian faith,
43:43creation,
43:44all redemption.
43:46Diba?
43:47So,
43:47ganun din.
43:48So,
43:48we're made in God's image,
43:49creation kasi,
43:50pero may fall.
43:51That's why we mismanage
43:53the planet,
43:53like global warming.
43:55So,
43:55for me,
43:55being a good steward
43:56is trying to address
43:58yung mga fallenness
43:59natin,
44:00kasama na yun,
44:00ano?
44:01Pero,
44:01made in God's image,
44:03meron tayong ability
44:04to address those problems
44:06din,
44:07kasi,
44:07binigay din sa atin
44:09yung ganung ability.
44:10And finally,
44:11there's hope.
44:12Kasi,
44:12gaya ng alam natin,
44:13may redemption.
44:14yung story ng,
44:15yung meta-narrative,
44:16from Genesis to Revelation,
44:18is from the garden
44:19to another garden,
44:21a city garden
44:21in Revelation.
44:23So,
44:23that gives me hope
44:24na yung ginagawa kong
44:25environmental conservation
44:26is just,
44:27in a way,
44:28a preview
44:29of a much better,
44:31perfect planet.
44:32So,
44:32for me,
44:33no dissonance,
44:35walang banggaan
44:36sa isip ko.
44:37There is actually
44:39convergence
44:39and,
44:40for sure,
44:41peace,
44:41you know?
44:42And even joy
44:43in discovery
44:44of science,
44:45how are we?
44:46Okay,
44:46I think that's a noble
44:48and hopeful
44:49note to end on,
44:51Doc,
44:52So,
44:52we want to thank you
44:53for sharing your
44:54scientific,
44:55but also common sense
44:57perspective.
