00:06And I've said it many times that I'm guided by three books.
00:11The Holy Bible, the Constitution of the Philippines, and the rules of the Senate and the rules of the impeachment

00:20We brought it up in the first day because we believe it's jurisdictional.
00:24We brought it up in the first day not because we do not want any discussion or argument with the
00:31presiding officer.
00:31We welcome the argument, we welcome the discussion on this issue, but in the Supreme Court.
00:40Or if it's in the Senate, before we pass the rules of the Senate.
00:45Because if we did it before we pass the rules of the Senate, all parties would have been informed.
00:51And all parties would have had the chance to go to the Supreme Court.
00:56We brought it up in the first day because then we would have had the option, at least me, whether
01:03I would participate or not.
01:05Because then I would have to decide for myself whether this court has jurisdiction or does not have jurisdiction.
01:11Because it is very clear in the Constitution that there is a possibility that a body can have jurisdiction, yet
01:19it may disappear when there is grave abuse of discretion that amounts to lack or excess of jurisdiction.
01:29So, doon po sa mga nagsasabing ayaw namin pag-usapan tong issue na to, gusto po namin.
01:37Pero timing is essential.
01:40There is a time for everything under this world.
01:43A time to be born, a time to die.
01:44But to discuss it in the middle of the trial, just before the prosecution is ending and just before the
01:55defense will be presenting their evidence,
02:00is not only inconvenient or uncomfortable.
02:06I use the word mistrial as a word of accountability.
02:11Not to plant that it may happen, but to warn.
02:15Because definitely, whatever the result of this impeachment, both parties or any Filipino can go to the Supreme Court.
02:22That's a right of any Filipino.
02:24Wala tayong pag-usapan. Lahat pwedeng pumunta sa Supreme Court.
02:27Ang tanong, binibigyan ba natin sila ng basihan na pumunta sa Supreme Court?
02:35That's why each and every member of this court, present or not, is free to make a statement to remind
02:41all of us.
02:42To remind the senator judges, to remind the prosecution, to remind the defense as part of accountability.
02:54That we cannot be in lack or excess of jurisdiction.
02:59Alam mo, this is no laughing matter.
03:03Every single part of this impeachment is serious.
03:07Pero alam nyo naman po kami, dahil ako nagsimula bilang konsihal, batang kalya ako.
03:12At sabi nung mga kasing edad ko, sabi, sir, parang spaghetti na ang impeachment.

03:20Pababa ng pababa, pataas ng pataas.
03:23Kapag nawala yung iba, tapos tingin natin, dito sila kikiling, dito sila kikiling, bababa.
