00:01Delhi, the capital that was supposed to become safer after Nirbhaya case,
00:06is once again confronting a horrifying question.
00:09How much has really changed in 14 years?
00:12A 17-year-old girl allegedly gang-raped by three men inside a Delhi park.
00:17Three men who, according to the details of the case, posed as cops, policemen,
00:23before allegedly attacking the teenager at gunpoint.
00:26The horror unfolded near Kalkaji Mandir on 21st of September
00:30and around 7pm, the teenager and her male friend visited the temple.
00:35Around half an hour later, they entered the Aasta Kunj Park
00:38and after some time, there were three men who actually approached them.
00:43According to the details of the case now, the accused posed as policemen.
00:47The allegation is that the men threatened the two at gunpoint and raped them.
00:52raped her, in fact, the 17-year-old one by one.
00:56At around 8.45, the victim called the police and reported what had happened.
01:00She was taken for a medical examination.
01:02The police also followed quickly.
01:04By morning of 22nd of September, accused Asif was shot at the leg in an encounter
01:09and arrested.
01:10The two other, Hemant and his brother Mukesh, were also arrested.
01:14Three accused, one teenage victim in a public space,
01:19where, according to locals, basic security measures were absolutely missing.
01:23Because Aasta Kunj Park is managed by the DDAID,
01:27and yet locals say the park was barely lit.
01:29Its gates were often left open.
01:32There was no CCTV at the entry or exit, and roads around the park were dark.
01:36There were also no security presence around the premises,
01:40despite several guards being on duty and being paid for.
01:45These are not details buried in a distant corner of the city.
01:50This is Delhi.
01:53This is the national capital of India.
01:56And for women who live, study, work, the fear is not abstract.
02:02Questions are being raised about accountability.
02:04Who is responsible for maintaining the park?
02:06Let's try and understand that.
02:08Who is responsible for lighting?
02:10Who is responsible for security?
02:12And who is responsible for ensuring that public spaces used by young women
02:16do not become a danger zone?
02:18Well, the political and civic administration establishment over there
02:22are now facing those questions, including the local councillor.
02:26Let me name all of them for you today.
02:29The local councillor is Sharath Kapoor.
02:36The Delhi mayor, Pravesh Vahi, from Kasturbanagar.
02:42The MLA there, Neeraj Basoya.
02:45South Delhi MP, Ramveer Singh Biduri.
02:48Delhi, left-in-governor, because ultimately the police sort of report to him.
02:52DDA comes under him.
02:54He's the authority, Taranjeet Singh Sandhu.
02:57Except for the LG, the rest of the leaders that I've named, are all from one political party.
03:03All from the BJP.
03:06But just for perspective, understand this.
03:09Back in December 16th, when the gang rape of Nirbhaya happened, it was the Congress.
03:15So 2012, it was the Congress.
03:182026, it's the BJP.
03:20Party has changed.
03:22Reality of women, that hasn't.
03:26And the outrage has travelled right up to Lady Sriram College.
03:30And I'll explain exactly why.
03:32Because look at the distance over there.
03:35One of the accused, who was shot around 50 metres in an encounter from El-Assad back gate.
03:42The proximity has now transformed an already horrifying crime into a direct security scare
03:50for one of Delhi's most prominent, most respected women's college.
03:56And apparently, this has been the case for several years for LSR.
04:00What did LSR do this time?
04:02They've had enough.
04:03They've suspended classes.
04:05Students and faculty were advised to avoid the back gate.
04:09Guest faculty were asked to shift to online teaching.
04:11And the college said it was working to strengthen campus security.
04:16The student union says the incident has left the girls shaken up.
04:21Think about that.
04:21A college campus, a place where young girls should be thinking about lectures,
04:25examination careers, futures, all of that.
04:27And now thinking about which gate to take to finally get in and get out safely.
04:33Which route should they avoid?
04:34And whether the space outside their own campus is secure at all.
04:39Which brings me to 14 years after Nirbhya, that is perhaps the most uncomfortable question
04:46Delhi is once again being forced to confront.
04:50Have the lessons been learnt at all?
04:53Can Delhi guarantee that its daughters can simply walk home, enter a park, attend a college,
04:59go to a temple on their birthday without having to calculate the risk factors first?
05:05And now, with security stepped up at Astakunj, after the alleged assault, things are suddenly being, you know, beefed up.
05:15Suddenly, security is in place.
05:17Suddenly, there are CCTV cameras being installed.
05:20But why can't?
05:21Why couldn't have this happened before?
05:25What has changed or has nothing changed at all?
