00:03Ukraine is set to channel up to 1 billion euros from its EU loan into a program designed to bring
00:08its defense industry closer to its European partners.
00:12It will focus on air and missile defense, drones, counter-drone systems and ammunition.
00:17The move would more than quadruple funding for the Ukraine support instrument, currently worth 300 million euros.
00:24The tool is meant to promote joint Ukrainian-European production through joint ventures and licensing arrangements.
00:31The EU is providing 90 billion euros to support its war efforts in 2026 and 2027.
00:38With Ukraine's financing needs mounting, Brussels recently agreed to bring forward some payments to help plug its budget shortfall.
00:47A separate track seeks to encourage member states to use the new round of unspent loans under the SAFE program
00:53to fund joint projects with the Ukrainian industry,
00:57though EU capitals cannot be forced to do so.
01:04EU Foreign Policy Chief Kaya Kalas has insisted the UK should first focus on collaborating with the EU on defense
01:12before developing relations in other areas.
01:14Kaya Kalas was speaking during a meeting with British Defense Secretary Wes Streeting as the two sides seek closer cooperation
01:23ahead of an EU-UK summit on November 20th.
01:26The discussions focused on Russia's continued aggression across Europe, including hybrid attacks and Europe's growing responsibility for providing military support
01:36to Ukraine.
01:36Both sides also addressed the future of Europe's defense industrial base.
01:42However, Streeting warned against the EU adopting a protectionist approach.
01:46I think what we need to be careful of avoiding is that that focus doesn't, which I think is healthy
01:53and necessary and in our shared interest as well as our national interest,
01:57doesn't spread into self-defeating protectionism.
02:01I think that's the danger we need to avoid because the stronger we are together, the more likely we are
02:07to deter Russia and other threats.
02:09His comments were directed in part at the bloc's proposed made-in-Europe industrial drive, which seeks to prioritize European
02:17manufacturers across important sectors, including defense.
02:21The UK is currently outside the initiative because it is no longer part of the EU's single market.
02:27London declined to join the EU's €150 billion security action for Europe defense loan scheme last year.
02:40Four U.S. citizens and one each from Canada, Japan, Argentina, Mexico, Tunisia and the Czech Republic were among the
02:4869 killed in last week's high-speed train collision in Spain, authorities said.
02:53Wednesday's disaster, one of Europe's deadliest rail accidents this century, has seen victims' relatives endure an agonizing weight as forensics
03:01teams identified the dead, sometimes from individual body parts.
03:05A legal body set up to handle the identification work, made up of police and forensics experts, announced in a
03:12statement late on Sunday the ten latest confirmed foreign victims.
03:16It had already announced the deaths of a French and Portuguese citizens as well as that of 54 Spaniards.
03:23Over the weekend, residents and local officials held a memorial mass to honor the victims and express solidarity with emergency
03:30workers and volunteers.
03:32The accident was Spain's second high-speed train collision this year and raised fresh questions about the country's rail safety
03:40after a crash in the southern region of Andalusia in January killed 46 people.
03:51Belgium's Prime Minister Barthes de Wafer was at the Royal Palace on Monday morning to offer his government's resignation to
03:57King Philippe following failed overnight budget talks.
04:00Following a meeting that lasted one and a half hours, the King announced he was considering the Prime Minister's resignation
04:06and will meet with other coalition parties on Tuesday before deciding whether to accept it.
04:11De Wafer's coalition has been locked in protracted coalition talks to agree a federal budget for next year, with the
04:19government seeking €10 billion in savings by 2029 to reduce the country's high deficit.
04:25The government's right-wing parties want to clamp down on public spending, while the centrists and socialists propose increasing taxes
04:33on higher incomes and a VAT hike.
04:36A similar budget impasse also occurred last year when De Wafer received a 50-day extension to reach an agreement.
04:44The latest government crisis takes place under pressure from trade unions, which have been mobilizing for months against austerity measures,
04:51while protests have brought tens of thousands of people into the streets.
05:02Dozens of supermarkets across Europe have reported issues with their freezers and refrigerators on Monday that were apparently caused by
05:10cyber attacks.
05:10Temperatures of fridges and freezers turned up overnight, spoiling hundreds of thousands of euros worth of food.
05:18Supermarkets were affected in Belgium, Estonia, Netherlands, Luxembourg, Ireland, as well as this supermarket in Sweden.
05:43The incidents followed a similar incident last month in which control of refrigeration systems across France was taken over remotely.
05:51The CEO of refrigeration installer, Sapko Bell, told Belgian media the incident happened when the unit's evaporators were switched to
05:59defrost mode.
06:00He added a software update alone is not enough to address the vulnerability, with physical modifications required instead.
06:13The constitutional crisis in Poland has reached a peak on Friday after Prime Minister Donald Tusk deployed police troops to
06:20the Constitutional Tribunal to defend his changes to the judiciary.
06:24This conflict highlights the tensions between Prime Minister Donald Tusk and ultra-conservative President Karol Nawrowski.
06:33The Polish Secretary of State and advisor to President Nawrowski criticized this police dispatch on Euronews.
06:40There is a crisis. Of course there is a dispute over that, but even the lawyers who are very close
06:48to the Liberal government say that there is absolutely no legal basis for such a behaviour of the government.
06:55Demonstrators have gathered outside Poland's constitutional tribunal in Warsaw following the suspension of its president.
07:02While Tusk's government claims it wants to reform the judiciary to strengthen its independence, the right and the far-right
07:09denounce a putsch and want the judges denominated in the past to remain in office.
07:14We believe that there shouldn't be any my, his or their judges. There should be legitimate legal judges, not Tusk's
07:22judges.
07:22He added that there is a need for any kind of a restart for this constitutional issue.
07:32US President Donald Trump round up his mid-term campaign efforts on Sunday, holding rallies in Iowa and Kansas.
07:40In both states, Republicans are facing strong competition from Democratic candidates.
07:46Speaking at his rally in Iowa, Trump lashed out at Michigan Democratic Senate candidate Abdul El-Sayed, whose national profile
07:54has been growing.
07:56That's another important election for us. We don't want to have a jihadist. We don't want to have a, can
08:02you imagine, we'll have to put him through metal detectors in order to seat.
08:06El-Sayed fired back that if he is to go through a metal detector, Trump should sit for a lie
08:12detector.
08:13Meanwhile, in Michigan, divisions surfaced within the Democratic Party, where Congresswoman Haley Stevens broke ranks by endorsing Republican candidate Mike
08:23Rogers.
08:24The endorsement triggered backlash among Democrats, while Trump welcomed Stevens' support and suggested her to join the Republican Party.
08:33Tuesday's mid-term elections are considered a referendum of Trump's second term in the White House.
08:38His approval ratings have fallen to a low point, amid growing public discontent over his domestic decisions, as well as
08:45economic fallout linked to his tariffs in the war in Iran.
08:51Afghanistan's Taliban government voiced concern on Monday over reported plans by Washington to deport scores of Afghan immigrants to Pakistan
09:01with the aim of their eventual return to their home country.
09:04A foreign ministry spokesperson said the concerns were over their lack of residency documents in Pakistan.
09:11They were an apparent reference to Pakistan's government earlier this year, ordering the arrest of Afghan citizens without visas as
09:19part of a years-long repatriation policy.
09:21According to U.S. media reports and an advocacy group, more than 150 Afghan nationals in the U.S. would
09:29be deported via Pakistan to Afghanistan.
09:33Among those reportedly said to be deported, however, are relatives of Afghans who assisted the U.S. military prior to
09:41its withdrawal from Kabul in 2021.
09:43Advocacy groups have warned that the forced return of former allies and their families could endanger their lives.
09:51Though the Taliban announced a general amnesty for such individuals, the U.N. has recorded reports of extrajudicial killings, detentions
09:59and abuses.
10:01The U.S. is reportedly unable to directly deport people to Afghanistan, leading to the arrangement to do so via
10:08Pakistan.
10:12Africa's latest Ebola outbreak has killed nearly 5,400 people, the vast majority of them in the Democratic Republic of
10:20Congo, DRC.
10:22According to the continent's top health agency, Africa CDC, the outbreak, which has spread to other countries on the continent,
10:30has killed more than 5,300 people in the DRC and two each in Kenya and Uganda.
10:37The outbreak, which began in the DRC in May, has infected more than 10,000 people with 50% fatality
10:45rate according to the country's latest data, making it the fastest-growing and most widespread Ebola epidemic on record.
10:55Neighboring Uganda recorded 20 cases, almost all involving people who had traveled from the DRC before being declared Ebola-free
11:05in August.
11:06The outbreak, caused by the rare Budimbugio virus, which has no approved vaccine or treatment, is transmitted through contact with
11:14bodily fluids and causes hemorrhagic fever.
11:18In recent weeks, clinical trials of the available vaccine, which has proved effective against the more common Zaya strain of
11:26Ebola, have begun.
