00:30The program will be an alternative to the NDIS, requiring states and territories to provide support services for children under
00:38nine with autism and developmental delays who have mild to moderate support needs.
00:44Ros Bates has accused the federal government of cost shifting.
00:47They are trying to make Queensland governments and other governments across the country pay for their ineptitude.
00:55But Mark Butler is confident a deal can be reached.
00:59I can't imagine a Queensland government that for the next 15 months would sit on its hands and pretend it
01:05does not have a very serious obligation to follow the rest of the country.
01:10The Acting Disabilities Minister isn't as positive.
01:14I would suggest to Minister Butler that he gets on the phone and starts negotiating with the Queensland government and
01:20give us the information that we require to sign up to a deal.
01:24Next week's launch is just the first phase of Thriving Kids with more targeted supports to be rolled out gradually
01:31and fully implemented by 2028.
01:35But there's concern the Queensland government could be playing catch up with service delivery, even if it's signed on now.
01:42There's no turning this bus around, Thriving Kids is coming, so Queensland has to get on board.
