00:00Michele Sorge, regional secretary here in Lazio of the CIS Scuola, with him we talk about
00:06those who can, at the beginning of this school year, of the issues that still need to be addressed
00:13and which are real critical issues. For example, school sizing is
00:19linked to the demographic decline, here in Lazio we also have difficult situations, because
00:26there is a demographic decline, classes are perhaps merged, schools are merged
00:32and this further complicates management.
00:36Yes, following the PNRR the calculation parameters for the so-called have substantially changed
00:46school sizing, essentially for purely accounting reasons, a
00:52increase in the average number of pupils, a progressive increase among other things and
00:58so from this point of view the budget law of this government which introduced
01:05We are completely against these measures which are essentially restrictive measures and
01:12even more so in a territory like our Lazio which sees the complexity of the metropolitan area,
01:20the largest in Italy, the capital, then the complexity of small territories, of areas
01:25internal, mountainous areas, I'm not just thinking of the Riatino area, but of the Viterbo area, but of the Frosinone area, so there is
01:33a complex orographic system that cannot be solved with pure accounting, with the
01:42pure logic of numbers.
01:44On the other hand, the issue of demographic decline is an issue that must be dealt with,
01:51but not so much and not only the school system, but the country system.
01:54Now I'll give you a figure: it is estimated that in 2034 there could be around one million people at a national level.
02:07Fewer students. This year, between the 25th and 26th, some elaborations of staff numbers
02:18from Lazio tells us that there have been, there are about 10 thousand enrolled students this year, fewer enrolled students,
02:27especially in the first cycle, therefore in the youngest ones, first cycle means nursery school, primary school
02:33and lower secondary school. This is a fact that should alarm not only the system
02:42school, but the country system. Here is a mechanism that creates a vicious circle, because
02:51and this is what we reiterate when we talk about sizing and when we talk about demographic decline, that is
02:58the demographic field cannot become, cannot be the instrument or the lever to make
03:12further cuts. I remember that the large, substantial, and immense cut of 150,000 jobs
03:22which was done in the three-year period 2008-2010, the then Berlusconi government with minister Gelmini
03:30and Minister Tremonti, who was the beginning of a long season of cuts that brought us
03:41up to now. Our concern is that the school system, through sizing,
03:47through the organics, you lead to a cut in the organics and therefore to an impoverishment
03:55of the education system of our school system, which is the basis, the widespread network,
04:05in fact we are the most widespread and most important educational agency in our country and we must
04:11to preserve it. In reality, what we are asking for is a great pact between the forces
04:22policies of our country, because the school does not belong to this or that majority, it is
04:26a good for all, for which we can guarantee, or rather we could, through the mechanism of demographic decline
04:37with the conservation of the staff and therefore also of the educational institutions in the area
04:45through school sizing, to recover phenomena such as
04:53overcrowded classrooms. We have many cases of overcrowded classrooms, because then the mechanism
04:58of the sizing leads to overcrowding in the neuroperitan area and to a progressive,
05:03slow and inexorable closure of the internal areas instead, because then this happens and
05:11in Rome and Lazio obviously the phenomenon is even more evident, which is why we have
05:16overcrowded classes perhaps in the central areas of Rome and then we have crowded places
05:26which are becoming depopulated.
