00:23The institutions we've inherited are organized by geography.
00:29The strategic capabilities that we need are organized by function.
00:36We can ally by function, if we are bold and deliberate.
00:42And we shouldn't be cowed by the perceived scale of the task.
00:48Just as dominance is the arrogance of the hegemon, perfection is the enemy of the good.
00:54The economics of this are clear.
00:56The leverage of the powerful in an exploitive relationship collapses well before complete independence is achieved.
01:05Because diversity confers advantage.
01:09The objective is not self-sufficiency, it's collective resilience.
01:23And it's this mutual advantage that's at the core of the case for a deeper partnership between Canada and Europe.
01:32Europe brings so many things, market power, research depth, advanced manufacturing, the ability and the will to set standards that
01:42the world frequently adopts.
01:45A defense industrial base that's being rebuilt at speed.
01:49Canada brings energy at huge scale and in every form that the transition requires.
01:57We have one of the world's largest endowments of critical minerals, deep capabilities in space, AI and quantum, amongst the
02:03strongest banking systems and the most expert pension capital.
02:07We have unique Arctic geography and privileged access to both Atlantic and Pacific networks.
02:15And where our strengths differ, they complement.
02:18Where they overlap, they create scale.
02:21We should build on each other's strengths deliberately, systematically and rapidly.
02:28We've already begun.
02:30And I thank this Parliament.
02:31We've already begun with CETA, one of the world's most successful trade agreements.
02:50And I thank President von der Leyen and President Costa for our strategic partnership agreements struck last June.
02:57We're developing that and deepening it.
03:00We've also begun to take advantage of Canada's role as the first non-European member of SAFE.
03:07But we should recognize that the ecosystem we've built is not yet equal to the ferocity of the changing climate.
03:15And nor is it moving fast enough to match the speed of the upheaval.
03:21Yesterday, President von der Leyen spoke of moving beyond CETA to an alliance for the future.
03:28Opening the door to Canada to become the European Union's first associate member.

03:51Canada welcomes this ambition.
03:54And I will tell you, polling shows that an overwhelming majority of Canadians support much closer ties with Europe.
04:11And alliance for the future is a unique, positive approach that we will define together, building on our common strengths
04:22and based on our shared values.
04:23But let me take this opportunity to say plainly what Canada proposes.
04:30Canada and Europe should secure our strategic autonomy through deep cooperation in the full range of strategic capabilities, including critical
04:41minerals, defense industrial capacity, AI and compute, energy security, space and payments.
04:50We should move towards seamless digital trade and non-agricultural goods and a wide range of services.
04:57We should deepen our people to people ties, allowing our youth to work, study and live where they want on
05:06either side of the Atlantic.
05:20Canadian membership of Erasmus Plus would give your students and ours more opportunity to learn at some of the world's
05:28top universities, to broaden their horizon and to build those lasting ties that will sustain our alliance for the future.
05:45Canadian membership of the next generation of Horizon would allow us to pool resources, cooperate on frontier technologies, leverage our
05:55world-class research institutes and universities.
05:59Yesterday.
06:07Yesterday, President von der Leyen announced, and I quote, a new European corporation on critical raw materials to obtain and
06:17stockpile the material needed for electric cars, for chips and batteries, clean tech and defense.
06:25I'll observe that Canada has deposits of over 34 critical minerals, and we are among the top producers of the
06:3310 most essential for the energy transition.
06:36Our alliance can help fill Europe's need for reliable supply, Canada's desire for advanced processing capabilities and our common objective
06:49to complete value chains in the transition and our defense.
07:02Canada can contribute LNG and hydrogen at large scale to support Europe's energy security, including by developing and leveraging new
07:13port infrastructure in our high north and on our east coast.
07:17And Canada, in turn, can benefit from your leadership in so many clean energy technologies.
07:33We can pool new sovereign compute capacity and build more secure broadband connections between Europe and Asia via our common
07:42geography.
07:43Canada and Europe can join forces to develop AI safety protocols, coordinate common standards, and strengthen transparency, all well-developing
07:54applications so that our governments and our companies can serve our citizens better.
08:06Canada and Europe should consider exploring an integrated market for financial services, to broaden choice and reduce costs for our
08:15citizens, to improve access to capital for our companies while maintaining our world-leading financial resilience.
