CONTROL Resonant has no traditional character XP system — Dylan doesn’t level up like a normal RPG protagonist.
Instead, Manhattan’s zones earn XP and level up, rewarding Talent Points, better vendors, World Feats and other zone bonuses.
Meanwhile, Dylan gets stronger through Combat Abilities, Aberrant Forms, upgrades, Talents and Core Upgrades that increase his overall Build Power.
So technically…
the WORLD levels up while your BUILD gets stronger.

Current launch guides describe each Manhattan zone as having its own XP/level track, and the launch hotfix also clarified how Dylan’s Build Power is calculated from his unlocked progression systems.
