Delhi's air quality deteriorated sharply at the onset of Diwali week, with several monitoring stations recording severe pollution levels, including Wazirpur at 424 and Jahangirpuri at 417. The citywide average Air Quality Index breached the 300 mark, prompting authorities to consider invoking GRAP Stage 2 measures. Implementation of the winter action plan faced compliance challenges across commercial hubs like Connaught Place and Lajpat Nagar, despite restrictions on non-compliant BS6 vehicles entering from neighbouring NCR areas, bans on non-emergency construction, and fuel supply restrictions for vehicles lacking valid PUC certificates. Meanwhile, Gurugram announced anti-pollution curbs, including construction bans and a 50 percent work-from-home mandate for offices. The bulletin also covered Rahul Gandhi's open debate challenge to Prime Minister Narendra Modi over alleged foreign backing, Reliance Foundation's unveiling of the 100-acre Anant Ashray care township in Karjat, and the political fallout in Uttar Pradesh and Punjab following recent developments.

00:00Rahul Gandhi has responded to Prime Minister Modi now.
00:03Mr Modi, he says, and I quote him now,
00:06Stop lying to the nation.
00:07You became Prime Minister because of foreign help.
00:09You remain PM because of foreign help.
00:11Your financial system is fully controlled and supported by foreigners.
00:14Foreign social media fully backs you.
00:17I challenge you to an open debate about this.
00:19Any stage, any time, come if you have the guts.
00:23You won't dare because you are terrified of what I know about you.
00:27So that's the comment coming in from Rahul Gandhi,
00:33putting it out in an all-out attack at the Prime Minister,
00:36directly saying that he came to power because of foreign help.
00:40In fact, there is a response that has come in as well.
00:44Let's quickly listen in.

02:17All right, so that was a specific comment that the Prime Minister had made to which Rahul
02:23Gandhi has now responded to that speech where Prime Minister is alleging that there is a
02:27foreign hand saying that Congress is the one behind it without naming them of course
02:31and now the response from the Congress is coming with a very direct manner saying that
02:36Prime Minister Modi is actually backed and he became a Prime Minister because of foreign
02:40help and he will remain or he remains at the moment a Prime Minister because of foreign
02:44help as well. Rahul Gautam joins us for more details on the story. Rahul, interesting comment
02:51there. What exactly is Rahul Gandhi implying here?
02:57You know, this is not something which Rahul Gandhi is saying for the first time. Rahul Gandhi
03:03has been saying that the current ruling dispensation enjoys the pleasure of foreign government and
03:10in fact, in a very clear terms now he is saying that Prime Minister Modi was installed by foreign powers
03:18and he continues to remain seated because of foreign powers.
03:22In fact, he said that the foreign social media is also helping the current ruling dispensation. In fact, possibly for
03:30the first time, he has dared Prime Minister Modi to come in a debate and discuss all these allegations that
03:38Prime Minister Modi is leveling against Rahul Gandhi,
03:40all Congress parties or Congress parties saying some obstructive forces are trying to destabilize our country. Rahul Gandhi, you know,
03:48in a very terse manner you can say that, you know, you can come and we can have a discussion
03:55about this as to how, who is actually supporting who and how you, how the current ruling dispensation of the
04:01ruling party, BJP, is having support of a foreign power.
04:04So, and in fact, we all know that how he has been calling Prime Minister Modi a compromised Prime Minister,
04:11you know, somebody who's being compromised, you know, by Donald Trump and in fact, how the Indian interests are being,
04:20this is coming at the cost of Indian interests.
04:22This is something which he has been saying, but possibly for the first time, he is saying that, you know,
04:27let's have a debate on this.
04:29And in fact, we also, the very last line that this tweet says that I know, you know, something about
04:34you which can actually damage, you know, PM Modi.
04:38Rahul Gautam, they're talking about that entire comment that has come in from Rahul Gandhi in response to Prime Minister's
04:45comments earlier.
04:45So, who's being funded by foreign powers, the BJP says it's the Congress, the Congress says it's the BJP.
04:52At the moment, Rahul Gandhi has invited Prime Minister for a debate, a one-on-one debate, specifically on this
04:59matter.
05:03All right, Diwali week has barely begun and Delhi is already gasping for its breath.
05:08The pollution nightmare is back.
05:11And just look at the numbers.
05:12Let's start with Vazirpur today, which recorded an AQI of 424.
05:17Jahangir Puli followed with about 417, while Vivek Vihar stands at 415.
05:23Punjabi Park not very far behind, 398.
05:25Rohini is 397.
05:27Mundka is about 376.
05:29Even ITO at 349.
05:32Now, these are not isolated pockets.
05:34From industrial areas to residential neighbourhoods, from busy city centres, toxic air is now spreading across.
05:42The national capital.
05:43And remember, Diwali is still ahead.
05:47Crackers are still ahead.
05:49Every year, Delhi finds itself trapped in the same cycle.
05:52Pollution rises, restrictions are announced, firecrackers bans are debated.
05:56And emergency measures come into focus.
05:59And yet, we land at these numbers again.
06:02And yet, again, eight years of our lives are going to be stripped.
06:08Yet, again.
06:13And talking about emergency measures, the capital's new pollution action plan began yesterday.
06:18And today marks the second day of the implementation.
06:20The first working day, in fact, the first Monday of that winter action plan,
06:24which will remain into force until the 28th of February.
06:28Now, what exactly is it?
06:29Comes at this point, it comes at a particularly sensitive time.
06:33Diwali week has begun.
06:34Festive shopping is underway.
06:35And traffic movement across the capital is expected to remain heavy.
06:39First, let's talk about restrictions.
06:41No PUC, no fuel rule.
06:43Delhi, without any vehicle in Delhi, without a valid pollution under control certificate,
06:48will not be allowed to refuel, will not be given any fuel by any of the fuel stations.
06:53Second, no BS6 vehicles.
06:56And this is a big one.
06:57No BS6 vehicles coming from outside Delhi face restrictions on entering the capital.
07:02This is particularly important during the festive rush.
07:05Remember, when people from neighbouring NCR cities, from Noida, from Ghaziabad, from Merat,
07:10from other places on the other side of the Haryana border, from Gurgaon and the rest of them,
07:14and Faridabad are trying to get inside as well.
07:17NCR cities travelling and, you know, vehicles from there travelling to Delhi for shopping and other activities.
07:24If they are BS6, they will be restricted.
07:27There are strengthen checks happening at the border.
07:30Third, construction dust comes under sharp surveillance.
07:33AI-enabled cameras have been deployed and are monitoring construction sites
07:38to identify dust-related violations and strengthen enforcement.
07:43And fourth, the government is emphasising on 50% work-from-home arrangements
07:46for reduced daily commuter traffic and ease of pressure on Delhi's roads.
07:50And finally, there is a push towards public transport as well.
07:54But the real test is not just in what this scheme actually says.
07:59The real test is on what is actually implemented.
08:02Ask yourself, look around, has your office really gone for 50% work-from-home?
08:07Ask yourself, are people, those with BS6 vehicles, are still on the road?
08:12Ask yourself, has this really deterred people from coming out and, you know, using their cars?
08:17With festive shopping, office commutes, interstate travel adding to the road congestion.
08:22How effective really are these implementations?
08:25Are these restrictions really?
08:26From fuel stations to Delhi's entry points, construction sites to corporate offices.
08:30Multiple agencies will have to work together.
08:33But is this really happening at the moment?
08:35The plan is in motion.
08:37It is day two.
08:38Now Delhi will be watching for results.
08:41Can these measures make a difference to the capital's worsening air quality this winter?
08:45Or will it be another plan on paper?
08:56In fact, we are now getting updates with the levels going above 300 and 400 as well in certain places.
09:02The CAQM will be imposing GRAP 2 in Delhi NCR.
09:07The AQI has breached 300 as an average of Delhi.
09:11And that means that's the body, CAQM, which met today, is taking a decision on whether or not to impose
09:18GRAP 2.
09:19And orders will be issued shortly, we are told.
09:23Let's take that question quickly and cut across to our reporters.
09:26Anmol Bali joins us from Karnat Place.
09:28Shivani Sharma, live from Lajpatnagar.
09:31Both places busy in this festive season.
09:34And we'll be seeing a lot of crowds as well.
09:37So let me begin with Shivani there.
09:39Shivani, talk to me a little bit about the enforcement of BS6 vehicle restriction on the ground.
09:46What exactly are you seeing?
09:47Are the number plates and the car models telling you a story?
09:50And how exactly is the festive spirit and the mood of Delhiites in light of these?
10:00So let's see, this is Diwali week.
10:02And every year when the Diwali week approaches, we also tackle with the pollution levels getting higher.
10:08And now, even as we speak, the GRAP 2 will be imposed on the national capital.
10:13When we talk about the GRAP 2, the enforcements will be stricter.
10:17The measures will be higher.
10:19And you see, this is Lajpatnagar market, one of the busiest market that's bustling just before Diwali.
10:26We saw that there were a number of cars while coming to this place, Sonal.
10:30We were expecting that there would be a lesser crowd today.
10:33But no, we saw the roads jammed with vehicles.
10:37And all sorts of vehicles have been there on the ground.
10:40There have been enforcement claims.
10:41But no such impact is visible here in the national capital.
10:47We see a lot of people here who are traveling here for shopping.
10:51There are people who are using metros and other public transport.
10:55But we see a lot of cars also on ground.
10:58And when we talk about the BS6 vehicles, non-BS6 vehicles are not permitted inside Delhi,
11:06which are not registered in Delhi.
11:08There are many more measures that will be enforced.
11:11The construction work, other than the emergency work, will not be allowed.
11:14There will be no coal usage to handle this situation here.
11:19But you see that every year we talk about these figures going up.
11:23300 is the limit when the GRAB2 is enforced.
11:27And GRAB2 has come into being.
11:29So at multiple places, even today, Sonal, we saw that the air quality index was higher than 400.
11:35You see, this is the market area.
11:37We do not see any lesser crowd today, even after the enforcements have been brought in,
11:43the measures that have been brought in.
11:45We saw a lot of vehicles on roads.
11:47There were checking points.
11:49There are rules that the fuel will be given only after the PUC is checked.
11:53But still, we need to see whether this is enforced properly as we speak every time when the pollution levels
12:00go up.
12:01So, the valley, the crowd and this impact and the AQI, all is going hand in hand.
12:08The claims from the government are there that the enforcements are going on.
12:12But there is no visible effect or impact on the ground.
12:15The vehicles are on the roads, as usual.
12:19And you see, this is a marketplace where people are there for shopping.
12:24And if I try and speak to some people,
12:28Ma'am, pollution is happening in Delhi.
12:30Do you think the winter action plan has been made?
12:33Is there any impact on you?
12:35To be very honest, I am not very much aware of the plan.
12:39But I think there might be the things.
12:43And do you see any impact on the Diwali shopping or on the roads when you were moving?
12:48No, I think the crowd is still the same.
12:51And in fact, the shopping and the market and everything is still going the same.
12:54Because I can see, you know, there is a lot of people and a lot of, you know, crowd in
12:59the market.
12:59So, people are still shopping and coming.
13:02Are you worried about the pollution levels?
13:03Yes, definitely, definitely.
13:05In fact, I myself have the dust allergy.
13:08So, I am currently facing a lot of challenges and issues.
13:10So, I do scare it a lot that, you know, if the pollution increases, in fact, after Diwali,
13:17because that effect will be increased a lot, right?
13:20Thank you so much for sharing your experience.
13:22So, Sonal, there are a lot of people on ground who fear that if this pollution level goes up,
13:28what will happen, how they will deal with it.
13:30But as the viewer told us that there is no change on ground.
13:35And that's what we have been seeing, that the people are out.
13:38They have to do their Diwali shopping.
13:40The measures have been imposed.
13:42But we have to see again that how strictly they are enforced and what happens to the pollution levels
13:48after the grab too is also into, it has been imposed.
13:53All right, details over there.
13:55Shivani actually telling us, interesting how one of those bystanders didn't even know
13:59what the winter action plan is, leave alone following it.
14:02So, that gives you a clear picture of what really is happening on the ground.
14:06Before I move on, let's also quickly take you through the updates coming in from Guru Gram now.
14:16Guru Gram has imposed strict pollution curves from November 5th to 28th.
14:20Construction and demolition has been banned.
14:2250% work from home for government and private offices has been imposed
14:26with the aim of reducing vehicular traffic and pollution on the roads.
14:29An administration has mandated that only 50% of the workforce will be present in government
14:34and private offices over there.
14:36All right, so that's the big update coming in from Guru Gram.
14:42Just to sort of take you through that story, Guru Gram does not apply.
14:46When you say grab measures are imposed, it's only in Delhi.
14:50NCR always does not follow in its ambit.
14:53Anmol Bali now joins us for more details on that story.
14:57Anmol, 50% work from home for Guru Gram.
15:01Does that mean that there could be a bit of a relief when it comes to the traffic?
15:07And a lot of people go, you know, work in Guru Gram, stay in Noida or Delhi.
15:12That could have a visible impact.
15:14But I also understand that you are currently in Cannot Place.
15:18It looks beautiful and festive.
15:20It breaks my heart to be asking you questions on pollution at the moment.
15:23But take me through, how exactly are people responding at the moment?
15:27Are they even aware of the winter action plan?
15:35Anmol, as you know, after National Capital Delhi, now Guru Gram has also imposed a ban on the construction and
15:40demolition activity.
15:41And 50% of the employees will be asked to work from home to reduce the vehicular pollution, vehicular movement
15:48on the roads.
15:48Because Guru Gram is one of the major IT hub of the Delhi NCR.
15:52And currently I am here at Delhi's Cannot Place where I will show you the festive season.
15:56The streets are bustling with the people.
15:57Those who have come from the various corners of the National Capital, even from the other states for their festive
16:02shopping.
16:03But I am here joined by two of the shoppers who were here in the National Capital.
16:07As the main market cannot place.
16:09So sir, you are here for shopping.
16:11You are here for shopping.
16:12But in Delhi, you are seeing that the non-compliant cars are closed in Delhi.
16:18And you will not be able to give oil in Delhi.
16:50आपको इनके बारे में पता था?
16:51I am also joined by one of the locals from the Knot place.
16:59So what difference do you think, sir?
17:00First of all, the restrictions have been put in November.
17:04What are the restrictions in Delhi?
17:07Basically, everything is planned.
17:11Water sprinklers are going to be put in new air purifiers.
17:15We have put in new air purifiers in Delhi.
17:19There is also a grab.
17:21There is also a van on construction.
17:23There are many things that the Delhi government is doing well.
17:27But the production is showing up now?
17:29Yes, it will be done.
17:30The government is doing well.
17:34The Delhi government is doing well.
17:35At this time, there is no loss.
17:38The work from home is done.
17:40Everything is fine.
17:42But eventually, the shopper is in the market.
17:45So clearly, it was one of the locals who joined me from the Knot place who has a shop here.
17:50He clearly said the shoppers are coming to the Knot place.
17:53But still, we are also seeing that Equai has breathed the 300 mark.
17:56And soon, we will be seeing that grab two will be implemented in the national capital.
18:00Already, we have seen that winter action plan has been implemented by the Delhi government
18:04because demolition construction activities have been banned.
18:06And even no fuel will be given to the vehicles with no PUC.
18:10But still, we are seeing that pollution is increasing.
18:12But on the other hand, the markets are bustling amid this festive season.
18:15Sooner.
18:16All right.
18:17Great plan.
18:18Question mark on the implementation.
18:20That's what I'm taking away from both what Shivani and Anmol are showing us on the streets of the national
18:25capital.
18:26A on the question of awareness and B on the question of implementation.
18:30Both places, this entire plan seems to be lacking at the moment.
18:34Thank you both for joining us and giving us a perspective on how this is actually working on the ground.
18:40But there are more updates on this story.
18:43Today, Delhi woke up to its worst air since February.
18:47AQI above 300.
18:49On an average, that is, it was much worse in other places.
18:51And the first very poor reading of the season.
18:55Jangir Puri touched 417.
18:57But just for perspective, last Friday after the rain, the same city was just 60.
19:04And today, the same day, our pollution figures have hit the poor levels.
19:10Supreme Court has said the Delhi NCR can burst crackers this Diwali.
19:15Green crackers only, they said.
19:18November 7th and November 8th, 6 to 7 in the morning and 8 to 10 at night.
19:23Nothing within 300 meters of the hospital, a nursing home, a health center, an old age home, a school or
19:29a silent zone.
19:30On November 9th, the ban comes back, remember.
19:34Four days ago, Supreme Court had asked the center and Delhi what they actually did after last year's permission.
19:40And let me quote the judge's words to you.
19:43It said that without enforcement, these orders become a mere mockery.
19:48Four days later, the permission has been granted again.
19:51And look at how we really got here.
19:54Because for 10 years now, Delhi has been banning and unbanning, banning and unbanning,
19:59giving permission to crackers and then green crackers,
20:02then banning it again and then going back to green crackers all at the same time.
20:07So over the next few minutes, let's look at the timeline of what exactly Delhi has done when it comes
20:13to crackers.
20:14We'll start with 2015.
20:15In 2015, three small children went to the Supreme Court in a petition led by a child named Arjun Gopal.
20:22They asked for a ban on firecrackers.
20:252016, Diwali AQI was again 4.31.
20:29Next day, 4.45, November 11th, the court suspended firecracker sale licenses across Delhi and CR.
20:382017, in September, the court lifted that order and called for a complete ban, an extreme step.
20:46Then 10 days later, for Diwali, it brings the sale ban back.
20:53Let's see one Diwali without crackers, it says, but only selling is stopped.
20:58If you already have the crackers, you can continue to burn them.
21:02That was an order back in 2017.
21:05What were the figures then?
21:06Diwali, it was 3.19.
21:08The next day after Diwali, it was 403.
21:112018, now this is a big year.
21:12October 23rd, no total ban, says the court, bursting from 8 to 10 at night.
21:19Only low emission green crackers.
21:22Barium salts out one small problem.
21:24Pollution board officials and traders said green crackers weren't even in the market yet.
21:30That year, when they allowed green crackers for the first time, on the day of Diwali, AQI was 281.
21:36The next day, it jumped to 3.19.
21:392019, the government science labs roll out green crackers.
21:43Limited use in Delhi, it said.
21:45Police on Grout struggled to tell them apart from the regular ones.
21:50Many still struggling.
21:532020 was COVID year, of course.
21:55Delhi banned all crackers from November 7th.
21:57The National Green Tribunal banned them across NCR from November 9th, green crackers included.
22:03And that made, you know, difference a little bit at least.
22:092021, complete ban in Delhi till the 1st of January.
22:132022, a ban came back again.
22:16A plea reached the Supreme Court.
22:18The court said, let people breathe fresh air and spend your money on sweets instead.
22:24In 2023, third straight year of the Delhi ban on the day of Diwali 2018 was the AQI.
22:32The best in eight years after rain, you know, days earlier.
22:38Next day, as crackers flew anyway, despite that ban, we almost touched again about 360 over there.
22:462024, there was a ban back again.
22:48Diwali day, 328.
22:50Supreme Court says the ban was hardly implemented and then it pushed the same ban across the whole NCR.
22:562025, this is where it gets dizzying.
23:00On the 3rd of April, a two-judge bench bans the crackers all year round across NCR, refuses to exempt
23:07what is so-called green crackers.
23:11Come back, it says, when their pollution is down to the bare minimum.
23:15October 15th, a different bench relaxes it for Diwali.
23:19The reasoning?
23:20The ban hasn't stopped bursting and the smuggled conventional crackers do more damage than green ones.
23:26An honest word on those numbers really is that ban years and permission years both go up and down because
23:33wind and rain move the air too.
23:36The court itself recorded the AQI between 2018 and 2024 was not very different.
23:41Covid aside, of course, that was a different year.
23:43And crackers are not the biggest source, remember, of Delhi's winter pollution.
23:47Vehicles, dust, stubble do most of the work.
23:49Crackers land on top of it.
23:52All at once.
23:53We saw what happened with the Shehra in 2026.
23:56So what's the conclusion here?
23:5810 years in, we still can't say what a ban really does or what a permission really does.
24:04Because neither has properly been enforced and then properly measured.
24:09Even at the time when the courts have banned, there have been ample bursting of crackers.
24:15Even when they said only green crackers, they were enough and more which were not green being burst.
24:20The implementation is the biggest question.
24:22Now we're trying it again.
24:25Let's see if that works.
24:35All right, leave India notice actor Imran Khan has tendered unconditional apology,
24:41giving undertaking to the Bombay High Court that he would not take part in any protest.
24:45Imran Khan, remember, a US citizen was told to leave India.
24:48And then there was a pause on that order.
24:51Imran Khan had participated in an anti-CEC protest that led to that order of him to leave India.
24:57And now we understand that he has given an unconditional apology,
25:00also giving an undertaking to the Bombay High Court that he would not take part in any protest.
25:05So looks like relief for Imran Khan and he can indeed stay in India for now,
25:11as long as the undertaking says he does not participate in any protest.

27:33Bureau Report, India Today.
27:38Alright, the battle for Uttar Pradesh is heating up with the BJP building its booth machinery, mobilizing its top brass
27:44and taking the flight to the ground.
27:46The BJP has rolled out a mega campaign strategy and this time the party is not banking on big rallies
27:51alone.
27:51It is planning a massive multi-led campaign to reach every region, every community and every polling booth.
27:56The party's November-December blueprint has one clear objective, to strengthen its ground network and build a stronger connect with
28:03the voters.
28:04And leading the charge are Prime Minister Narendra Modi and Home Minister Amit Shah.
28:08Prime Minister Modi will build momentum through major regional rallies while Amit Shah will oversee the strengthening of the organization
28:14at the district level.
28:15As part of BJP's plan now, weak polling booths will be identified and targeted.
28:21Local organizational units will be strengthened and the party will focus on grassroot mobilization to ensure that its campaign reaches
28:28the last mile.
28:29The BJP has also planned a dedicated outreach amongst youth, backward classes and the Dalit communities.
28:34First time voters are also on the party's radar.
28:37So, the BJP wants to take its election campaign beyond the stage and deep into the streets, communities and the
28:42polling booths of Uttar Pradesh.
28:43The big question now is, will this micro-level strategy translate into a macro-level electoral advantage?

29:08He accused the SP regime of pushing U.P. into darkness, alleging widespread destruction, hunger and unemployment during the SP
29:16rule.

29:22Rambi Lamaidan yesterday.
29:23Now, Akhilesh said the BJP will be defeated in the state, adding that those who came via U.P. will
