On the 30th day of the impeachment trial, PhilGEPS Division Chief Rendell Sopeña said in response to Senator-Judge Risa Hontiveros that 11 of the 15 contracts awarded by the Davao City government to GenCorp Industries Inc., worth roughly ₱7 million to ₱8 million, did not undergo public bidding.   Sopeña explained that these contracts were awarded using small-value procurement and negotiated procedures. Senator-Judge Hontiveros also asked whether PhilGEPS could tell from its records whether any procurement rules or laws were violated.
