00:00And now we go live to Spain as the Prime Minister Pedro Sánchez is offering statements.
00:50And we are going to make it, I insist, without interest. For the first time, we will facilitate the access
00:59to rent housing and the first buying of house.
01:03Secondly, the decrees we have approved today, we are going to serve to create more offers, more housing offers. In
01:12concrete, 280 million euros to upgrade the construction of housing, the industry of housing will allow us to elevate the
01:26offers in a short period.
01:33Besides those 280 million euros, there will be another to help those housing providers. And other measures that we can
01:48highlight is that the article 47 to the housing, 47 house will acquire thousands of
02:03buildings that will be the buildings that will be destined to the housing and therefore among those housing for the
02:10middle class and the workers and the youth that need that need this help.
02:19Therefore, we are talking about a second goal that is among the offer of 240 million euros and 400 million
02:31euros for the construction of housing, affordable housing, and also the transfer of this building property of the Social Security
02:41to the Public Enterprise Housing 47.
02:47And then, to the families that have less income and less opportunity to have a rental house. And third, the
03:02decrease will serve to give tranquility and stability to the people.
03:07What we do is to allow for two years that those who are in the current payment, we are conscious
03:23that the other level we are opening a debate that is the around the side of the contract.
03:32We are also conscious that there is not a parliament majority to complement this. And the other hand, that this
03:46putting in place of this decree will be permanent.
03:54So, what we wanted to say about this is that these two royal decrees and one of them will be
04:02in place after the Senate will be approved. We hope that the two decrees will be approved.
04:09And in any case, we will work in order that that that will be accomplished. So, in other words, we
04:16have to make a prorogative for two years for those who have a rental house.
04:30I think that this is an important aspect that there will be tranquility and stability to those little landlords that,
04:41in order to solve the crisis of housing.
04:43And other than that, we have the vulnerable people to protect them in order to that effort not to rely
04:55on other people.
04:58So, this royal decrees will help to combat speculation and regulate the rent, seasonal rental, and avoid the buying of
05:17houses by that kind of voucher funds.
05:30And I will serve to oblige those touristy buildings to tribute as they are as a business.
05:49So, this is, I think, measures of common sense that will give tranquility and stability not only for the owners,
06:04but also for those who rent those houses.
06:13And there are a lot of speculation in this market and that demands are profound and solved by the public
06:25services.
06:25So, that's why I ask to the parliament groups that, with their vote, they consolidate this decrease.
06:34Because I insist that we are not talking about an ideological question, but an ideological, a humanistic question.
06:42A humanistic question.
06:44And all these years of government, we have to face several crisis, like the energetic crisis, and we intervened.
06:54And we made it to reduce the electricity bill.
07:03So, why we are not able to intervene in a market that clearly is way beyond the laws of the
07:15offers and demands of the market.
07:18So, it's imperative to intervene in the housing market.
07:23And as we are doing, ministers, this government does not leave the people on the street.
07:33And we don't give up, we are not going to allow any eviction, any eviction similar to what happened to
07:42Maricarmen.
07:45Ni, no, without, in the remaining legislators, and not in the next one.
07:53We hope that the citizens give us a majority in order to help us intervene in the housing market.
08:05We also would like to say that these measures, alone, they are not going to solve the housing problem.
08:14So, we need to address this market with a much more stronger way.
08:24And we need to continue building more affordable housing.
08:33This is a problem that is not only, that doesn't belong only to Spain.
08:39We also share this with other countries.
08:42Because they are growing exponentially.
08:46The housing problem is growing exponentially in other countries.
08:50And Spain is compromising with the European Union to build a department,
08:59to fund a department related with the housing.
09:05And we need also an answer for Europe for a crisis that is Europe.
09:22And therefore, act once and for all, and the government of Spain cannot give up and leave people without protection.
09:31And that's what I say, we have done throughout this year, everything that is in our hands.
09:36And that's what we are doing.
09:38The council of ministers is what we are trying to do.
09:43We understand the indignation for the part of the people of these measures didn't come forward.
09:54Behind it, there are many months, many hours, and different point of view in order to move forward.
10:09And sadly, it didn't come out as expected.
10:15So, there is a lot of citizens, Spanish citizens, waiting for a solution.
10:30Not the thousands of protesters in the streets this last weekend.
10:35I am referring to millions of citizens that they spread from the public institutions.
10:44And it is the courage to make, to stand in front of the institutions.
10:52And that is the defense of the interests of the people.
10:56I think that this government has always been conscious of not generating a minority, parliamentary minority.
11:13All the parliamentary groups that they all have, and trying to reach agreements.
11:21And there is the economic results.
11:26We have managed to move forward 33 laws and 43 royal decrees in this legislature.
11:38In total, there have been 78 legislature initiatives in these years.
11:46We wish that not only 78, but 80 with these two of the housing measures.
11:58But when the Congress gives their back to those who are on the streets,
12:10It has never been our style to look to the other way.
12:15We are never going to do that.
12:17And we are not going to do it this time either.
12:20Many times I have heard say that this is the government of the people.
12:25And I can affirm it today.
12:32And these are the statements of the Spanish Prime Minister, Pedro Sánchez.
12:42Once again, talking about the housing decrees that were debated last week and didn't approve.
12:52So he was talking about the hope that these decrees will be approved next because they are on debate.
13:00And we were seeing that Spanish Prime Minister talking about this and trying to give a solution to the housing
13:10problem,
13:10the housing crisis crisis that Spain was and is experiencing after the eviction of Marie Carmen,
13:20the 78 woman, almost 80 years, that was living and was evicted in the country.
13:30And this is an answer to the protesters that have been living through several weeks in Spain after this eviction.
