Is Nvidia's grip on AI chips loosening? Over October 27 and 28, 2026, OpenAI reportedly made plans to buy Google's TPU chips, and Oracle put Google's TPUs, Cerebras systems and Nvidia's newest hardware side by side in its cloud. Here is what was actually announced, why it matters, and what it could mean for businesses in India that pay for AI through APIs.
What happened:
• On October 27, The Information reported, citing a person familiar with the matter, that OpenAI plans to buy Google's AI chips (Tensor Processing Units, or TPUs). Reuters carried the report and said it did not include financial terms or other details; OpenAI declined to comment to Reuters and Google did not immediately respond. Treat it as a reported plan, not a signed deal.
• Reuters notes OpenAI is one of the largest buyers of Nvidia's GPUs, that Reuters reported in June 2025 that OpenAI had begun renting Google's chips, and that Google began selling TPUs directly to some customers this year.
• At Oracle AI World in Las Vegas on October 27, Oracle announced a collaboration bringing OpenAI's ChatGPT and Codex into its applications: Oracle AI Workspace, Oracle App Composer and Oracle AI Security Mesh, plus an Oracle AI SMB Bundle that is free to start with $12,000 a year in Oracle cloud credits (terms and restrictions apply), per Oracle and Quartz.
• Oracle and Google said Google's TPUs will be available on Oracle Cloud Infrastructure in calendar year 2027, ramping over several years; the companies, Quartz and CNBC say it is the first time TPUs will be offered on a hyperscale cloud outside Google.
• Oracle and Nvidia said Vera Rubin NVL72 systems and Vera CPUs are generally available on OCI, with plans to expand to multi-gigawatt scale. Oracle says OpenAI trained and served GPT-6 Astra on an OCI supercluster with more than 100,000 Nvidia Blackwell GPUs in Abilene, Texas.
• Cerebras inference is planned for OCI in 2027. CNBC reports Cerebras called the deal material but will not disclose its size during a quiet period, and that OpenAI's Jalapeño chip will also run on OCI.
• Oracle's cloud president Mahesh Thiagarajan told CNBC this is not a pivot away from Nvidia, calling its chips "the best, most fungible." CNBC reported Cerebras shares rose about 8% and Oracle nearly 5% on October 27. This is not stock advice.
