Gavin Newsom has sharply criticized Donald Trump’s approach to artificial intelligence regulation, taking aim at Trump’s call to let AI development “rip” without new federal rules. Newsom says stronger AI safety measures are needed, including independent safety checks, third-party verification, mandatory reporting of dangerous incidents and emergency safeguards for powerful AI systems.

Newsom also announced a California executive order focused on AI safety and urged Congress to pass national AI legislation. 00:00So a few months ago, I sat down right here with two of the leading voices warning about the risks
00:06of runaway AI, Tristan Harris and Aza Raskin. I wanted to re-up the conversation because,
00:13well, I think all of us can agree we're at a hinge moment. When we first aired this episode,
00:19some people called them alarmists. Maybe so, but today, the alarm is increasingly coming
00:25from inside the industry. People racing to build the most powerful AI systems in the world are now
00:31telling us to slow down. Researchers, you've seen it, are quitting. CEOs are increasingly begging us
00:39to be regulated. We should pay attention to that. Meanwhile, there's still no comprehensive federal
00:45law, none requiring AI companies to report dangerous incidences when they happen. And President Trump
00:52has rejected calls for new regulation. No new regulation. Let it rip. He's dead wrong.
01:00California, again, will, as a consequence, take action. California will do what it always does,
01:06will lead. And so today I'm signing an executive order to speed up a first in America AI safety
01:12policy that we have here in California. It does a lot of important things. It dramatically speeds up
01:18our new law, creating a framework for truly independent safety checks, independent verification
01:24organizations, as well as moving the timeline up for oversight of AI auditors up by a full year.
01:31California wants to create the standards in this space. The CIO also begins an effort to tighten our
01:36safety and security requirements for powerful AI systems, as well as models, laying the foundation
01:42for requiring third-party safety verification on an ongoing basis, as well as more mandatory reporting
01:48of incidents like the hugging face hack and advancing efforts to create an emergency shutoff, otherwise
01:55known as an AI kill switch, which means a lot of things depending on who you talk to. So we
02:02want to flesh
02:03out exactly what that means and how to come up with a framework that works. So we're going to convene
02:09experts,
02:09as we did with the creation of SB 53, to figure out the right path forward. California will do what
02:18it can, but this nation needs to get in the game. Washington DC needs to do its job. Remarkably,
02:25they left for a summer break. Mike Johnson should return from vacation and follow California's lead by
02:32passing national legislation. Get it done. That's what leadership requires, setting a comprehensive safety
02:39framework as a floor. It's the minimum thing we should expect that he and his colleagues do.
02:46Our model, California model, works. And if Congress again won't act, California will. And that brings us
02:52back to this conversation we recorded. It was just a few months ago. I hope you'll listen to what Tristan
02:57and Aza were warning about then. And then look at the headlines today. Fast forward to today. They were right
03:04so far. And here's the question every American should be asking right now. Who is actually in
03:08control? Are the companies that are building AI in control? Is the government in control? Or
03:14increasingly, is the AI itself that's in control? Some said this question sounded alarmist again,
