Police have arrested 19 Chinese nationals and 10 Cambodians, in three raids on bungalows in Teluk Kumbar and Bayan Lepas, Penang, on Sept 22.

They are believed to have used Facebook to promote scratch-and-win cards, then asked victims to pay "fees" via QR codes before they could claim prizes.

00:01Police have arrested 29 foreign nationals
00:04following three raids on bungalows in Bayan Lepas on September 22nd.
00:09They are suspected of involvement in an online scam known as Scratch and Win.
00:15Penang Police Chief Commissioner Datuk Dennis Lim Kuang Keng
00:18said the suspects comprise 19 Chinese nationals and 10 Cambodians,
00:23aged between 20 and 63.
00:26The raids were carried out by the State Commercial Crime Investigation Department.
00:31The first, at a bungalow in Teluk Kumbar, led to the arrest of 14 people.
00:36The second, also in Teluk Kumbar, saw seven arrested.
00:40And the third, in Solok Bukit Belah, saw eight arrested.
00:45Police believe the syndicate used Facebook to promote Scratch and Win cards,
00:49showing victims' attractive prizes after they took part.

01:38Police seized 251 mobile phones, 17 laptops, 2 desktop computers,
01:46and 6 sets of modems and routers.
01:48They also seized documents, customer records, Scratch and Win cards,
01:53suspected fake licences or certificates, and studio and communication equipment.
01:59All 29 suspects have been remanded until October 13.
02:03They are being investigated under Sections 420 and 120B of the Penal Code
02:09for Cheating and Criminal Conspiracy and under the Immigration Act.
02:13Members of the public are reminded to be wary of online price offers
02:18that ask for upfront payments.
