00:05this Sunday millions of Brazilians vote in a runoff election that will decide the country's
00:09political future the contest beats incumbent president Lula da Silva against far-right
00:13candidate Flavio Bolsonaro we're on meters in Sao Paulo with more details about this
00:17situation in South America's largest country welcome back to from the south what can you tell
00:22us well it's been raining off and on all day long in Sao Paulo state which is home to around
00:3120% of
00:33the population of Brazil but it doesn't look at least from where I'm standing it doesn't look
00:37like it's affecting voter turnout voter turnout appears to be even higher than it was during
00:42the first round and now 31 million people didn't go out to the polls on October 4th the strategy
00:50being used by the workers party has been to focus on convincing people who didn't vote in the first
00:55round to cast their vote for Lula in the second round because they've gauged that it would be
01:00easier to do that than to try to convince people to change their minds about the person they voted
01:05for on October 4th Lula himself voted around 9 30 this morning in San Bernardo Campo it's an
01:13industrial satellite city of Sao Paulo where he grew up and spent most of his political career
01:19Flavio Bolsonaro voted in Baja da Tijuca so we're looking at only about three and a half hours now
01:27until the end of voting and it's the tension is growing I've heard people yelling supporters of the
01:35rival candidates yelling at each other on the streets I've heard a lot of complaining people seem
01:41to be projecting vastly different ideas about what Brazil is and what they want for Brazil's future we
01:48should find out the final results by around 9 p.m. that was the time when they finish counting on
01:56October
01:564th so from here on out the tension is rising all eyes are on Brazil to see who gets elected
02:05and what
02:06those repercussions will be for the future of Brazil and Latin America as a whole Brian what are the main
02:12topics on the head of the voters that are going to the polls right now in Brazil well one of
02:19the main
02:19issues is sovereignty Flavio Bolsonaro supports the idea of a very close relationship with the Trump
02:26administration which is the least popular presidential administration in recent history in the United States
02:32he's promised for example to turn over control of his transition team if he gets elected to the United States
02:41government that's an unprecedented move and he's also pledged to restrict access to Brazil's rare earth
02:49minerals to strictly US companies and this was a demand that the Trump administration was making of Lula last
02:57year so we know that the US government supports one side the Lula administration Lula himself support an idea of
03:07non-attachment on the international stage they have nothing against doing business with the United States
03:12but they like to be able to do business with whoever is the highest bidder for the for the products
03:18that
03:18Brazil the commodities of Brazil exports around the world so these are vastly different ideas about the
03:24question of sovereignty and another issue is education Flavio Bolsonaro has pledged to remove the public
03:30university system from the jurisdiction of the National Education Ministry which would cut it off from billions
03:37of reais a year in guaranteed income tax allotments that are written into the 1988 Constitution and said he
03:45wants to transfer to the Ministry of Science and Technology many fear that this is a backdoor this will be
03:50a
03:50backdoor attempt to try and privatize the national university system and start charging for tuition and for the
03:58updated information coming from Brazil we'll stay in touch of course to know more what is happening in this important
04:03electoral day
