00:41Financial forensic analyst Alexander Cabrera tells the impeachment court Vice President Sara Duterte's undeclared wealth tops 800 million pesos.
00:50Cabrera says based on his review of voluminous financial records of Duterte and her husband, Man Scarpio,
00:56the couple has around 817 million pesos in undisclosed assets and income from 2022 to 2025.
01:04The amount covers their undisclosed personal cash based on discrepancies between their audited financial statements
01:10and declarations in the Vice President's statements of assets, liabilities, and net worth.
01:15This also includes other undeclared personal and real properties and undeclared income of their companies
01:20based on mismatch between income tax returns and bank inflows.
01:33Cabrera explains Carpio's financial records were included in the analysis
01:37because they have absolute community of property as a married couple.
01:41The forensic report he produced also flags other behaviors in Duterte's financial records which he found suspicious,
01:47such as single large credit card purchases such as over 205,000 pesos for Ginza Inakaya
01:53and over 111,000 pesos for Don Quixote in Japan,
01:5717 insurance policies not declared by the Vice President in her sal-en,
02:01and a variation of check kiting.
02:03This variation refers to the act of moving funds in and out of an account through manager's checks
02:08so the amounts won't be included in year-end reports.
02:20This overconcerns that private information of some Bureau of Internal Revenue personnel are shown live.
02:26The move comes after BIR Chief of Staff Anne Lorraine Garcia Marquez raises concerns
02:31when the defense displayed a confidential letter of authority issued to Duterte's husband, Mance Carpio.
02:37Duterte consented to the presentation, but the witness says the document shows the names of revenue officers.

03:15House Prosecutor Keith Flores confirms the prosecution will no longer present its bribery case
03:20against Vice President Sara Duterte to expedite her trial.
03:24Flores says the prosecution had informed the impeachment court about its decision in a filing on Tuesday, October 6.
03:30The decision to not proceed with the bribery had nothing to do with the strength of the case.
03:37Ang amin dito is we're conscious about the timetable that the prosecution set for us to prosecute the entire articles
03:46of impeachment.
03:48And kaso, hindi na siya kasya or pasok doon sa timetable that we set ourselves, to ourselves also.
03:55This means the prosecution will end its presentation of evidence with its case on her alleged unexplained wealth.
04:01The prosecution initially requested eight trial dates to present its bribery case and listed four potential witnesses.
04:08During the House Good Government Committee inquiry in 2024,
04:11then-Dep-Ed Special Disbursing Officer Edward Fajardo claimed,
04:14then-Education Chief Sara Duterte ordered him to send cash to school superintendents via their bank accounts.
04:22Vice President Sara Duterte's husband, Mance Carpio, describes himself as collateral damage as the couple's finances came under scrutiny.
04:30Speaking at a one-bukidnon-for-Sara-Duterte movement event in Valencia City,
04:34Carpio says he is being targeted and treated unfairly amid the impeachment proceedings against his wife.
04:40He says,
04:41Government resources were being used. It's as if I'm the one who was impeached.
04:45Carpio adds he is praying that the situation would pass.
04:48Meantime, House prosecutors say Carpio's inclusion in the impeachment trial was not personal,
04:54but stemmed from his marriage to Duterte.
04:56He's just being, uh, ma-mention lang siya because he's the husband of the Vice President.
05:02And alam naman natin na in the salens, we're required to declare yung ano yung assets natin,
05:08both as the declarant, as the person holding the position, and the spouse.
05:14It's not personal, it's conjugal.
05:17The International Criminal Court clears a way for Rodrigo Duterte's trial in November,
05:22ruling that the former Philippine president is fit to stand trial.
05:26The ICC Trial Chamber 3 says,
05:28The expert panel's reports were sufficient to determine Duterte's ability to participate in the trial.
05:33Just last January, the ICC pre-trial chamber that handled the confirmation of charges
05:38found that the former president was able to stand trial.
05:41Duterte's lawyer claims he has significant memory problems that affect his ability to retain new information
05:47and recall memories.
05:49The chamber acknowledged the expert's findings of cognitive impairment,
05:52but says it is mild and still at an early stage.
05:56Duterte faces three counts of crimes against humanity before the ICC
06:00due to the alleged killings of the Davao Death Squad and his war on drugs when he was president.
