05:17and a third and final reading for October 27th.
05:21It is a small rural county,
05:23but the rules it writes will be watched by other agricultural communities weighing data center.

05:32State leaders are taking notice too.
05:35In Virginia, the historic capital of the data center industry,
05:40Governor Abigail Spanberger signed an executive order on September 18th that cuts off state
05:46site development assistance and expedited permitting for projects with peak demand of 25
05:53megawatts or more.
05:55The order also bars state agencies from using non-disclosure agreements to keep data center details.
06:02Secret, state agencies now have between 120 and 240 days to write new rules on
06:09noise, emissions, water use, and electricity demand.
06:15Maryland Governor Wes Moore signed a similar order the same week,
06:19and Spanberger plans to press for more rules in the 2027 General Assembly session.
06:25One land use attorney says the immediate construction impact is modest,
06:31with bigger changes coming in a few months.
06:35Yet despite that regulatory wave, construction is pressing forward.
06:40Applied Digital revealed a $3.2 billion AI data center called Delta Forge 2.
06:46Near Brookwood, in Tuscaloosa County, Alabama, the campus sits on 1,300 acres and is designed
06:55for 210 megawatts.
06:57With an unnamed investment-grade hyperscaler as the tenant, operations are expected to begin
07:03in 2028.
07:05The project should employ roughly 1,000 construction workers and create 100 permanent jobs.
07:12Applied Digital is committing $270 million in community benefit payments over 20 years
07:20and estimates about $131 million in tax revenue for the area.
07:26CEO Wes Cummins calls it repeatable AI infrastructure delivered at scale.
07:32Some residents, however, have raised concerns about construction and environmental impacts.
07:40And the financial commitment behind all of this construction is staggering.
07:45The Department of Energy unveiled $1.9 billion in funding for 31-grid upgrade projects designed
07:53to speed up data center connections.
07:56With the upgrades expected to add 23 gigawatts of capacity, that money arrives as a Brookings
08:03analysis.
